I don't really mind the X, personally, it's just confusing how it works based on how every version of Firebug prior to 1.4 has worked. X has closed the panel. Maybe something as simple as switching the position of close and minimize would help?
Another annoying thing is that the icons for those buttons in OSX don't match the window style buttons at all.
