[CTRL] Dataveillance, Relationship marketing takes us into the 21st Century
-Caveat Lector- Spending the past weekend in NY I checked out the largest weekly paper "Village Voice" and the 12/5/98 issue has a decent write up re "dataveillance," "relationship marketing" and how this lingo is taking us (yippie!!) into the 21st Century. Granted, while the media has covered these issues to a certain degree, the VV piece does cover some interesting issues (some of which ya'll may have already read about). "Convenience" with new technology is their way into our lives. "Incentive" and "subterfuge" are key words, folks. Here's a few excerpts (URL for entire piece is listed below): "But our consumer culture is far too advanced to sustain itself on the crude meshing of supply and demand. In a market bursting with goods, consumers must be routinely surveilled in order to minimize the risks of selling. The invisible hand requires an invisible eye. So it's no surprise that the surveillance society finds its purest expression in the collection of consumer data. Sociologists call this corporate tracking "dataveillance." It involves more than merely knowing your age, race, and religion; your profession, credit rating, and medical history though all this information is readily available. -Caveat Lector- Teo: Never mind the length, Teo, this is the best "no bullshit" summary of the whole business that I have ever read! Impressed, Edward It seems to me that it would all come down to political control programs in general. I believe that there is NO difference between the parties and that they all occupy positions of power for a purpose. They may be duly elected but they are eventually turned to the control of the elites, or "controllers" if you prefer. They do what they are told to do, democrat or republican, makes no difference. Starr was hired to dig into weighty matters that could lead to many nasty surmises (Whitewater and etc. . .). Most of this stuff goes back to when Clinton was Governor of Ark., and the Mena airport business, but would even go back further since it is my contention that he was recruited for the CIA and was handpicked by the people of the Skull and Bones society (under the leadership of George Bush, intel asset for many years) to run for and win the Presidency. Whikle he was Governor "making a name for himself" he allowed the use of Mena for drug smuggling and made a lot of money for himself. It seems to me that Whitewater would have been an ideal vehicle to handle all of the excess money. Bush and Clinton are in cahoots together. Starr has connections to right wing political supporters, who are friends with Bush. Now it seems to me that Starr was confronted with a no win situation since any fair examination of the REAL and substantive issues here would always lead back to Bush or other powerful people that he was "in" with, he had no choice but to go after "personal" crimes that could not lead off into tangents that might implicate other people. Thus we have the case we have today. I've expounded before on my theories regarding Clinton. In brief I think he was chosen as Bush's successor to carry the flag for a European Union led NWO. He talked a good game but when he got in office he started to woo the Chinese, which is what got Nixon into trouble (Bush was behind the scenes then too), in an effort to undermine the NWO ad possibly form an alliance to counter the EU led NWO. Bush is betrayed, as are all the "movers and shakers" therefore they are determined to get him out of office. Many scandals are raised and people killed (though some of the deaths are probably more directly the fault of Clinton than others trying to scare him) but they have little success. They try the Whitewater thing which looks promising but ultimately would point an accusing finger at other more important people so must be dropped, then a little luck comes there way (though it is not really luck since they probably KNEW of his sexual proclivities and were waiting for the opportunity to arrive) with the Paula Jones case and the Lewinsky business which he was forced into lieing (something he is good at anyway and which is a major part of his inherent nature), which then serves as the perfect vehicle to "getting him" while conveniently ignoring all of the other troubling things that could be a problem for other important people (China money, secret trade deals, transfer of tech., etc. . .). A point in favor of this is the recent "leak" from the WHITE HOUSE that the CIA was to blame for tech. transfer to China, precipitating any look at the WH and Clinton, just when such questions were actually beinjg asked for the first time in the mainstream. And she said that Dick and Ron would often get into heated political arguments...Allyson presented herself as being 'apolitical' and not getting into these arguments herself, and claims not to remember the exact arguments, only that they'd always disagree, and heatedly so... But according to her, one night at one of these dinners, when Dick and Ron were beginning to get into one of these arguments, Dick took Ron alone into the Powell's library and closed (and locked? how would Allyson have known it was locked?) the doors...and according to Allyson, it got very quiet in there, and after about 20 minutes they both came out...at which time, Ron's political philosophy had taken a 180 degree turn, and he was now as 'rightwing' as Dick Powell... Allyson recounted this incident as the 'defining' moment when Ronald Reagan went from being liberal to conservative, and gave her ex-husband the credit for 'bringing Ron around'... As I said, the article wasn't particularly about Reagan nor even political, and after recounting the above, the article went into other matters...but it always stuck with me, wondering just WHAT Powell said and/or did behind those closed doors that was able to turn Reagan from a liberal to a conservative in 20 minutes, after months of weekly heated arguments had failed... And so I ask the list membership the question I always ask when I've recounted this -- does anyone remember this article, or hearing this story elsewhere? In almost every country, the denouement of the Clinton scandals is the main talking point. In one nation, however, most people are disinterested: the United States of America. Overseas readers may find this difficult to believe but, while the House Judiciary Committee was voting to impeach the President, no US television network covered it. They preferred to continue vacuuming the minds of the masses with comedy, cartoons and chat. Yes folks, America is actually watching cartoons while their President is being impeached. With their decision not to even cover the impeachment hearings, the TV networks have crossed the line from mere bias, propaganda and Orwellian nothink, their static position for some years, to utter psychosis. They have lost touch with reality. It is as if the word has gone out from on high, presumably the Tarrytown NY Rockefeller residence, that if we all ignore it, it will cease to happen. Thankfully, they are wrong. Despite the much-flouted polls, the masters of power have lost touch with the American People's deepest instincts. Brainwashed, buffed and even dried much of the populace may be, but deep down they know they are in the throes of a crisis. With just three days to go until the House votes on the impeachment of President Clinton, what's really going on behind the scenes at the very epicenter of political power, the First Lady's office? Might Hillary Clinton be making plans? "That woman", whose veins are reported to flow with iced water, knows that if her sorry excuse for a husband - perhaps we should say "regretful excuse" - can hang on until January 20, Al Gore can assume the presidency and still run for two full terms. Why would she want that? She doubtless read last week's report in the London Sunday Telegraph that George Bush is leaning towards a female vice-president, probably Elizabeth Dole. Does Hillary plan to trump a Bush-Dole ticket with a deal in which she delivers Bill's resignation late next month in return for becoming Al Gore's vice-president? Far from leaving the White House in disgrace with bowed heads and quite possibly in handcuffs with Bill, Hillary dreams of a full decade of power ahead! The media have ensured she is the most popular woman in America, with almost Evita-like status. Uniquely, she could make this happen. Of course it wouldn't be called a resignation. He who smoked marijuana but didn't inhale, who enjoyed orgasms in the Oval Office but didn't have sex, and who misled and did not volunteer information but didn't lie could easily adjust or modify his role without deeming it a resignation. It would be simple. He and Hillary would remain right at the center of power but he would escape a Senate trial and opprobrium. He would be the first First Husband with a fresh start, while the rest of the world returned to comedy, chat and cartoons. As America has never left them, the "modification" could be announced in a brief commercial break without even interrupting the entertainment. America would pause long enough to cheer wildly, and the whole situation would be over. Both Clintons have everything to gain and nothing to lose. The only losers would be those who value ethics, the Constitution and liberty, and who oppose global government and psuedo-communism. Behind the scenes, this alternative scenario to an eight-year Bush/Dole administration is being seriously discussed. Could it really happen? It certainly wasn't the original plan, but circumstances appear to be forcing a rethink. We must rule out nothing at this point. First though, there is the question of impeachment. For the sake of all that is decent, Mr. Clinton should be impeached. Furthermore, if Thursday's House vote fails because of Republican defectors who wish to prop up this most corrupt of all presidencies, it will surely signal the end of America's two-party system. This is the very last chance most conservatives will give the Republican Party. However, Exegesis readers have been bombarding Congress to ensure it does not fail. So far seven Congressmen have moved from "undecided" to "yes" on impeachment. For your further edification, here is the latest list of undecided Congressmen. Better by nice to nosy tellers. flw Wired News Banking with Big Brother by Declan McCullagh 9:25 a.m. 10.Dec.98.PST US banks must monitor their customers and alert federal officials to "suspicious" behavior under a government plan that has drawn fire as an Orwellian intrusion into Americans' privacy. A set of proposed regulations released Monday requires banks to review every customer's "normal and expected transactions" and tip off the IRS and federal law enforcement agencies if the behavior is unusual. "It turns us into surveillance agents for the government," said John Ehrensperger, compliance director for Atlanta-based Sun Trust Bank. Ehrensperger stressed that he was not speaking on behalf of his employer. Adopting so-called "Know Your Customer" programs will stifle drug-related money laundering, the Federal Reserve Board has claimed for years. "The proposed regulations will reduce the likelihood that banks will become unwitting participants in illicit activities," the proposed rules say. Government officials argue the rules are not overly intrusive, and that privacy critics are overreacting. "It's overly alarmist," said Bob Moore, a spokesman for the Federal Reserve Board. "We're not going to invade anyone's privacy." Unless regulators change their minds, banks will be required to comply no later than 1 April 2000. The Federal Reserve, the Office of Thrift Supervision, the Office of the Comptroller of the Currency and the Federal Deposit Insurance Corporation have published identical requirements. As written, the rules will not apply to credit unions. When a bank detects any "suspicious activity," current regulations require that the company complete a five-page report that includes the customer's name, address, Social Security number, driver's license or passport number, date of birth, and information about the transaction. The banks are required to telephone law enforcement "in situations involving violations requiring immediate attention." The bank sends the information to a computing center in Detroit, where it becomes part of the Suspicious Activity Reporting System, a mammoth searchable database jointly administered by the IRS and FinCEN that went online in April 1996. Over a dozen agencies -- including the FBI, IRS, Secret Service, bank regulators, and state law enforcement -- share access to the data. The proposed rules require banks to determine the "source of a customer's funds" -- such as payroll deposits -- and authorize federal agents to inspect "all information and documentation" of accounts upon request. An alliance of conservative, libertarian, and privacy groups is mobilizing to fight the Know Your Customer plan. "The idea that the average American is going to have to justify to a federal agency where they got their money and how they used it -- and proving it to those agents -- is just beyond the comprehension of most Americans," said Lisa Dean, vice president of the Free Congress Foundation. "It's not done in a free society." Dean is preparing a report to be published by the end of December, but in the meantime she's encouraging groups to submit their own comments to the government by the 8 March 1999 deadline. The American Civil Liberties Union believes the proposed rules are "a major concern" and an unwelcome extension of the drug war, said legislative council Rachel King. The ACLU plans to fight the proposal, as will the Electronic Privacy Information Center, director Marc Rotenberg said. In 1996, Federal Reserve Board Governor Edward Kelley ordered the agency to begin developing Know Your Customer regulations, and the first draft was finished in summer 1997. These are very good points, June. The problem with analyzing children's literature is that it is always written by adults, and thus has to be seen on at least two levels: first, the obvious, "surface" level, where you find the often simplistic plot and one-dimensional characters designed to appeal to and be understood by young minds; and second, the not-so-obvious hidden level, the double meanings, the symbolism and metaphors inserted by the writer often without the conscious intention of doing so. "Fairy tales" are always teaching tales, whether presented that way or not. The Grimms collected the *Hausmaerchen* both to preserve folklore and study the survival of Germanic mythological themes over time, and also to study the evolution of the German language and its dialects, since folk tales and folklore in general tend to preserve archaic speech patterns. What became clear to the Grimms and their successors was that fairy tales are essentially didactic and ritualistc. They teach a lesson, frequently on multiple levels, and they are designed (whether deliberately or incidentally) to reinforce that lesson by being acted out over and over again. [CTRL] Y2K: Reaction Profiles/Bank Rationing/UN/US Govt
-Caveat Lector- Some Y2K Items: Attitudes about Y2K can be divided into four quadrants. Imagine "Naive" and "Informed" on the vertical axis, and "Pessimist" and "Optimist" on the horizontal column, looking something like the quadrants from the, "Seven habits of highly effective people" book. So you have a square divided into four smaller squares. In the upper left, you have "Pessimistic informed," in the upper right, "Optimistic informed." On the lower left, "Pessimistic naïve," and in the lower right, "Pessimistic informed." Here are the characteristics of each group: OPTIMISTIC NAIVE This is perhaps the largest group of all. These are people who think Y2K is "no big deal" because they haven't really examined the issue. We're not trying to be insulting, but "ignorance" is a good description here. Optimistic Naive refers to anyone who isn't taking the problem seriously and simultaneously doesn't have good information about it. PESSIMISTIC NAIVE This is a much smaller group, and these are the folks that should appropriately be called "doom and gloomers." These are the people who think the world is coming to an end but don't have any evidence to support that. This is the only group that can appropriately be called, "Alarmists." To be an alarmist is to encourage fear that has no basis in reality. Unfortunately, many people have the definition all wrong: they think that *anybody* with bad news, even if the news is true, is an alarmist. If that were true, every news organization in the country should be called "alarmist" because they report bad news all the time. PESSIMISTIC INFORMED This is a growing group: people who *know* about Y2K and think it's going to be troublesome based on the evidence. Consider the possibilities: It is conceivable that the banking system could collapse, the economy could be severely harmed and thousands of people could die due to Y2K-related failures. These are "radical" ideas to most people, but they are not out of the realm of possibility. (Although this worst-case scenario is hopefully not the most likely one.) But you don't have to believe in the worst-case scenario to be "pessimistic." You might be short-term pessimistic and long-term optimistic. In fact, this is the position of the best-informed Y2K people. They recognize Y2K can be very disruptive in the short term, but that people who prepared will emerge in a position where they can move on and prosper. OPTIMISTIC INFORMED This group knows all about Y2K but still thinks it's "no big deal." This is a very tiny group. In fact, almost all rational people, after looking at the evidence, agree the short-term outlook due to Y2K is somewhat pessimistic. To be informed about Y2K and still think nothing bad will happen is extremely rare. However, there are plenty of people who are half-way between "optimistic informed" and "optimistic naive" because they are *partially* informed. They may have a LITTLE BIT of information about Y2K, but not enough to be really well-educated on the issue. Certainly, these are crude categories for describing a complex thought process, but it's often educational to ask yourself, "What group am I in?" HOW BANKS WILL RATION YOUR CASH In last Friday's alert, we predicted that cash would be rationed at some point in 1999 or 2000. Most people think this isn't possible, largely because they think banks have no way to actually enact cash rationing. But they do! ATMs currently have daily cash limits. In order to ration cash, the process is actually *very* simple: 1) Lower the daily ATM limit to $100 (or whatever daily cash limit they want) 2) Require *all* cash withdrawals to go through the ATMs This solves several problems (from the bank's point of view, anyway). First, it avoids the long lines in the bank lobby -- you know, the kind of lines that cause people to panic. Instead, the lines will form outside the ATM machines. Second, it requires NO NEW PROGRAMMING to accomplish. All it takes is a lowering of the daily cash limit, which is probably an easy-to-configure parameter for the banks. This could easily be accomplished in a matter of days. Perhaps in 24 hours. The workaround, of course, would be to move your money to multiple bank accounts, then you can meet your daily cash limit at each bank. This automatically leads to one important bit of advice for Y2K financial survival: diversify. Having your money in two banks is safer than having it all in one. And if cash withdrawal restrictions go into place as described above, you'll have access to twice the cash. Guess who already thought of that? Russian citizens, of course. They've been playing the bank games for years. With cash limits already in place, and the failure of banks a common event, smart Russian citizens regularly split their (meager) deposits among multiple banks. Orlin Grabbe/A - Impeachment Watch Hyde Calls on Clinton to Resign Clinton says it has never crossed his mind WASHINGTON - - Representative Henry Hyde, the Republican chairman of the House Judiciary Committee, called Sunday on President Bill Clinton to resign, saying that it would be a ''heroic'' gesture allowing him to leave office ''with honor.'' ''I think the president should step down,'' Mr. Hyde said on television. ''It would be heroic if he did that: He would be the savior of his party.'' Mr. Clinton, speaking earlier in Jerusalem, said Sunday, ''I have no intention of resigning. It's never crossed my mind.'' Under Mr. Hyde's chairmanship, the Judiciary Committee voted after bitter partisan debate to approve four articles of impeachment against Mr. Clinton - two of them alleging perjury, one obstruction of justice and one abuse of power. All stem from Mr. Clinton's efforts to conceal his relationship with Monica Lewinsky, a former White House intern. After Democrats were overridden on each of those votes - and on an attempt to propose a censure of the president as an alternative to impeachment - their ranking member on the committee, Representative John Conyers of Michigan, likened the process to a ''coup.'' Mr. Hyde has long enjoyed wide respect from members of both parties. But he has made clear his support for impeachment and his dislike for Mr. Clinton's conduct. His words in the House debate are likely to carry some weight among the 20 or so undecided Republicans who hold Mr. Clinton's fate in their hands. Mr. Hyde said he would make the Republicans' opening presentation before the full House and probably the closing remarks as well. He recommended resignation as ''a quick and radical solution to the dilemma we face.'' Thomas Mann, director of governmental studies at the Brookings Institution in Washington, called Mr. Hyde's call ''irresponsible,'' coming as it did amid what is widely viewed as a partisan impeachment process and with the president abroad on a visit of state. He suggested that Mr. Hyde's comments may reflect ''a strategic motivation'' in a sudden concern dawning on some Republicans that the process is spinning out of control and that if it reaches a Senate trial, angry voters - who condemn Mr. Clinton's personal behavior but support his presidency - might punish Republicans at the polls in 2000, throwing them back into the minority. Only two other presidents, Andrew Johnson in 1868 and Richard Nixon in 1974, have come as far as Mr. Clinton now has down the perilous path toward removal from office. The 435 members of the House of Representatives have been summoned to return to Washington for a historic debate. They are expected to vote Thursday, probably considering each article separately. If a majority of members approves at least one article, the Senate will hold a trial, which a Republican leader indicated Sunday could last three or four months. Sixty-seven of the 100 senators would have to vote to remove the president. That is considered unlikely. It would be a first in U.S. history since Mr. Johnson escaped conviction by one vote and Mr. Nixon resigned before the full House voted. Republican leaders said again Sunday that the outlook in the House was too close to call. John Podesta, the president's chief of staff, said that ''things are a little bit up for grabs.'' But House Democrats expressed scant confidence that the president would prevail there. ''Unless there is a fairly large outcry from the American people, the likelihood is that the House will vote for at least one article of impeachment,'' Representative Charles Schumer, Democrat of New York, said Sunday. He is a member of the Judiciary Committee and, as a senator-elect, could end up voting in a Senate trial. Amid signs of rising public awareness of the dramatic stakes, phone calls, faxes and e-mails from citizens have been pouring into offices of House members. Phone circuits in part of Washington crashed Friday as thousands of viewers of the C-Span cable channel, which televised the Judiciary Committee's debate and vote, tried to register their opinions. Opinion polls continue to show roughly two-thirds of Americans opposed to impeachment, while similar numbers favor censure. Mr. Mann, a former executive director of the American Political Science Association, said of the impeachment process, ''I think it's going to scare people in the country - it's just going to scare them something tremendous.'' Asked whether Republicans might pay a price in 2000 for pushing impeachment, Representative Tom DeLay, the Republican whip and a leader of the impeachment push, shrugged off such talk. ''I really don't know,'' he said. ''I don't really care. This is too important to worry about politics or a poll.'' He reiterated his opposition to a censure vote, calling it unconstitutional and ''a

Peter Guttman: This currently contains a mostly blank page because it'll

The archives (when ready) will be stored on a machine for which accesses
are not logged. It may also allow SSL access (with strong encryption,
obviously), which will include making available dummy files of various
sizes so that it's not possible to prove (based on traffic analysis)
exactly what was downloaded ("Crypto? Certainly not, I was downloading
this paper on the history of Ethiopian pottery in 4000BC").

THE MOUTH THAT BORED Mynamar (Burma)- Vice President Al "Bore" Gore took time to criticize the tiny far-eastern dictatorship about human rights abuses, during the recent APEC conference. Mynamar is now showing they are not willing to simply cave in and have started to play their own "China" card. Mynamar quietly responded to the Veep blowing wind by deploying two of its Chinese built Hoxin class guided missile boats. The MAGA and her sister ship SAITTRA deployed in simulated missile attacks against U.S. forces directly after Gore's critical comments. The tiny Mynamar Navy obtained a half dozen of the 478-ton Houxin class missile boats from China between 1996 and 1997. Each ship is to be armed with four C.801 (CSS-N-4) Chinese cruise missiles, codenamed "Sardine" by NATO. Mynamar had decided to not arm the boats after being pressed by the Clinton administration. However, Asian defense analysts now expect Mynamar to acquire the Chinese made C.801 missiles because of the Gore tirade. PRETTY SOON - NO MORE DISSIDENTS Beijing China - During his last visit to China, Gore toasted Chinese President Jiang Zemin with champagne. The signal given by Gore is that America will not tolerate any half-efforts to abuse human rights... Only full scale, Orwellian nightmare, oppression on a massive scale is acceptable. Given the Gore green light - red China has begun another round of arrests, bringing the recent total to 15 dissidents taken by communist police squads in the past two weeks. Two more dissidents, Lou Yugen and Wie Linwen, were detained by the People's Armed Police (PAP) over the weekend. PAP units claim they are cleaning up subversive elements in Chinese society and have charged many dissidents with attempting to overthrow the communist rule. Punishment for dissent in China can range from five years in a forced labor camp to death by firing squad. DEAD MONEY == Seattle Washington - Boeing's recent announcements of major cuts in their labor force are the only first round of bad news for the aerospace giant. Lower than expected earnings from declining Asian sales projections have forced the Washington based company to shed over 48,000 jobs. Market analysts say Boeing is "in turmoil" and unable to re-organized because of mismanagement. Morgan Stanley analyst Pierre Chao said that anyone with Boeing stock is essentially "sitting on dead money". Boeing is now expected to put its helicopter division up for sale. The Boeing chopper company has several big defense contracts such as the new Army Commanche light attack helicopter. WINNER DECLARED BUT NO CONTEST == Moscow - The Kremlin - According to the Russian weapons manufacturer Zvezda-Strella, Boeing is keen to procure a new batch of the Russian KH-31 missiles after "winning the U.S. Navy competition" to develop a new supersonic target with sea-skimming flight trajectory. The Boeing win of the Navy contract comes as news to the U.S. Navy which is not expected to release a "RFP" for the super-sonic aerial target until May 1999. The claims left U.S. defense officials scrambling to explain why the Russians think they have won a contract that has yet to be issued. Russian military officials have put a temporary hold on selling missiles to Boeing for conversion into U.S. Navy target drones. Boeing has sent letters to Russian First Deputy Prime Minister Yury Masijukov and First Deputy Defense Minister Nikola Mikhailov begging for a meeting. The Russian military is using local national security concerns to drive up the missile price. The Russian Generals currently earn 28% of each sale. ALL-STAR TEAM = Washington - Inside the Beltway - The Russians have good reason to consider the Navy super-sonic target contract in the bag. Zvezda-Strella is backed by liberal lawyers working for the "Beltway-Bandit" lobby company, Cassidy Associates. Cassidy Associates is known to favor the likes of Al Gore and Hillary Clinton. It does, however, fall into the category of the October Surprise, where traitorous Reagan made a deal with enemy Iran in order to steal the election from Carter. We know he did it, but we can't prove it, and he will never be held accountable for it. He even repeated the pattern with Iran-contra and yet people still regard him as honorable. "Conservative" to me means a strict interpretation of the Constitution... something both parties ignore. Selective use of laws allows the media to be controlled. Corporations should have their power taken away by revoking their charters for bribing officials and officials can be recalled for accepting bribes. Clinton takes bribes even from foreign countries hostile to the US such as Communist China... do you deny that also? Clinton has been up front in acknowledging that presidential power does not come from the Constitution but from secret ruling elites, who work for transnational corporate interests. This is the basic premise of Carroll Quigley's Tragedy and Hope, and Clinton regarded Quigley as his mentor at Georgetown, quoted him at the Democratic con. I know some may not care about this discussion, but it does seem relevant and I find interesting the 'real-time' uses of conspiracy theory and its relevant defractions that are used in this debate. It also struck me as strange that a man called "Claudius Claudianus" wouldn't be the son of a man named Claudius, as the name structure indicates; his father is listed as Theodosius Magnus. Anyway, having seen this I knew I was in for a real treat. The line continued with a very fanciful treatment of the purported descendance of Dagobert II, as follows: 1. Charlemagne I thought it looked fishy, considering that most sources place the birth of Dagobert II's father Siegebert, King of Austrasia at about 631, whereas his purported great-granddaughter Begga was born in 613. Quite a feat to be eighteen years younger than your own great-granddaughter! The wife of Pepin of Landen, and mother of St. Begga of Brabant, was St. Itta of Landen, daughter of Ansbertus "The Senator" and Blithilde of Cologne, daughter of Chloderic "the Parricide", King of Cologne. (AP) Before refineries lined the New Jersey Turnpike in truth, before New Jersey existed; before Peter was Great or Washington was born; before steam engines or peppermint or ``Robinson Crusoe'' before any of these things, the proprietors ruled. There were 12 men, most of them from London. Most would never set foot in the New World. But they owned half of what would become New Jersey, 1.1 million acres of verdant field and forest and pristine shoreline. All but a smattering of those lands were sold off long ago, but their corporation survived, its shares handed down from generation to generation. It is now 314 years old, the oldest continuously operated corporation in the United States. But not for long. A court will soon dissolve the East Jersey Board of Proprietors, and a vestige of colonial America will be gone forever. ``It was very traumatic for a number of members. It was all done with a heavy heart,'' says Frederick A. Gerken, the board's registrar. The board has fallen victim to a very modern malady: Its shareholders, most of them elderly, are afraid they may face legal liability for environmental and other problems on lands the board owns. The age of the board's members is in itself a problem. For hundreds of years, shares were kept within families, but sadly, in the 1990s, the allure of being part of history is not what it once was. ``The grandchildren who might have become involved, well, really, it doesn't mean anything to them,'' Gerken says. The breakup wasn't easy. The board is not chartered by the state it PREDATES the state and it took a while to determine that a court could terminate the corporation. The court should act in few months. There was also the matter of dispersing the board's assets. Its real estate operations including the rights to any remaining lands were sold to the state for $300,000, according to Jim Hall, assistant commissioner of the Department of Environmental Protection. Its sole building, the surveyor general's two-room brick office in Perth Amboy, was sold to that city for a dollar. And its greatest treasure, more than 300 years of maps and records, was donated to the state archives in Trenton. When they are made available to the public in a year or two, these papers will offer a window into history. Most of them are deeds, recording the sale of land marked by a prominent oak tree, or the course of a creek. But there is also the last will and testament of one Simon Roude from March 26, 1689, ``being very sick of body but of perfect mind, I do bequeath my body unto the earth for decent burrial and my soul unto God who gave it. Nextly it is my will that after my deceasse my wife will have the benefit of my housing land and meadow ...'' And there is the court record of ``Sambo the Negro,'' who was charged with burning his master's barn in 1667. He was acquitted, but that was not the end of his troubles. The court levied costs of 5 pounds, 3 shillings and 8 pence, which his master refused to pay, so Sambo was sold. And there is a large red portfolio containing, among other things, two 3 1/2 -foot-wide pieces of parchment the words ``This indenture'' in black lettering inches tall, followed by streams of tiny script. This is the original deed for all of East New Jersey, the birth certificate of the East Jersey Board of Proprietors. In 1664, King Charles II granted rights to what is now New Jersey to his brother, the Duke of York, who then divided those lands. The west went to Lord John Berkeley, and the east to Sir George Carteret. When they died, under the terms of their wills their lands were sold to retire their debts. The 12 men who bought East Jersey in 1682 were a prosperous lot, including a goldsmith, two skinners, a draper, a tailor. The best known was William Penn, the Quaker who already had been deeded Pennsylvania. But the cost was steep: 4,800 pounds. So the proprietors brought in 12 more men, most of them Scots, to share the burden; the corporation's first meeting was in 1684. Later, the shares were split 4-for-1, bringing the total to 96. Until 1702, the proprietors were the law in East Jersey, but then they ceded the right to govern to Queen Anne, and contented themselves with selling and renting the land. Like most landlords, the proprietors were not always popular. There were riots when the board tried to collect

By turning over this major philosophical, political, and theological issue to the same cynical, amoral, sophistic profession that caused the problem in the first place. A moratorium on all appearances by attorneys on TV between now and when the House votes would probably be the most useful way the networks could spend the next few days. THE WORD FOR TODAY IS 'SUICIDE' The White House just can't seem to break its bad habits. We learn, for example, from GOP Representative Ray Dickey of Arkansas that "I've received a threat from the White House," which he quotes as "If Jay Dickey votes to impeach the president, it's probably an indication he will not run for re-election in 2000. It's suicide. We'll make sure it is." . . . Meanwhile, with exquisite timing and right on message, several Clintonista media types have thoughtfully ruminated in their columns about the possibility of GOP suicide as a result of supporting impeachment. Which raises the point: given the prevalence of Arkansas Sudden Death Syndrome, isn't talking about suicide at times like these a little like chatting about bombs in an airport? CHEAP SHOT STATS One of the Democrats' cheap shots was implying that Starr's use of phrases like "I don't recall" during his 12-hour testimony was the equivalent of Clinton using the phrase before the grand jury. First all, Starr was being asked to remember details of a massive investigation involving thousands of witnesses and hundreds of thousands of pages of documents. Clinton only had to remember what he himself had done or said. Secondly, Starr during his 12-hour testimony, used the phrase "I don't recall" or its equivalent an average of 2.5 times an hour; Clinton said it 30 times an hour. THE MEDIACRACY BAD TIMES: The New York Times couldn't resist its chronic arrogance in a headline about German Greens: "German Greens, With Grown-Up Tasks Ahead, Call the Class to Order." We wouldn't have felt so bad about it if the NYT had earlier also run the headline: "Senile Kohl Government Sent to Nursing Home." GOOD TIMES: The Times still does some of most readable local coverage you'll find anywhere. Case in point, a wonderful story by Kit Roane about illegal Santas: "Perhaps taking a page out of the Grinch's play book, one fake Santa working Rockefeller Center had earlier assaulted a properly trademarked Santa doing good works for the Volunteers of America Greater New York, pushing him off his corner and stealing his bell in an apparent attempt to muscle in on his business. . . 'It may or may not have been one of the Santas we arrested because all Santas kind of look alike,' said Deputy Inspector Robert A. Martin . . .He was particularly disturbed by reports that children had witnessed 'two Santas rolling around' in the assault on Wednesday afternoon." -Caveat Lector- Global Intelligence Update Red Alert December 15, 1998 Report Surfaces of Another U.S. Attempt on Bin Laden The pro-Islamic Pakistani newspaper "Khabrain" reported on December 12 that "teams of American commandos returned from Afghanistan to the U.S. after their futile two-week operation to arrest the mujahid of the Muslim nation, Osama Bin Laden." The newspaper went on to say that these teams were sent to Afghanistan through Pakistan and that the operation was carried out with information obtained from recently arrested associates of Bin Laden. The newspaper also cited alleged CIA reports that Bin Laden goes to Kandahar or Jalalabad for Friday prayers and also resides part of the time in Zail, Kandoza and Khost. However, he had reportedly changed his routine following the arrests of some of his closest aides. The report also alleged that the two teams were comprised of "American commandos" and a large number of CIA agents. The newspaper cited other reports by local newspapers claiming that CIA agents had grown long beards and had been disguised as Tablighi Jamat preachers. Tablighi Jamat, which roughly translates as "preachers for Islam," are ultra-conservative Pakistani clergymen that are highly discouraged from engaging in politics. While this is one report from an ideologically driven Pakistani newspaper, it is becoming ever more difficult for us not to believe this and other reports of U.S. sponsored attempts to capture or kill Bin Laden. On December 1 we reported allegations by the Pakistani newspaper "Ausaf" that U.S. operatives were involved in a failed attempt to assassinate Bin Laden (http://www.stratfor.com/services/giu/120198.asp). Before that came the well-publicized global sweep in which the U.S. rounded up several high-ranking Bin Laden associates. Before that, of course, came the U.S. cruise missile strike on Bin Laden's training camp in Afghanistan -- an attack admittedly aimed at eliminating Bin Laden himself. There have been continuing reports that the U.S. is stepping up its efforts against Bin Laden and his network in Europe and Asia. What makes this new report interesting is the amount of preparation that would have been necessary to launch an operation of this magnitude. If the attempt was made using solely U.S. operatives, the U.S. would have had to train the special forces or CIA agents of Middle Eastern descent in a very difficult dialect of Pashtun or Urdu and would have to have had "long- bearded" CIA agents in Pakistan and Afghanistan for quite some time in order to effectively blend into the population. Alternatively, the U.S. could have drawn on agents of allied military or intelligence services from within the region. The degree of detail in the Khabrain article, if it is to be believed, could only have come from the inside -- perhaps from within Pakistani intelligence. The U.S. is clearly bracing for Bin Laden's response to the cruise missile attacks, the arrests of Bin Laden's aides, and these assassination/apprehension attempts. On December 14, the New York Times cited a statement issued by the U.S. embassies in Kuwait, Saudi Arabia, Bahrain, and the United Arab Emirates warning of the "strong possibility" of terrorist attacks against one or more American targets in the region in the next month. The warning was followed by an imposed curfew on the 1,000 U.S. personnel at the U.S. Fifth Fleet headquarters in Bahrain. In addition, they were ordered not to gather in large numbers at public places. "There is a strong possibility," according to the New York Times, "that terrorist elements are planning an attack against U.S. targets in the Gulf, possibly in the next 30 days. Americans in the region should remain alert to any suspicious activity and take precautionary steps to reduce the profile and vulnerability of any United States facilities." The report does not explicitly state which terrorist organization might be plotting attacks, but it did reiterate the standing threat that Bin Laden issued against Americans in the region. The alleged attempt to capture Bin Laden could have been an effort to preempt attacks such as those that Americans in the Gulf are now bracing for. However, it is also plausible that these alerts could be a result of the alleged failure of the attempt to capture Bin Laden. Over all, even though this report came out of a radical Pakistani paper, we believe it may be more than groundless propaganda. Bin Laden and his organization remains a threat to U.S. interests and a political thorn in Washington's side. Additionally, there is another issue that has underlain many of Washington's recent decisions, and which may be behind an urgent campaign against Bin Laden and a willingness to risk the lives of U.S. agents and commandos in a very difficult operation. The U.S. House of Representatives Judiciary Committee has voted to refer all four articles of impeachment against President Clinton to the full House, where

Vice President Al Gore accused the GOP of ignoring the ``wisdom of the American people'' by blocking censure. Dogged by the issue on a trip to the Middle East, Clinton said he was open to ``any reasonable compromise'' with Congress short of impeachment. But if anything, the shaky ground under the president appeared to soften further during the day. Two Northeast Republican lawmakers eyed by Clinton's defenders as potential opponents of impeachment announced their intention to vote the other way. And Rep. Christopher Shays of Connecticut, one of a handful of anti-impeachment GOP lawmakers, said he was ``willing to reconsider'' his position and asked for a meeting with Clinton. But Clinton could take some comfort from Rep. Virgil Goode Jr., a Virginia Democrat who was widely assumed to be pro-impeachment but declined in an interview to say how he would vote. Goode said he continues to believe ``that false statements under oath after one has been warned that such statements are subject to perjury is an impeachable offense.'' The Associated Press conducted a telephone survey of House members, and 121 lawmakers said they would support impeachment, 151 said they would oppose it, 105 remained undecided, and 58 wouldn't answer or didn't return phone calls. The totals include members who said they were leaning toward a position. The developments came two days after the House Judiciary Committee completed work on four articles of impeachment alleging perjury, obstruction of justice and abuse of power. All stem from evidence developed by Independent Counsel Kenneth Starr, who investigated Clinton's sexual relationship with Monica Lewinsky and efforts to keep it secret. The committee's votes, along party lines, set the stage for this week's holiday-season session of the House, which will convene Thursday for the first presidential impeachment vote in 130 years. Approval of a single article would lead to a Senate trial, the likes of which hasn't occurred since Andrew Johnson was president in 1868. A two-thirds vote of the Senate would be required to remove the president from office. Several congressional offices reported a heavy volume of calls from the public over the issue. In the Washington and Louisiana district offices of GOP Rep. W.J. ``Billy'' Tauzin, spokesman Ken Johnson estimated 1,500 phone calls during the day, and an additional 1,000 e-mails, faxes and letters to his boss, who remains uncommitted on impeachment. Clinton's fate in the House is likely to be settled on a close tally, and most attention has focused on moderate Republicans like Shays, a longtime opponent of impeachment. ``If I had to vote today I would vote against impeachment,'' he said in a telephone interview while traveling in his congressional district. But, he added, ``I don't have the same level of conviction I had a week ago. ... I'm willing to reconsider this issue,'' he said, noting that he has a meeting with constituents set for Tuesday night. Shays made it clear he has found Clinton's response to the issue disappointing, a reference to the president's fresh insistence that he did not lie, or commit perjury, in testimony to Starr's grand jury or in a civil deposition in the Paula Jones sexual harassment lawsuit. ``The president's comments both before he left and in Israel are very unsettling to me because it shows me he still doesn't get it, and he's so intent to avoid prosecution that he's willing to put this country in tremendous turmoil,'' said Shays. ``I think he needs to say that he did not tell the truth and in fact he lied, and say he's willing to face the court like any other American citizen and be held accountable for his actions'' after leaving office, the lawmaker added. Shays also called on the president to declare that he won't attempt to pardon himself and would ``oppose anyone else's pardon.'' Gerald Ford pardoned Richard Nixon for any crimes committed during Watergate, and Shays said he has been troubled by that action since it occurred in 1974. In response, the White House arranged a meeting for Shays with the president on Wednesday, after Clinton is back from his trip to Israel and Gaza. In addition, White House spokesman Joe Lockhart said the president ``will be available to deal with members (of Congress) if they believe that would be constructive and helpful.'' The comments by Shays, recently elected to his sixth term, weren't the only bad news for the White House. Reps. I wanted desperately to know what people were talking about, what Big Secret resided in the computer industry. Now that I've worked in a computer company for the last few years, I've gained an insider's perspective. I decided to share my knowledge with the uninitiated by creating the following brief, handy glossary: Alpha. Software undergoes alpha testing as a first step in getting user feedback. Alpha is Latin for "doesn't work." Beta. Software undergoes beta testing shortly before it's released. Beta is Latin for "still doesn't work." Computer. -- Instrument of torture. The first computer was invented by Roger "Duffy" Billingsly, a British scientist. In a plot to overthrow Adolf Hitler, Duffy disguised himself as a German ally and offered his invention as a gift to the surly dictator. The plot worked. On April 8, 1945, Adolf became so enraged at the "Incompatible File Format" error message that he shot himself. The war ended soon after Hitler's death, and Duffy began working for IBM. CPU. Central propulsion unit. The CPU is the computer's engine. It consists of a hard drive, an interface card and a tiny spinning wheel that's powered by a running rodent - a gerbil if the machine is a old machine, a ferret if it's a Pentium and a ferret on speed if it's a Pentium II. Default Directory. -- Black hole. Default directory is where all files that you need disappear to. Error message. --- Terse, baffling remark used by programmers to place blame on users for the program's shortcomings. File. - A document that has been saved with an unidentifiable name. today..The host Asaman I think asked this guy a question about the supposed
attacks? The guy from CFR said when the attacks begin WHEN KEY WORD, the
host broke in and said YOU MEAN IF THEY BEGIN..He seemed to catch the guy
off guard and he had to regroup a little..CFR man used WHEN instead of IF
like he new we would be attached. Hope I'm not the only one to catch this
news conference. Was it a Freudian slip by CFR man and does he know
something we don't know and why is CFR on fox news talking about terrorist

Not since the days when guns replaced sharpened hunting sticks, and grain mills replaced crude, hand-hewn mortars and pestles, has a year's rollover meant more to the question of whether or not there will be enough food for the future. Simply put, what we doas nations, states, businesses, families and individualsin the next twelve months, may well determine what, when, and if we will eat in the year 2000 and beyond. Over the past three years, I have been sounding an alarm that our food supply is much less safe and secure than any of us can imagine, largely due to vulnerabilities wrought by the same technology that has brought us so much food. We've created a monster, and the monster's about to get sick. If you come to the same conclusion, it will raise your anxiety level. Most of us don't need anymore anxiety in our lives, yet the flip side of that is that it is better to know, when you might be able to do something about it, than not to know and be helpless to change the outcome. It is with some apprehension that I offer some thoughts about the bigger food supply picture for 1999 and prospects for Y2K. We will redefine food in the year 2000. It may take a little while, but that must-have-super-size-fried-double-whopper-with-bacon-and-cheese-with-cherries- garcia-and-big-gulp-chasers will be metamorphosed into a grateful-to-have-bowl-of-vegetable-soup-with-homemade-bread-with-water-chaser. And remember, if you are not part of the solution, you are part of the problem. Despite the calm reassurances and optimistic projections of elected leaders, appointed agency heads and corporate CEOs, the ugly truth about our collective, global impotence to purge our infrastructure of the so-called Millennium Bug is leaking, seeping, oozing out. The Millennium Bug is the Ebola of our technology based existence. There is no cure for Ebola, and it will infect the computer-dependent food supply monster in the year 2000. Unless we hear and see proof, in the next few months, that the complex production, processing, distribution and sales limbs of the beast are fixedor that effective contingency plans are in placeincreasing public awareness and the resulting panic will make it sick well before the close of 1999. Let's look at some prospects for disease prevention. The U.S. Department of Agriculture (USDA) now has a web site offering called, "Facts About the Y2K Problem and the Food Supply Sector." You can find it at http://www.fsis.usda.gov/OM/y2kfact2.htm. It is here that you will find Secretary of Agriculture, Dan Glickman's, public statement on the problem. He observes that it takes the work of "tens of thousands of people" to produce a meal for an American family. He then says: "I must confess, however, that until recently I hadn't thought very much about the connection between food on our tables and computers. But, as a new millennium approaches, that link is becoming all too clearWe are facing the potential of serious disruption because of this problem" Interesting. In July of 1997 I published an Update citing data in one of the USDA's own reports on the extent of computers in all aspects of agriculture and posed the questions, at that time, concerning potential impacts on our food supply. Had Mr. Glickman even seen that USDA report? Had he thought about its implications for our nation's food in Y2K? In his current statement, he goes on to say, "That's why USDA, along with the rest of the Administration, is hard at work to make sure our internal systems are Y2K compliant. We are also working with our partners in state and local governments who help deliver federal programs to make sure our computers continue to talk to each other and perform the work they are programmed to do. Now, through the President's Council on Year 2000 Conversion, the federal government has undertaken a massive outreach effort to heighten awareness of the Y2K problem. "The Council has asked USDA, working with the Departments of Defense, Health and Human Services, State, and the Commodities Futures Trading Commission, to lead the government's awareness campaign to the food supply sector." The radio signals information manual is a 10-volume guide to every communications circuit NSA listens to as well as every circuit the U.S. government uses for its own communications. That manual is one of the reasons CIA Director George Tenet has threatened to resign if President Clinton agrees to an Israeli request to release Pollard from prison. U.S. officials opposed to Pollard's release are worried the president will make a commitment to release the spy when he visits Israel next week. Pollard was sentenced to life in prison. Pollard pled guilty, so there was never a public trial. U.S. officials say that allowed him to create a number of myths about his spying, beginning with his first television interview. "None of the information that I provided Israel, none of it, dealt with U.S. codes, agents, their identity, location, military hardware, war plans, intelligence collection devices or force dispositions," Pollard claimed. But U.S. officials say Pollard enabled the Israelis to identify the CIA's sources inside the Palestine Liberation Organization. He also told them the disposition of U.S. Navy ships in the Mediterranean so Israel could strike PLO headquarters in Tunisia without being detected. That 1985 raid was planned with satellite photos Pollard had given the Israelis. Pollard admitted all this to the FBI, but he maintains passing secrets to a friendly country like Israel does not merit a life sentence. U.S. officials say Pollard also gave classified information to Pakistan and South Africa and that his motive for spying for Israel was money. Few things are more strange than the frequent statements from some on this list that there is no difference between the two major parties. When one compares the legislative votes and what the President proposes, there is a remarkable difference. Generally speaking, when some socially progressive bill comes before Congress, such as an increase in the minimum wage, the democrats will vote in favor by, say, 75% while the Republicans are 7% in favor. If the bill is socially regressive, as in lowering environmental quality standards, the vote pattern is reversed. There's no difference? The Democrats are hardly 10 feet tall.
