Desert (http://github.com/pivotal/desert) is a gem that allows Rails plugins
to mix code, view and migrations with the main Rails app. Much of this
functionality is now supported in Rails 3 (Railties/Engines), but some is
not.

It probably wouldn't be too hard to integrate Tog features, since it also
relies on Desert, and its features are implemented as plugins.

I haven't built anything with Tog, so it's hard to say. I like their
approach of having non-intrusive plugins that add functionality
(tentacle<http://github.com/courtenay/tentacle>seems to take this
approach too), but it seems like that might also make
maintenance and upgrading a little more complicated. CE's upgrade process
(for the most part) is `git submodule update && ruby script/generate
plugin_migration && rake db:migrate`
