Sort of. It would be new behaviour mimicking old behaviour. ...that is: old-style comment notifications were email only, because the inbox thing didn't exist. Tracking notifications are obligatorily inbox, with the option of email/IM/etc also. In-journal comment notifications use the tracking model, and go to the inbox; replies to other comments IIRC use the old-style. There has never been an option, with tracking, to bypass the inbox (i.e. have *just* email notification).
