This is working on the idea from Uwe to split things up into User and
Developer... does that work? Comments/thoughts?
Note that the doc list is incomplete for each section... just 3
placeholders each for the User/Developer sections.

I added a link to the Help Style Guide in the brown "Want To Help" box
and some more dividing lines into the Resources section to make the
groups in this section more visible.
