You've got 512 verses to work with, it's not like you're going to run out. I'm not sure what you want a Staff level for. Would it actually behave differently, or are you just adding a fourth label to the list of the existing three (which behave identically)? Sometimes I do want a verse to move between staves, as in the Gondoliers example I cited earlier, or if I've got a complicated chorus in which parts divide in some systems and are combined in a single staff on others.
