I dunno - if that really were the case you might see some actual change
in crime stats... it doesn't seem the case.

However talking just about "bubba" leaves out the women's correctional
facilities: where more than a few inmates have found themselves in a
"family way".

It seems unlikely that this "law" (I'm not sure why it's even called a
"law") doesn't actually do anything in the way of defining the act or
punishment.  Rather it calls for the "gathering of national statistics"
and the development of guidelines.

In short I doubt it'll make a bit of difference.

Lastly: even if there is a real law in place it seems unlikely that it
will be enforceable.  What punishment could you inflict on a
multiple-lifer that would curb the activity?  Solitary would be fought
against as "cruel and usual" as would the natural thought of chemical
castration (which I think would be a damn good deterrent).

Also, in many cases the offenders are staff, not other inmates.  It
seems in many cases that prisons lack any sort of checks and balances
when it comes to staff conduct.

I just think that it's a more complex issue than the discussion seems to
be painting it.
