I apologize for asking about the VMFBLD1851I message, it was a red 
herring.

You pointed out the real culprit in an earlier post (perhaps our posts 
passed on the net?):

It's pretty obvious from that display that the RSU either did not get 
built properly, 
or the FTP did not complete 100% successfully.  No sense in guessing.
Time for a re-order, as Dave suggested recently. 

The SERVICE command should go pretty quickly, since you have most of the 
files already installed.
Before trying PUT2PROD, once again issue the: FILELIST HCPCPE * *
and check to be sure that this time the updated HCPCPE files have been 
written to disk. 
You might find a number of other fixes applied as well, who knows?
