Ease of use is crucial; if it were just me, I'd be happy to just use the command line for burning, but Windows users have to use this box on occasion, as it's the only one in the office with CD-RW.

I think removing 3.1.3 automatically removes k3b because of dependency's, IE kde needs to be there before k3b.
Yes, the problem was that it wouldn't reinstall afterwards because of conflicts.
Thats a bummer, have you had a look at bashburn, http://bashburn.sourceforge.net I used to use k3b till i tryed this program.

I can understand if an application has annoyed you to the point that you simply HAVE to solve it, but assuming that you're just concerned about being able to use an easy to use CD burning application with a simple GUI, why not try CDBakeoven?
Seriously, it's almost a twin to Adaptec's EZ CD Creator, and it doesn't give a hoot about being configured as root or anyone else. Just install one RPM, refresh your menu ( menudrake ), and you'll find it waiting in the same section that other CD burning apps sit in.
Launch it, click on "Detect", and set the recording speed of the burner. In almost 3 years, on any version of Mandrake, it hasn't given me one bad burn, and took less than a minute to install and setup, after refreshing the menu.
With that kind of stability, why go elsewhere? It even has an intro panel so that you can pre-select the type of burn you want to do. This one's a 12 in my book.
