But maybe I can isolate hl content at one zip, and quake1 content
other zip:

zip1:
 - engine
 - gameprogsdat
 - extramdls
 - extrasounds

zip2:
 - counter-strike maps
 - wads

auto installer (download zip1 and zip2 and install)

Or this is gray area? or illegal?
