Both projects have plug in capability. All rails projects do by
default BTW. It's one of the things that makes rails great.

Philosophically speaking the tog people have chosen to make everything
a plug in. Even the "core" module is a plug in.  I guess they thought
that it would best serve their audience.

When you think about it CE itself is a plug in to your rails
application.  You can put CE into an existing rails app and voila you
have an instant community.

For whatever reasons Tog has more plugins than CE but there is nothing
stopping you, me or anybody else from writing plugins for CE.
