A project can do whatever it wants.  However, endorsed OpenSolaris
Projects should be operating openly.

I'm not interested in forcing anyone to be open.

If a project wants to become open and be an endorsed OpenSolaris
Project, then what is the rationale for having closed review?  I'm still
really confused about this.
