Well, yeah.  Try and hit a car.  now, try and hit a barn.  The barn is 
easier.

The size modifier reflects that it's easier to hit something that's big, 
and if you're smaller, that big thing looks a LOT bigger.

Dwarves are medium size.

Gnomes and halflings are small--but they also both have a -2 to str.
