The below notice issued by the Union Grants Commission (UGC) is mandatorily 
applicable on all universities. 
This notice provides for compliance of the 2018 guidelines for conducting 
written examination of persons with benchmark disabilities. 
Please tell the college/ university authorities that graphs are very well 
covered in the point dealing with ‘questions requiring visual inputs’.

Re: [AI] Non-compliance of uniform guidelines for conducting written examination

Dear Aishwarya,

I've dealt with these issues before. Firstly, as far as Universities
are concerned, the regulator is the Union Grants Commission, which
should be the appropriate authority.

In January 2019, UGC issued a notice to all Universities and Deemed
Universities for compliance of the 2018 guidelines. I've uploaded the
notice file here. It should be available on the UGC website as well.

If you have an issue with a particular University administration, show
them this notice. This has been circulated to all Universities across
the country. So, if they're telling you that they aren't aware, either
they didn't get it due to some technical error, or they're ignorant.

If we're talking about a larger issue with all Universities across the
country, the problem is a serious one indeed, and needs a lot of
attention.
These Universities are not following a lot of things. A larger policy
intervention is needed here. I don't think MSJE alone can do anything
in the matter, unless UGC is brought on the same table. I've been
consulting for disability policies for a few Universities like IIM
Ahmedabad for some time. So, even the best of places in the country
are facing this issue.

If there're people who want to address this, I'm ready to pitch in.

Re: [AI] how to download a folder from drive

Hi,
If the drive used here is 'google drive', following is the procedure:
If it's a folder 'XYZ', containing say 20 files,
first press enter on the folder name, and see if the screen reader
says 'folder list view', after a couple of buttons.
Press enter on the folder list, and see if the containing files are
listed. Press control + A to select all the files, then press shift
tab.
scroll up till you find the share button, preview button, remove
button and 'more options' button. It should say 'share 20 files'.
press the more options button, and hit enter on 'download', which is
fifth in the list.
This will download the entire folder containing any number of files.

It is a dropbox link, hence once you click on it, mostly it should
show up the options to open the file, or save the file. If you click
on open, it would open it in your default PDF viewer.
Or click save, and later-on open it with Adobe reader or convert it to
MS word using appropriate software, and then read it using word.

as i am hardly aware about your present knowledge in economics,
 i am writing this as per my own perspective.

if your intrest in economics is specifically for knowledge-gaining ,
you should first get some terms in detail...
like demand, supply, foreign exchange and foreign exchange reserves,
GDP, GNP, marginal utility index, scarcity, market, bla bla.

then you can look for some works by keynes, marshal, robbins, and others.
if you want to get a different look towards economics,
and if you have a lot of pacience,
read this book..
it's called freakonomics.
but, beware!it will take you to some different tracks of  economics.
if you are planning to get it from scratch,
get some books of 11/ 12th commerce CBSE.

yes. it is possible to find a linear regression line.
here, 2 things can be done in excel.
firstly, finding a regression line in the scatter diagram itself.
but beware! screen readers will not help you out with scatter diagrams.
secondly,
estimating the value of dependent variable on the basis of given
independent variable, by associating a linear regression model, or you
may call it a regression line or trend line,  with the scatter
diagrai.
but everything in linear regression is dependent on scatter diagram.
even the regression models.
so what exactly do you want to find?
a regression slope?
or a regression model?
or the estimated value of dependent variable?
please specify this,
so it can be easy for me to explain you the exact procedure.

actually its a bit tricky to work in excel graphs with screen readers.
but we can surely do something.

Hello,
I am facing visual impairment for nearly 6 years. My parents placed me
in a normal school, which in the initial days, seemed a bad decision.
Because being a blind, that too a late blind, going to a normal school
with sighted students was a hard job for me, and my parents too. But
soon I got adopted with the atmosphere, and the decision seemed as the
wisest of all. It is true, that a blind can best understand another
blind. But if you want to live in the sighted world with the sighted
people, you need to know their world from beginning, from the
childhood. Special schools are always good for blind students for
their specific learning requirements. But, when you study in a normal
school, the sighted atmosphere teaches you lot more.
It is my own expirience, that I was in a normal school, which was not
even inclusive. The thing which I had was the greatest support from my
school, teachers, friends, and all above, my parents.
Normal school has its own advantages and disadvantages. studying with
sighted persons, competing them with full participation in all
activities, enjoyment with sighted friends, learn to do all that a
normal man does, getting a kind of development which, I think, one
would not get in special schools.
I was so adopted with that environment, that I was never counted as a "blind."
Although normal schools have their own disadvantages, still, as per
me, sighted schools are the place of all-round-development, in a
sighted manner.

Have you tried scanning it with a good antivirus?

Actually, I also had the same problem and I had to format the flash drive.
I recovered the data of the drive with the help of a good recovery software.

but ,here i am with an example from america.
today ,the american disability act is well known .
before some years ,the american pwds also faced the same circumstances
as we are facing now.

but american president Franklin roosevelt who was the only disabled
president of america ,
forced and boost the american disability act .
and now ,the results are clearly visible.
so ,i believe that this would happen in india too.

i believe ,that
some or other PWDS and especially VI should enter into politics strongly .
because in india if we want our rights,we need the help of politics .
and once any PWD occupies a good position in politics,i think that our
journey and efforts will be simpler .
and ,will like to know about any such politician with any kind of disability .

before some time  i faced the same problem
i am also using windows 7 ultimate .
and,to remove avast ,i had to start the computer in safe mode and then
remove avast .
and , i also asked some computer experts for this and they suggested
me ,that the safe mode is the best way .
i will advice you to take help of some expert .
so take some sighted assistance .

and be careful because it can also damage your computer at removal time.

here , one more thing ,
i was denyed by many government departments for signing documents
saying that thumb mark is compulsory for blind .
also ,before sometime ,when i was giving my thumb marks for passport ,
there were so many documents to be signed and all that documents were
difficult to be obtain in soft copy .
so please throw some light on this also .

the tables and the candidate will not be allowed to take his/her own. if

International Institute of Information Technology (IIIT) is set to
develop a mobile technology that would accept speech as input and
convert it into language and text, which can be sent as an SMS.

According to Mr Rajeev Sangal, Director of IIIT, the project, which
has been funded by the Ministry of Information Technology, will be
ready in the next two years.

“You can talk to the mobile phone. Suppose, anybody does not know
reading or writing, they can dictate the phone the SMS, which they
would like to send. They should be able to speak it out and then the
phone will convert it into text and send it as a message,” Mr Sangal
told PTI.

According to him, seven other institutions are currently working on
this project.

Mr Sangal said the technology will be useful in mobile phones, which
have smaller screens and keyboard, making it difficult to type
letters.

The speech lab of the IIIT aims to develop robust speech systems for
applications, such as speech translation, phonetic engine for Indian
languages, speaker recognition for biometrics, and dialog systems in
speech mode, a senior faculty member said.

Optical character reader

Speaking about other projects the institute is currently working upon,
Mr Sangal said the research teams are also engaged in developing an
optical character reader for mobile phones.

“The optical character reader will read whatever is written on the
screen with the help of a handwriting recognition tool. We can write
the instructions in any Indian languages on a mobile phone, using a
stylus. The text will be recognised by the cell phone and action can
be taken accordingly,” the academician said.

The institute has also developed a software for an international
mobile maker that would read out the SMSs in Hindi, Mr Sangal said,
without naming the mobile maker’s name.

According to analysts, this technology is useful to expand in rural
Indian markets where mobile penetration is still in the nascent stage
due to higher levels of illiteracy.

Last year, former President, Mr A.P.J. Abdul Kalam, launched machine
translation systems which facilitate web-based language translation,
developed by IIIT along with 16 other institutions.

Using spell check in the exam?  Don't you feel that's an advantage you
have over other sighted people? If I'm the examiner, I wouldn't allow
the students to do that.
I would ask them to use Note pad where, I think, there's no spell check.

hi,
I am a speaker and i am also invited as a anchor in many big shows .
i am also in field of performing arts .
and according to me , if it is the discussion of speech then
when sighted persons go for giving speech  on the stage , the major reason 
for which they get afraid and their confidence decreases is because of the 
huge audiance staring at the speaker .
but for us , we can't see the swarming audiance so our confidence increases 
instead of decreasing


i am not telling it in any wrong manner ! just take it lightly
members !
coming to the topic ,
the most importannt thing for speech is :
speaker should have a proper gescture
although being a VI speaker should have a good eye contact

I am also acting in many stage shows . and we are taught before acting .
i am acting with normal companions . and the judge can't know that i am a VI 
person till anyone inform them !

so sharpness is  most required !

Thank you so much avinash shahi for sharing the tips of presentation and 
public speaking with the group as illustrated by >>> Payal Chanania. I 
think the share had everything under the sun covered as far as presenting 
to an audience is concerned. I was a member of a Club called The 
Toastmasters Club that specifically trained on presentation and public 
speaking skills. This is more of a corporate group that does speaking 
workshops across the world with companies of various business interests. 
In India, they conduct these workshops with many well known corporates 
like TCS, IBM, Infosys to name a few. To know more about this Club please

Coming back to the subject, below are some tips they have shared on their 
international website that I swear by. Hope they will to some extent 
address your querry. From my personal experience, I use a lot of humor in 
my presentations and also get or keep the audience involved in the subject 
being presented. This is a great way to break the ice with the audience 
and make the presentation interesting. Remember, when you are presenting 
you are not teaching but sharing valuable information and exchanging 
thoughts. I was extremely impressed with the presentation skills of the 
person we spoke about a few days back Daniel Kish, entertaining and very 
informative presenter he is. If you see the video, link shared at the end 
of the email you will notice how suttle he is in driving his message 
across to his audience. Simply brilliant!


Enough of the chit chat here are the tips:

1. Know your material. Pick a topic you are interested in. Know more
about it than you include in your speech. Use humor, personal stories and 
conversational language - that way you won't easily forget what to say.


2. Practice. Practice. Practice! Rehearse out loud with all equipment you 
plan on using. Revise as necessary. Work to control filler words; 
Practice, pause

and breathe. Practice with a timer and allow time for the unexpected.

3. Know the audience. Greet some of the audience members as they arrive. 
It's easier to speak to a group of friends than to strangers.


4. Know the room. Arrive early, walk around the speaking area and practice 
using the microphone and any visual aids.


5. Relax. Begin by addressing the audience. It buys you time and calms 
your nerves. Pause, smile and count to three before saying anything. ("One 
one-thousand,
two one-thousand, three one-thousand. Pause. Begin.) Transform nervous 
energy into enthusiasm.


6. Visualize yourself giving your speech. Imagine yourself speaking, your 
voice loud, clear and confident. Visualize the audience clapping - it will 
boost

your confidence.

7. Realize that people want you to succeed. Audiences want you to be 
interesting, stimulating, informative and entertaining. They're rooting 
for you.


8. Don't apologize for any nervousness or problem - the audience probably 
never noticed it.


9. Concentrate on the message - not the medium. Focus your attention away 
from your own anxieties and concentrate on your message and your audience.


10. Gain experience. Mainly, your speech should represent you - as an 
authority and as a person. Experience builds confidence, which is the key 
to effective

speaking.

This is something very important issue of the society. I believe that
physically challenged citizen of our country should have many privileges

enjoy. I believe their should be a  portfolio in the cabinet ministry in
the central as well as state government. A minister should be appointed

the weaker section of the society including physically challenged citizen.
Even in every year budget some amount should be allocated to this cabinet
ministry & which can be utilized for physically challenged people
especially from interior part of the country as well as rural area. I
believe due to latest technology of computer, internet & screen reading
software visually challenged people have become more efficient & skilful.
There are many sectors such as public as well as private & educational
field. Certain number of seats should be reserved for VI. I believe
blindness is no longer challenging. Lot of work is required to be done for
social as well as economic awareness & how much VI are equipped to stand
confidently in the society to make valuable contribution in the country's
economy.

Here I also have one question what provision is made for employment of
visually challenged? Any one can reply to this.

last week i red the news in news paper that Indian Goverment is going to 
provide special mobile handsets to students of schools and colleges and that 
too with very low rates . 

i think that Goverment should launch special phones for visually impeired 
persons . although i , you and many of us are having all facilities but , there 
are some poor VI persons in rural /urban areas which are in need of this but 
cannot afford . 
for them and many others this special phones and computers should be launched 
for visually impeired persons . 
i want your opinion of all members .

i am also facing this blindness from just 2-3 years and still my old friends 
are with me , i think more near. they don't cound me as a disable or blind 
but , they consider me same as them !!
once i asked them that what do you all feel with me in your group ? they 
replied , we don't feel shy but , proud! because having a blind person in 
our group is only a thing of proud for us .
and , they take me wherever they go . in parties,cinemas,malls,restaurants 
and resorts also . and the best thing is , i don't need any helper . they 
only take me everywhere .


and , for an advice : just show your brain and ability when you enter new in 
school or university and see , how many persons will be with you !! 
including teachers

Hello Rahul,

What you wrote in your post is a brilliant observation. I am a recent 
blind and had a huge group of friends that I used to go out with to many 
social events and gatherings. After I lost my sight I have only a 
countable number of friends who call me and ask about my well being and 
some of them are curteous to make time for me and take me out for lunch or 
dinner on their expense. I totally understand their standing on additional 
responsibility when I accompany them anywhere. Some of them shy off 
because they would not be comfortable seen with a blind man. This I have 
seen specially with my lady friends. They fail to realize that I am the 
same person they loved to hang out with earlier and I am not any different 
but have a situation that could have happened to any of them.


These are my views on your post. To compromise in many stages or 
situations when it comes to socializing is challenging at times and I 
understand your plight at that age where you are trying to fit in with 
your age group. I can suggest that you talk to this group of friends and 
tell them how you feel and get it in the open rather than further depress 
yourself. Those of your friends who truly value you will make no mess of 
the situation and look at activities that will involve you more, 
activities like eating outt, taking you for a walk on the beach if you 
have access to one or the pool, I had one crazy friend that took me to a 
theme park and we enjoyed the rides there,  the reactions we got from the 
people etc. I guess it is all about perception at times because there is 
another group of friends that make it to the movies without me, which is 
cool I tell them that I would rent out the DVD instead Hahaha to them!


I like spending my time more with my music system and the computer and at 
times I entertain orther fellow mates from my blind training institute at 
home. We all come up with various activities and pester my mother to feed 
us something that would get us feeling happy.

just press jaws key + f11
after from a list of system tray icons choose safely remove hardware
if your taskbar is not showing all the icons
then go to start buttun don't open the start menu

Dear list, I am sharing a problem that I have fazing now a days
regarding the identification of our coins through touching sensation.
Earlier the 5 Rs coin was very thick enough to sense it easily, but
the new  coin is almost similar to the 50 pysa coin. Likely the past 2
rs coin can be easily identified with its edge, but now it is very
similar to the 1 Rs coin. Is there any method to identified this
different type of coins? And also flow some light, how to make clear
about, with the touching sensation of our currency nots?. Regards

There is no need to convert MP4 files. You can play those files just
like you play MP3 files if you are using Winamp as your media player.
If your choice is other media player, than see to it that your media
player support MP4 extension.

in my laptop one problem occurs . when i on NVDA , while opening internet 
explorer it gives errors that "Internet explorer can't be open , send error 
report? "

What's the problem?
And yes after switching off the NVDA IE runs properly .

Definitely,
if the contents of that site is written in unicode, you can open and
read hindi websites with the settings mentioned earlier by NVDA.

I myself have raised this querry and got the solution.
To read hindi text with NVDA, press NVDA + n, go to preferences
submenu then voice settings and select Hindi. Now you can read hindi
text.
To write text with NVDA, one extra step is to change region and
language under format tab in control  panel to hindi(india).
Now open MS Word, press left alt+ shift to toggle between hindi and
english font.
