Oh, I think he was not only reconstituting these weapons, I believe that he had quite a bit stockpiled.
I would bet money that our intelligence agencies have a pretty good idea where they went too. There are still weapons that are unaccounted for, to this day. Whether they lie in Syria, or Lebanon, Libya, Iran, (doubtful) Pakistan, or some Northern African Nation-State, I don't think that there is really any question that there were weapons of mass destruction.
