the "normal" ULA (RFC4193) provides this already. The "user interface" is simply the box that auto generates it and then applies it. Presto. This thus already is possible today, with todays RFC's (RFC4193). ULA-C is a completely different beast that is best solved by simply having organizations to the RIR's and getting a nice /48 or similar address space they can justify. They call that "PI" which is a dirty word, but serves the purpose completely. The only benefit which has been named upto now is that firewalling is simpler if you know that non fd00::/8 space is The Evil Internet. But why should you trust address space in any way?!
