I think that ENDA and UAFA will come before DOMA, but we may have to wait untill Democrats re-take the house for either, which could happen in 2012 or 2014.
The real prize will be the American Equality Bill for civil rights, (AEB) a proposed amendment to the civil rights act of 1964 to include sexual orientation and gender identity.
