Those "additional rules" you speak of are not part of standard MC. They were developed by Matthew Grange in 1993 and, I believe, are really only used online; traditional games tend to avoid them because of the effort required to calculate the A³ ((for those without UTF-8 or suitable conversion) AAA or Ambulatory Alternative Area).
