you can use them, they just aren't in a users path by default.

signal 15 is alarm, you'll need to enable debug for ppp (make sure to clip
out your login password to the isp, before you post any logs) now that
i've warned you.

as root,
echo "debug" >> /etc/ppp/options

kppp probably has a few checkboxes for debug also you'll want to enable
those aswell 

once debug is on it will tell what caused the signal 15, something is
obviously timeing
