you had that me think on another problem.
The solution is not a minimal damaje (this is a diferent isswe) the problem is have a inactivity timer.
If a players does nothing (consider do something complete one action in the game, not move the cursor, or simply select a building) in a period of time, the player is declared inactive, and the other player is declared winer.

respecting the minimal damaje, this behavior is excelent. one default and if you want a spesial minimal damaje to one unit, you can specify other minimal damaje to it.
