Well, there's no problem in us writing a blog entry explaining how to
set up a Maven repository proxy or a local maven repository [1]. After
all it's us that are redirecting this and providing this service.
Regarding the private email: I imagine this is a "Reply" instead of
"Reply All" situation, so no worries there.

the Apache NetBeans Team should choose.
+1, assuming Oracle will keep it up until then?
Definitely. I have no idea what Oracle plans/dates are, but I recall
reading somewhere that all this was expected during 2020. So the sooner
we move and explain people the suggested plan to proceed, the better for
everybody.
