That's a pretty tall order for one e-mail, but I'll do my best:

CommunityEngine (obviously)! Just kidding: depends on your skill level and
requirements. For my money, CE is the most flexible, customizable and
adaptable.

CE's strengths:

   - Highly flexible, since Ruby (and the Desert gem) allow you to override
   and extend CE in almost any way you can think of.
   - Well tested (good test coverage, passing tests)
   - Actively developed (see the CHANGELOG or commit history on Github)
   - Used in production on multiple sites (
   http://www.communityengine.org/live.html). I think it's important that
   the developer (me) uses CE in production for business-critical sites
   (Curbly, TennisMetro, etc.). This means there's a strong incentive for
   continued support and development.

Haven't used Elgg, so I can't judge. CE provides a fairly robust feature-set
(http://www.communityengine.org/features.html). In any case, I think it's
more about the quality of features and how they align to what you need than
pure quantity.
