There is no "accident" with neighbors connecting to your network if your network name (SSID) is unique.
I agree with both chill & aubuti, assuming your WEP issue cannot be resolved ... To keep the casual "accidental" user off of your router just use MAC filtering, it's about the same level of security as is WEP.
