Depends on the drive and the use pattern. You can look at tests of drives having undergone random 4k write loads and see subsequent disk service times higher than competing spinners. Modern drives typically include a form of garbage collection that will try to restore performance, but these are not anywhere near as effective or as fast as TRIM.
Some drives don't seem to care at all--look at Intel's DC series, for example.
