George, I apologize for asking about the VMFBLD1851I message, it was a red herring.

No sense in guessing. Time for a re-order, as Dave suggested recently. The SERVICE command should go pretty quickly, since you have most of the files already installed. Before trying PUT2PROD, once again issue the: FILELIST HCPCPE * * and check to be sure that this time the updated HCPCPE files have been written to disk.
