Yes, it's common in larger companies, and with the big consulting firms, I've heard it more than once. Oh, and I've actually been on a project where it took 4 people to get from start to finish on a map (and that doesn't count the TP and comms set up).
1. Gather requirements 2. create mapping spec 3. write map 4. test map And each of these folks was billing at $250 an hour (in 1999).
