I think not all serial modem has an auto-answer feature, we already tried
other brand of modems and set all the necessary AT commands unfortunately
all of them did not work.

IMHO I think any serial(RS232) modem  is capable of
accepting a dial-up connection... 

it's more on the software configuration-- wether or 
not it can accept a dial-up connection...
