the question was asked to sny hq with UTC server at 157.26.1.100 , and then syn 
cucm from hq router. 
when i did this command below:
ntp master
ntp source lo0
ntp server 157.26.1.100

 i found out that UTC was set at stratum 16. so there was no way for me to set 
hq at a higer statum than the stratum at UTC server. so i was confused on wat 
to do here because hq router has to be an ntp master in order to provide 
clocking, but when i put the NTP master comand it will make Hq router syn the 
clock from itself; and it will never syn with the UTC server.. I new that for a 
router to provide clocking it has to be a master.. but this question through me 
off.. i was confused alot here that is why i brought this up. 
even thought without the NTp master command the Hq router can syn the clock 
from the UTC server, but It is not providing the clock to the cucm because it 
is not a master.. I guest the question was said wrong.. I didnt know if i 
should have raise a flag or not.. 
so at the moment Hq is only syning the clock from the UTC server but not 
providing the clock to UTC. Some one may run into this issue too.. It really 
killed some of my time. i was total upset about this.

okay thanks for the clarification but can you please explain the principle or 
the logic behind that ? if the router is not master it cannot provide clocking
how its working then ?

Yes I did when I was studying and it works.Make sure the HQ router syncs with 
external NTP .  I passed and no longer have a lab to send you output. Sorry
