we always make the pad much smaller than the hole for non thru plates

never had any trouble

on the inner layers the DRC uses the hole
on the outer layers we put a fairly large keep out circle

sometimes these are layer specific and different sizes for the screw head and standoff

I've found that it's smarter to have the pad size match the hole size. I don't remember for certain and haven't time to check right now, but I seem to recall that the DRC works against the pad diameter and not the hole diameter. The pad will of course be drilled out, but the DRC works correctly that way. In fact, my recollection is that I've always had trouble if I defined a pad smaller than the hole size, on any layer.
