Actually, it's easier than you might think. There is a sample plugin that shows how implement a plugin with a window, buttons, text boxes, and a popup menu/combo box. Each of the example buttons illustrates a particular portion of the PDK so you can use one or more of them as a launching off point for your own custom plugins. I think what most people don't realize is that you can do a heck of a lot with the basics described in the first 50 pages of "The C Programming Language" by Dennis Ritchie, and Brian Kernighan. Small tradeoff for the ability to access and manipulate the lowest level details of Finale.
