For Customs it's a matter of SLA's, along with the criticality of reporting
against mandated time frame clearance of cargo entry to (or exit from)the U.S
(keep in mind, different modes have different leed times to the border). And
where most often 997's are NOT supported, an appl based response is, where such
response times for manifest transactions occur most often in under a minute,
but most often in seconds. It's the nature of (near) real-time messaging.
