A few things.
1. The FAQ linked from the update page applies to competitive mode, not
QuickPlay. They're totally separate systems.
2. Casual mode (12v12) boasts that "you'll be playing a match from start
to finish, with actual winners and actual losers," which heavily implies
there's a lobby involved. Otherwise, how will you have 24 players ready
to start a match at the same time?
Incidentally, the new TF2 QuickPlay sounds a lot like what Overwatch
does for its Quick Play other than the player count (Overwatch is always
6v6). Which goes to show that blatant copying can go in either direction.

As for how this is going to affect Community Servers.....I'd love some
info as well. I don;t think they mean "12 v 12 lobbies", I think they
simply mean that using the "casual" quickplay will send you to a
server with players of similar skill levels.
What I'm curious about is this:
1. How will this affect community servers - will people still be able
to direct connect to their favorite server if that server is in the
quickplay pool? (if not, I see this as the final nail in the coffin
for community servers).
2. What about servers that host a mix of stock/custom maps? Will the
system only "level up" players on stock maps...if so, this will
further reduce an already dwindling supply of custom map servers.
