I actually disagree with that.
Back then, PCs and *NIX platforms were a lot more expensive.
If you looked at cost per seat, and cost for support personell, the M/F was 
still cheaper.

The whole TCO argument has always been political.
In the PC/NIX world manpower is rarely counted.
It in on the M/F.

Also, BSOD resolution by the end-user is never counted, nor any of the extra 
work the user and the help desk does is never counted.

Rarely does a business (CICS) user under z/OS have to call for technical 
problems.
Under the others, most are technical.
And, the windows solution? Re-Image.
