That idea IS stupid.
But the SPAMCOP test doesn't work like that. First, it requires multiple
spam to be *reported* to them. You have to be sending more than a few
E-mails for that to happen. Second, it requires that your
spam-to-legitimate-mail ratio be less than 2%. So if you have lots of
legitimate mail leaving your server that makes it to SPAMCOP users, you
won't get listed even if you have occasional small amounts of spam leave
your site.
Of course, as you found out, the test isn't always perfect.

And, unfortunately, that's what has to happen. It would be nice if they
found an easy way to detect that you had actually fixed the
problem. However, in most cases, a mail server will spew out the stuff for
several days after the spammer is gone, if mail is in the queue. That's
one reason why the SPAMCOP (and similar) tests won't let you out right
away. And, I doubt a free service has the resources to sift through the
documentation you sent them (log files, a list of files in the spool
directory, etc.).

Less than 50 E-mails? SPAMCOP knows about 8 of them. It's amazing that
16% of the recipients report to SPAMCOP -- that's a lot.

It is too bad that you got listed, as it sounds like an isolated incident,
and that it would be better if the SPAMCOP test was set up in a way that
you wouldn't have been listed. But, it isn't perfect.
