I interpret the "you'll be playing a match from start to finish, with actual winners and actual losers" simply that changing teams/getting autobalanced will no longer be possible, not that a 24-player lobby is involved. If Other games are any indication, trying to wait for a 24-player lobby to actually fill would in itself be a mode-killer.
