Rehabilitation is a thing of the past.

Prisons are purely warehousing operations now, and impose rudimentary
"treatment" programs for drug offenders once paroled, but not much else.

The old days of getting a free high school /GED and college educations while in
prison are long gone now.

The current mentality is "lock 'em up" and get them off the streets.   All
budgets for rehab are long gone.

no wonder recidivism is so high now.
