If ICANN were a community-based organization as was envisioned, instead of
the monstrosity it has become, it would be reasonable to ask the community
for assistance in gather resources to hold elections. To date ICANN has
expressed very little interest in holding elections until the last
possible moment. Please, don't attempt to use lack of funding as an
excuse. At *best* it is disingenous.
