I peruse the Kurzweil (musical instrument) forums every now and then. They have some read-only forums consisting of answers to commonly asked questions. (Now if I would just read them, I could get more out of my Kurzweil instrument.)

Again, this can be done through integration with the posting process. If more than 50% of the post content is in all caps, stop and make them rewrite (and at the same time, show the user matching similar posts to divert them).
