Re: [AI] Insulted by a university teacher, blind attempted suicide

2015-03-21 Thread bala9119
Dear all,
i guess the topic is of couple of months old. however this time it has
received more widened response than it has been at the time of its
maiden appearance. members have already stressed their stand,, and
everyone is right in their own. I second Preeti mam's view on
socialization from the childhood itself. its unquestionably true that
humiliation occur despite disabilities. the students who are scoring
low marks are humiliated by the teachers in front of the class, the
kids who are performing low in studies, sports, or any activities as
that of their siblings are humiliated by the parents and relatives are
common and there is no holds barred. in that sense, persons with
disabilities are considered as low as that of their counterpart in an
integrated schools or universities is no difference from what I've
said above. infact, as a person who studied in specialised school till
10th and transferred to sighted school from 11th, i can say with utter
confidence that, the humiliations and embarrassments committed on the
disabled students by the trained stafves of the specialised schools
are much much higher than what the disabled students are facing in an
integrated education. apart from physical, emotional and psychological
humiliation, disabled students are vulnerable to sexual abuse in a
specialised school. it has happened, it is happening and it will
happen because such abuses are premeditated, unreported, and sometimes
it is a gang planned victimisation. thus, nothing we are going to get
by questioning or citing the integrated education humiliates the
disabled, it is happening everywhere. the foremost requirement is, we
must address to the society. for that, this professer of the
university where Chakradhar attempted suicide should be penalised.
apart from taking the issue to the education board, this issue must be
put before the judiciary. all the civil society representatives of the
visually impaired must come forward by placing the differences aside
in bringing the faculty to justice and helping the society to
understand what is the reality. whether we agree or not, we must be
ready to tackle these kind of humiliations for which suicide is not a
solution. the bitter truth is, the so-called humiliation continues to
taunt one another in different ways throughout their life either
disabled or non-disabled.
thank you.

also check the replacement clause, for eg. 30 days replacement warranty,
before you order a product.

Even I didn't have such disappointing experience earlier, though in
one or two products of my earlier orders were not up to the mark. Such
as the cap of the perfume bottle was broaken, but it didn't have any
impact over the utility of the product. But this time I am totally
disappointed.
Yeah, I agree that its fault of the seller, but at least flipkart must
monitor the genuineness of the product being packed by the sellor,
otherwise a seller may pack any garbage in a nice packing!
In the case in hand, if you see the box of the speaker, anyone can
tell at first look that it is 2 - 3 year old.
But how a seller can pack an itom that is physically damaged? and this
is not the result of mishandeling the package by the delivering team,
because the remote control of the speaker was totally broaken while
small sub speakers were alright!
I rely on WS retail on flipkart, but the problem is that most of the
itoms are not available with this retailer. But anyways I have learned
by this experience that only Cash on delivery is the safest option to
purchase such itoms where chances of damaged products are there.
The best thing in purchasing an itom online is that you get complete
describtion of the product even if you can not see the product
physically. and the most important part of buying is the reviews of
the products.

Hey friends, before two days I placed an order for Intex it 2600 home
audio speaker on flipkart.com. I received the product today. But let
me tell you its not 100% safe to purchase itoms from these online
retaillers. The packaging was looking good from outside, but when I
openned the carton, inside box of the woofer speaker was totally
crumpled, and the speaker was looking second hand itom. The story
doesn't end here, when I see the speaker inside, to my utter shock and
surprise, the front panel of the woofer was totally detached from its
main body, the remote was completely broaken, and the inside
thurmacole was looking quite old and crunched. I was totally duped! I
registered this complaint to flipkart team, luckily they have arranged
for replacement of the product, I will be receiving replaced product
by tomorrow. But this incident is discorraging me to purchase such
itoms from online store, as you never know what garbage they will be
sending to you. Though it can be replaced, but you will be humiliated
by the seller. Completely disappointed of the flipkart service.
So be careful next time when u are going to order such heavy duty
products from online retailer.

Hi Friends, could you please clarify my doubt..?

at b5:
 =round(if(b4<50, b4, 50)*.1,0)
atb6:
=round(if(b4>50, (b4-50)*.2), 0)

In the above formula,
considering b5's value
if the amount is going to exceed 5,00,000 then won't the formula
reflect '0' in the cell b5 as it is as '.1,0'.
can'0' be replaced with '50,000' which may be 10 % of 5 lakhs.
please correct me if my understanding is wrong as I hardly use excel.

Subject: [AI] Be careful,Totally disappointed of shopping through online
retailer

 For this write as:

Nice interview. But in my opinion, So many NGOs are working in the
disability sector but they are not working as per the expectations and
not being monitored well by the government. Though the Joint Secretary
Ministry of Social Justice said that these NGOs are working really
well but many of the NGOs are just involved in the Disability field
with the purpose of making money. Disability is one sector where the
government needs to play an active role and abolish the NGO culture
from this sector. It is only then that the government can hope to
acheve any target which it keeps in mind for the skill development of
the persons with disabilities. Furthermore, more institutes like NIVH
needs to be opened in India and assigned the task of skill development
of the persons with disabilities. Nowadays, we are listening lot about
the corruption in NIVH by its management. Those aligations must be
taken seriasly and need to be investigated. Those found guilty must be
brought to the book. The skill development of the persons with
disabilities is one of the difficult task and required to be done by
the government most actively and seriasly. Thank you.

As I understood Mr. Giri's conditionality; the value at b5 will not be
zero if the value at b4 is less than 50. The value at b5 must be
the ten percentage of b4 up to 50. Is it not so?
However, the formula Mr. Mukesh suggested last time gives zero value if
the value at cell b4 is less than 50.
Further more, if my understanding is wrong and there will be zero
value at b5 if the value at b4 is less than 50; then there is no
need to write the formula as it is written.
at cell b5, it becomes a fixed value of either zero or 5.
 Hence instead,
=if(b4=>50, 5) is the correct formula.
No need to write round or 50*.1 statements any more for the known
 fixed values.
If my understanding of Mr. Giri's conditionality is correct, use the
 formula instead.
 =round(if(b4>50, 50, b4)*.1, 0)
This formula will give the ten percentage value of cell b4 up to the
 possible higher value of 5.
 Enjoy.

 Dear Gautam and Mukesh,
I require a formula that suits my needs.
Suppose B4 contains the value 70 that is 7 lakhs, I want 10% of
 B4
to be displayed in B5. But here is a condition that upto 50 its
10%. For the remaining value its 20%. This 20% should be in the
 cell
B6. Hope you understood my point clearly.
Kindly help me in this conditioning formula.
 Thanks in anticipation.

hi,

at b6:
=round(if(b4>50, (b4-50)*.2), 0)

[AI] Outlook Exclusive Cover Story: The NDA seems bent on subverting the RTI Act,

2015-03-21 Thread avinash shahi
We should take this exposure very seriously, and ask government to
appoint CCPD at the earliest.
Aren't we know the Secretary is still in charge of the office?
We Have No Recall
*For the first time since its inception, CIC's functions expropriated
by the govt
*A search committee set up to appoint a new CIC chief says meeting
details cannot be revealed; "highly confidential"
*RTI appeals pertaining to prime depts like PMO, SC, CAG, CVC, EC,
haven't been allotted to any commissioner
*Overall 37,788 cases currently pending before the CIC. Will take an
estimated 24 months to be disposed at the current rate.
*Successive governments remain furtive, hardly making any proactive
disclosures mandated by the RTI Act

***

February still had a day left when in a curt reply, the Union ministry
of home affairs declined to furnish any information on how recipients
of the Padma awards were chosen. "The process is not yet complete,"
said the Central Public Information Office (CPIO) a month after the
awards were announced on the eve of Republic Day. The req-u-ired
information was released in earlier years and even put up on the MHA
website. A week later, the CPIO turned down ano-t-her RTI application
for the correspondence between then PM A.B. Vajpayee and then Gujarat
CM Narendra Modi, during and after the post-Godhra riots. The
information, said the MHA, involved "third parties" and could not be
divulged. The appeal against the denials are unlikely to be heard
anytime soon, since the office of the Chief Information Commissioner,
the only competent authority to hear the appeals, remains vacant.

North Block appears to have finally found a way of stonewalling RTI
activist Subhash Chandra Agarwal, whose app-li-cations elicited a
steady stream of embarrassing information when the UPA was in power.
It was after all an RTI application by him which revealed a finance
ministry note that named P. Chidambaram for not insisting on the
auction of 2G spectrum. "The government might as well repeal the Act,"
says Agarwal in apparent disgust.

The BJP's U-turn has been remarkable. In 2011, when then PM Manmohan
Singh called for a review of the act and its effect on governance,
Rajiv Pratap Rudy, now a Union minister, had asserted
self-righteously, "We never expected the PM would tell the country
that money is was-ted on RTI and the time of officials is being
wasted." But while the BJP, in opposition, was vociferous in opposing
any attempt to dilute the Right to Information Act, in power, it seems
to have lost its voice on the subject. Indeed, the ruling party and
the Congress have made common cause in defying the CIC's ruling that
since the six national parties received significant funding from the
government in terms of land, bungalows etc, they are covered by the
RTI Act and must be deemed public authorities. In a reply in the Rajya
Sabha, the Centre asserted that "declaring a political party a public
authority under the RTI Act would ham-per its working and the
information could be misused by rivals".

Denied PM Modi's estranged wife Jasodhaben denied answers to RTI
application seeking details of the security provided to her.
(Photograph by AFP, From Outlook 30 March 2015)

On October 12, 2015, the path-breaking act will become 10 years old.
But while the 4.5 million applications that pou-red in last year
(compared to 3.5 million applications under the transparency laws in
the US) makes India a front-ranking country in upholding transparency,
an insidious attempt seems to be under way to stifle and kill it.

Both the UPA and the NDA are guilty of giving in to bureaucrats on the
implementation of the RTI Act. Not content with packing the
information commissions with retired bureaucrats, neither government
took penal provisions seriously. Few bureaucrats have been punished
for delays in filing replies or for admitting mistakes in the delivery
of public services. Both parties have been guilty of evading
responsibility in paying compensation to citizens also.

A far more sinister plot, however, is now unravelling. Through a March
11, 2015 letter, the PMO has for the first time seized control over
the administration of the Central Information Commission
(CIC)--delivering a decisive, fatal blow to the RTI Act. The damning
letter sent by the department of personnel and training (DoPT)--which
works directly under Prime Minister Narendra Modi--to the CIC, in three
short paragraphs, delegates the financial powers of the commission, so
far vested in its chief, to a government-app-ointed secretary of the
CIC, a bureaucrat on a leash.

"The secretary is not a legal authority and finds no mention in the
RTI Act. All financial and administrative powers of the CIC are by law
vested only in the chief information commissioner," says Wajahat
Habibullah, who was the first ever chief information commissioner of
the country. "This decision can be challenged in any court as there is
no law allo-wing the government to take into its hands the functioning

main body, the remote was completely broaken, and the inside
thurmacole was looking quite old and crunched.

Hi Gautam jee,
yes your understanding is correct. That is what I required.
I want 10% and 20% to be shown in different cells. Not in one cell.
Thanks a lot for yor help.

hi, Perhaps the first formula at b5 is wrong.
 It should be,
 round(if(b4<50, b4, 50)*1,0)

Though there is no trick; but there are different ways of

My key question is not yet replied.
Do you need the percentage sign automatically be written when the
value is calculated or you need just a value?
 For example:
 if the value is say 13 percentage. then;
what type of expression do you want?
 a) 13.00% i.e the value with decimal figure and with automatically
 generated percentage sign.
 b) 13% i.e the value without decimal figure but with automatically
 generated percentage sign.
c just 13 i.e the value without decimal figure and without the
 percentage
 sign.
The given formula belongs to the last format option.
