From what I have seen it is a bad idea to buy Frame Relay from anyone other
than the large providers.  From my experience and others that I know,
Worldcom and Sprint, and ATT seem to offer the most stable service, but
this service normally comes with a hefty price tag.  Actually, though, the
larger providers are becoming a lot more competitive in pricing lately
because of the uncertainty with the economy and the slowdowns in spending.
However, no matter who is providing the service, you will always be at the
mercy of the local loop.

Well Drew I gotta knock on wood first.. OK, We use BellSouth and MCI
for our ATM and Frame clouds. One of each with each carrier. The MCI
frame has been up for about a year without down time except for a few
remote site that use Billy Bob's local LEC for the last mile. Those seem
to go down every once and a while. I can say all the sites that are
MCI-MCI end to end have never gone down.

As for the BellSouth line, the host has been up for almost 2 years but
we have had two sites that drop about every other month. They just sort
of bounce for about 30 minutes and then all is well for a little while.

ATM with both have been up for a year preforming ATM/ATM and ATM/FRF.8
and once up, key thing ONCE it can up after fighting both carriers
saying this FRF.8 stuff is new to us so be patient, the lines and cut
overs have been flawless.

I guess I am contentuntil the VOIP rolls out and we all sound like
martians.

I agree. We pay the hefty fee but it IS worth it. We do have one other
frame connection to the Chicago area, the carrier will remain nameless,
and wellshould have paid the hefty fee on this one.

I have been working with frame from big providers for about three years,
MCI, CW and Sprint.

They also take down circuits on a semi-regular basis.

I, unfortunately, have just learned to live with it and keep their tech
support numbers real handy.

What is the up time issue?  Are we talking local facilities (i.e.
carrier transitions) or ISP POP facilities attributed to over
subscription or bad devices ???

The former is almost impossible to solve and is usually just an
occupational hazard within poorly plumed (facilities) locations.  The
later is ISP related and companies like UUNet, Sprint, Qwest,
InterMedia, Genuity, and ATT generally do a better job with it.

In my recent experience, it also seems the major vendors are worried about
IP, VPN, MPLS, etc. erroding their frame sales.  That could be another
factor in costs becoming more competitive.

The provider, that I mentioned in my previous e-mail, where one of our
offices were down in average every 1.5 months are a BIG one. The only way I
could get a clear answer to the problem, was if I managed to get in contact
with the field tech.

Having read many of the replies to this topic, I'm curious to why my biggest
frustration with service providers hasn't been addressed. 

We have been an ATT shop for many years and I have been involved since we
first started using their service. In the beginning we had an excellent
account team that included a person to escalate repair issues to. And that
person actually took the ball and ran with it, pressing the issue toward
completion. They have degraded so far that I truly believe that they have no
intention of getting anything fixed during the late night hours. Also, they
no longer even have account teams that are employed directly with ATT but
are contracted. Overall, my question to this string is; does any company
still seem to care about repair issues and customers satisfaction within
that realm?

little less the half a year, and one of our providers had an average of
downing one of our circuit every 1.5 months.

We have four circuits (three branch offices and one corp.) with a provider,
and all three branch offices has now been down once (at different dates) in
less than four months.

So, I am looking for a possitive story in the Frame Relay world. Who can
with a smile tell me about a frame relay connection that has been up for a
year or more - or would that be totally sci-fi???

I am getting SO frustrated and irritated that I have to deal with so
much trouble with simple WAN connections.

You are touching one of the right buttons Larry.

I feel that customer service had gone down hill for several years now. I
even had a discussion with a guy from my providers NOC this morning, where
he had an attitude, and called me for not cooperating with them.

I have three offices in Houston and one in Dallas that are with this
provider on Frame Relay, and I was told that the three Houston offices could
get on Zoned Frame Relay, because they would all go on the same metro ring,
but that the Dallas office could not.

However, my problem this morning with a downed circuit between two Houston
offices, they told me was caused by a cut on a SONET ring in Dallas.

I questioned that, and asked him to explain how that was possible, and he
got rude and I could hear him discuss with a colleague that they were
wasting their time on me.

I am not a SONET expert, but if two offices has a PVC on a metro ring, they
should not be affected by a SONET problem in another city - or am I wrong
here ???

Also, in accordance to the SONET ring specification, it says that they are
bidirectional, and they will change you from one ring to another in
milliseconds in case of a cut, so the user should never see anything.

I appreciate any comments.

Our main facility (Los Angeles) has a T1 FR with Pacbell (SBC).  In the 
seven months I have been running the the IT department, I have seen the T1 
go down twice.  Once was due to the re-routing of the phone lines that come 
into the building.  The building is 70 years old, and the lines used to come 
in underground and now come in above ground.  This was done in June, and I 
can see how this would cause some grief.  The second time was in November, 
and SBC admitted the problem but gave no reasons.  Service was unavailable 
for one hour.

One of our remote sites (Cincinnati) had a 128K FR with Williams 
Communications.  This was installed before I was responsible for network.  
Other than the initial startup problems (which I was told lasted about four 
months), the line seemed to run flawlessly.  The connection between the two 
offices was run on the private SBC backbone ... I.E. - the Cincinnati 
traffic to the Internet ran through our T1 line here LA, then back out the 
same T1 line to the Internet.  It was pretty ugly.  Even worse than that, 
the cost of the 128K FR from Williams was almost equal to the T1 line from 
SBC.  I switched this remote site to DSL from Cincinnati Bell, and connect 
to the main site through a VPN.  They get 560kB/s down and 350kB/s up.  As 
they have nothing that is mission critical and the company will never cough 
out for VoIP, it is perfect for them.  Over the course of six months, the 
DSL service was unavailable once, and was restored within an hour.  The 
biggest delta is the price.

While I am on the subject, you may enjoy a good laugh.  This company is 
privately owned, and had a teletype until 1995.  They only got rid of it 
because Pacbell said it was no longer supported.  Email was not implemented 
until the Summer of 1999.

I am not laughing at all Justin.

I used to work for a shipping company and later for one of their shipping
agencies, and they had telex machines they used for satellite communication
to the ships. The other computer guy and I created a program that would
connect and exchange mail between two old Novell MHS e-mail systems, and we
later installed networks onboard the ships with e-mail and zmodem dialup
over satellite with our own created solutions. That actually worked perfect.

The only problem we ran into was when running cables and connecting
computers to eachother that way, because on a ship, the ground is not the
same in one end as the other, so we couldn't have them grounded, we had to
install a workstation in the engine control room all the way down in the
other end.

They stopped using the morsekey in 1994 onboard the ships, so one of the
nice captains gave me one. I used to be a telegraphist in the Royal Danish
Navy back in the 80's, so I am still looking at it once in a while, trying
to deside when to use it again for fun (you never forget those dots and
lines).

The sad thing is that the SSB (single side band) connection via satellites
and naval radio stations was more reliable in ugly weather and high waves
than our Frame Relay is today almost 20 years later. :-(

This is a great topic! I deal with the same type issues regularly and 
even in the texas metro areas. I will never forget hearing th old addage 
Frame Relay is considered unreliable. As well, I went to  Network 
Solutions training held by Global Knowledge in November which covered, 
designing service provider networks using ATM, Frame Relay, BGP, MPLS 
etc. It gave us a lot of insight into the real scenarios. The instructor 
was an older person who was experienced and smart as a tack. I had to 
ask him (even with providers in the class) what the hell's up with 
frame relay bouncing around so much?, and he said They are screwing 
with things, making upgrades, etc, but they will never tell you 
that but not to blame the providers, its back to frame relay's need 
for maintnance, etc.   Since we have had our own ATM cloud, (partial 
upgrade for some of our 24 entities) I have noticed the lack of issues 
compared to those still on frame through a provider. Hope this sheds
