Buffers are a memory-oriented thing and therefore globally configured. 

For this specific thing (Lab 22 by the way, not 23), the problem we'd have
is noted in the configs:

"description Initial Buffers may not be able to be set due to CSCea87766"

That has been removed in the 9.0 release.
