So suppose that requires a certain action of US citizens, regardless of 
where they are, if they are in certain situation. And that action may 
conflict with a requirement imposed by a local law. What then?

In the case of Lindh that would be an Afghan law requiring people to 
resist invaders or be shot.

If my DMCA case is a crime against the US or its citizens, then we have 
a clear example of extraterritorial legislation. Would the US protest if 
the Netherlands made up a law that stated it is a crime if a Dutch 
citizen is onboard and started to arrest pilots that carried a gun on a 
flight from Boston to Chicago if a Dutch citizen was onboard?
