Anything from having to wait for legal review to wanting to wait for an opportune, Marketing-wise, moment -- the former being somewhat objective while the latter is entirely subjective. So back to the possible times at which a project that wants to integrate into OpenSolaris needs to be open. It is not at all obvious to me that there is any way to force such projects to be open at any point earlier than (a), when any ARC cases are _filed_ (see my previous post), nor that we should want to force them to be open before then. So, really, we're talking about selecting any of (a), (b) or (c). I'm for (a) or (b), would settle for (c) (I know, that's no way to negotiate). Other open organizations have to grapple with this too. For example, the IETF cannot force anyone to submit an Internet-Draft much sooner than a fairly short period of time prior to requesting AD sponsorship to take the I-D through the standards publication process, and anyone can request publication of an I-D as an Informational RFC pretty much immediately; but ADs and the IESG can always reject them.
