Phil - my copy of audacity can generate 30kHz+ tones.  Maybe you have an
old version?  Or maybe you need to change the sample rate?

If so it's extremely high jitter, and moreover it's data correlated. 
That seems much less likely than a bug in the TACT ASRC algorithm.

Could this arise from changes in the bit depth?  If you truncate from
(say) 24 to 16 bits without dithering, you'll get some harmonic
distortion.  The TACT is doing the opposite if anything...  but maybe
something similar can happen?
