There is certainly a cost for casual users wishing to switch
identities. Both for wannabe trolls & spammers and people that would
have preferred  (or for which it would have been wiser) not to use

When compared to an open system like email, where one can create "identities" trivially, forcing a spammer to acquire a new phone number per unique identity is definitely a useful and limiting factor.

While the cost is not all that significant to obtain a new number for an individual, doing so in bulk will absolutely require a change in behaviour on the part of spammers.
