New Orleans had a Welfare program. In fact, it had very high participation in the welfare program. People didn't go wild because welfare was removed, it was lack of law enforcement that made (allowed) people to go wild. As a city with both a high crime rate and a high welfare participation rate before the Hurricane, I think you are shooting yourself in the foot by using it as an example.
