That's because of a few things. They learn better crime techniques and if they're caught, they know they have free room, board, training, medical, etc. There was a criminal in California who got a heart transplant because he was 'entitled' to it by prison medical. Our prison system is just warehousing. My comment on prison rape was 'tongue in cheek' (as you may have noted). Maybe if there was less prison rape people wouldn't want to go there. Maybe its an incentive to get to jail. Who knows.
