This was due to CVOL Support. Each level was a set of chained records and WOMBAT as a File name conflicted with it being a record containing a pointer to another level. If you had GUBBINS.WOMBAT.FUBAR and GUBBINS.WOMBAT.WOMBAT.FUBAR that was allowed. The GUBBINS Index record would point to chained records which were the 2nd level of indexes (one of which was WOMBAT). That WOMBAT Index record would point to a 3rd level of indexes (all chained from GUBBINS.WOMBAT). One FUBAR File record would be pointed to by the WOMBAT File record that was pointed to by GUBBINS.WOMBAT while another would be pointed to by GUBBINS.WOMBAT.
