Have you tried installing using the Patch 003 installer instead of the one you 
get from the regular EPD site.  I've had issues with earlier installers 
reporting the same issue.  Didn't have the issue with the patch 3 installers 
that I've tried (note that I tried the client installers and not the AR server 
installer, so it may or may not apply).

Sounds pretty much like what we did.  I don't remember having to run the
installer in compatibility mode but it may be worth a try.

Are you logged into the server as a local admin?  Now that I think about it
I was logged in as a domain admin.  A local admin should be sufficient but
maybe using a domain admin has given me a little extra something that has
helped to avoid this issue (which seems to fairly common).

Do you have DEP turned off?  I wouldn't think that is the issue but maybe
some part of the installer is trying to execute from a data area of memory.

The only other thing I can think of would be does one of the directories
involved have the Read Only flag set (assuming sufficient permissions)?

I think I do it  similiar, that is I extract the installation files to
C:/temp directory, and then install it from there.
I have the C: drive with over 30G space avail, and also D: drive with 100G
avail.
I try to specify the install directory to both drive, but with no luck on
success. Always get a error message on "Having 0MB space available for
installation".

Something to consider for DoD Remedy admins:

Sometimes the option of choosing which version of a piece of software is taken 
out of our hands by our required IA posture. One such case bit us pretty hard 
shortly after our system went officially "live". At the time we were running 
2003 x64 for both our ARS server (7.1) and Midtier. An Apache vulnerability 
came out which required that we update Tomcat to the latest version of 5.x or 
6.x available at the time (I forget the exact version numbers, we were running 
Tomcat 5.x). In the course of updating I discovered that one of the Apache 
versions would no way no how install on x64 and the other was not supported by 
the Midtier. After much stomping and fussing and gnashing of teeth and some 
muffled swearing the Midtier was rebuilt on x86 and all was well. I think at 
some point in the process RKM was broken as well and had to be rebuilt. All of 
this was due to a requirement to maintain a certain patch level in one of the 
supporting applications.

Moral of the story? For DoD admins, always be aware that IA policy can force 
you into an unsupported configuration in a heartbeat. Always be flexible with 
your core system structure as you may have to adjust it whether you like it or 
not.

seem to be behaving properly in their OOTB installed configurations (with 
sample data loaded).  Most of the installation problems have been with tomcat 
(surprise, surprise), or with client applications (Dev Studio, User, and Data 
Management App) on Windows 7 desktops that put write-required files in 
read-only directories by default.  Some functions like AREA are not configured 
yet, so I don't know if 2008 R2 will give me trouble with them; SSL on the 
tomcat servers is configured using OpenSSL.

Not sure what you mean by a "vague note", but the compatibility matrix for AR 
System 7.5.00 lists the minimum versions supported - which is Windows 2003.  
Versions higher than the minimum version are supported.  Thus, Windows 2008 
Server Enterprise (x64) is fully supported.  The first technician who you 
talked to that answered with certainty was correct.

I heard that.. 2008 server is here better make all bmc products 64 bit and
compatible.
tidway, patrol, configuarion discovery, usertool ? Not!
customers are even looking elseware to get the hardware/software fix. they
do not want 32bit wow on 64bit os.
I have been hearing that for months..
