Agreed, but never contested. We were discussing ways, APART from the
punishment of/for criminals that Republicans support social intervention.

You are committing a myriad of logical fallacy here not limited
to strawman.

Another matter open to the individual interpretation of the reader. The
operative term used in my previous statement was "imply":

There is nothing in my statement above which

persons have your gift for discerning a difference. The phrase "social
Darwinism" may not refer to you directly, but does to the argument as it is
used at large.

The 'theft and plunder'
relate to unconstitutional efforts of our government which is
operating beyond their mandate (to the tune of at least 85% of
what they do fitting this category).

Interesting! Please elaborate on this 85 per cent in terms of social programs.

I also believe in charity -- the REAL kind.

You are one of the few who profess such ideologies who does believe in
charity. Here's hoping there are more of you. I would prefer that the
government did not have to involve itself in social programs, but,
unfortunately, there are not enough charitable souls to take care of an
otherwise overwhelming need.

Now, with this additional information, how are my comments in the
gendre you associate them?

Only your argument has come under my "scrutiny" as being of social
Darwinist bent. To render a personal opinion regarding your
ethics--concerning charity, government or anything else--would be the hight
of arrogance on my part. Do you have an example of where I have made such
an egregious error by directly referring to your ethics?

Libertarians oppose criminalization of drugs, prostitution,
gambling, censorship ... the Republicans favor these.

I have read the enclosed treatise twice now, and I still insist that there
is a chasm of difference between theory/ideology and practice: most
Libertarian speakers I have heard on the subject of controlled substances
(including prostitutes :-))--save marijuana--tout the Republican party line
regarding its continued illegality and the punishment for the use and sale
thereof.

As noble as Paul's proposed legislation is (remarkable given the current

individual's earnings ... in the 1950s it was less than 10 percent.
Currently the Government STEALS 50% +/- of an individual's earnings

NOLO CONTENDRE!! You'll get no argument from me regarding the
inefficiencies of government revenue generation and/or spending in any
category. The only way in which we differ are what constitutes necessary
spending.

How much of these 'just collections' are just?

Again, nolo contendre. The current system of taxation IS UNJUST, but, so
far, our discussion has been limited to what is "necessary for social
function/maintenance.
Were we to discuss a flat tax or national sales tax, perhaps we would find
ourselves in agreement.

Don't see any connection to slavery.

 I stumbled onto the above after looking through my Strong's Exhaustive
 Concordance of the Bible.  There's not a bunch on "slave" or "slavery" but
 more on "bondage" which translates back to "slavery" in the NIV.  The
 Matthew part was what I originally intended to offer but the rest just came
 along.

But, the passage you quoted said nothing about it being "evil" or "wrong" for the
Hebrews to be held in bondage.  It merely said that they WOULD be, and that Egypt
WOULD be punished, which it was... But the punishment was not because the Hebrews
were slaves there, rather because Pharoah did not release them when God told him
to... It was his (1) unreasonable harshness to the Hebrew slaves, and (2) his
refusal to let them go when directed -- Read it in context and this becomes
clear.  There was a time (read the part about Joseph) when God BLESSED Egypt
because of Pharaoh's relationship (master over slave) with Joseph.

 I really lean more toward Celtic Buddhism so these forays into Xtian
 theological texts is rather illuminating.

That's good... Since some of these folks are offended by biblical texts, I would
be very glad to discuss the above passages, or any others, with you... Could be my
"take" on them is 100% wrong... but maybe I am not wrong at all.  You be the
judge, after having an opportunity to study the passages using proper
hermaneutical procedures.  In looking through your concordance, don't look for
"slave" but rather "servant" which IS a slave unless it says "hired" servant.

The case against Jonathan Pollard.

IN the last decade, Jonathan Pollard, the American
Navy employee who spied for Israel in the mid-nineteen-eighties and is now
serving a life sentence, has become a cause clbre in Israel
and among Jewish groups in the United States. The Conference of Presidents
of Major American Jewish Organizations, a consortium of fifty-five groups,
has publicly called for Pollard's release, arguing, in essence, that his
crimes did not amount to high treason against the United States, because
Israel was then and remains a close ally. Many of the leading religious
organizations have also called for an end to Pollard's imprisonment, among
them the Reform Union of American Hebrew Congregations and the Orthodox Union.

Pollard himself, now forty-four, has never denied that he turned over a great
deal of classified material to the Israelis, but he maintains that his sole
motive was to protect Israeli security. "From the start of this affair, I
never intended or agreed to spy against the United States," he told United
States District Court Judge Aubrey Robinson,Jr., in a memorandum submitted
before his sentencing, in 1986. His goal, he said, was "to provide such
information on the Arab powers and the Soviets that would permit the Israelis
to avoid a repetition of the Yom Kippur War," in 1973, when an attack by
Egypt and Syria took Israel by surprise. "At no time did I ever compromise
the names of any U.S. agents operating overseas, nor did I ever reveal any
U.S. ciphers, codes, encipherment devices, classified military technology,
the disposition and orders of U.S. forces . . . or communications security
procedures," Pollard added. "I never thought for a second that Israel's gain
would necessarily result in America's loss. How could it?"

Pollard's defenders use the same arguments today. In a recent op-ed article
in the Washington Post, the Harvard Law School professor Alan M.
Dershowitz, who served as Pollard's lawyer in the early nineteen-nineties,
and three co-authors called for President Clinton to correct what they depicted
as "this longstanding miscarriage of justice" in the Pollard case. There
was nothing in Pollard's indictment, they added, to suggest that he had
"compromised the nation's intelligence-gathering capabilities" or "betrayed
worldwide intelligence data."

In Israel, Pollard's release was initially championed by the right, but it
has evolved into a mainstream political issue. Early in the Clinton
Administration, Yitzhak Rabin, the late Israeli Prime Minister, personally
urged the President on at least two occasions to grant clemency. Both times,
Clinton reviewed the evidence against Pollard and decided not to take action.
But last October, at a crucial moment in the Israeli-Palestinian peace
negotiations at the Wye River Conference Centers, in Maryland, he did tentatively
agree to release Pollard, or so the Israeli government claimed. When the
President's acquiescence became publicly known, the American intelligence
community responded immediately, with unequivocal anger. According to the
Times, George J. Tenet, the director of the Central Intelligence Agency,
warned the President that he would be forced to resign from the agency if
Pollard were to be released. Clinton then told Prime Minister Benjamin Netanyahu
that Pollard's release would not be imminent, and ordered a formal review
of the case.

The President's willingness to consider clemency for Pollard so upset the
intelligence community that its leaders took an unusual step: they began
to go public. In early December, four retired admirals who had served as
director of Naval Intelligence circulated an article, eventually published
in the Washington Post, in which they argued that Pollard's release
would be "irresponsible" and a victory for what they depicted as a "clever
public relations campaign." Since then, sensitive details about the secrets
Pollard gave away have been made public by CBS and NBC.

In the course of my own interviews for this account, the officials who knew
the most about Jonathan Pollard made it clear that they were talking because
they no longer had confidence that President Clinton would do what they believed
was the right thing -- keep Pollard locked up. Pollard, these officials told
me, had done far more damage to American national security than was ever
made known to the public; for example, he betrayed elements of four major

Lawsuit Alleges FEMA Funded by Laundered Drug Profits

Speculation about the mysterious origin and funding of the so-called
Federal Emergency Management Agency (FEMA) has continued for decades.

The history of FEMA as an illegal unconstitutional entity has been most
recently exposed in an unprecedented lawsuit against the CIA and its
alleged drug trafficking and money laundering operations.

In September 1998 a $63 million lawsuit (Case No. 98CV11829JLT) was
filed by Massachusetts attorney Ray Kohlman on behalf of former Green
Beret Bill Tyree.

Kohlman, a former legal investigator for attorney William Pepper in the
Martin Luther King murder trial of James Earl Ray, filed a 101-page
complaint on behalf of his client.

The suit, replete with five inches of affidavits and appendices, names
the Central Intelligence Agency, former Massachusetts Governor A. Paul
Celucci, former Massachusetts Attorney-General Scott Harshbarger, former
CIA director and US President George Bush and self-admitted government
assassin D. Gene Tatum as defendants in a far-reaching case involving US
Government sanctioned drug smuggling, murder, and coverup.

Bill Tyree is currently serving a life sentence for the murder of his
wife -- a case eerily similar to that of Dr. Jeffrey McDonald, a Ft.
Bragg doctor who was framed for the murder of his wife and children in
the early 1980s.

"In the mid 1970s, while serving in Panama, Tyree and other Green Berets
were led into Colombia under the command of Green Beret Colonels Cutolo
and Baker to plant radio beacons, so that plane loads of cocaine could
fly below Colombian and US radar, and land undetected in Panama," writes
former LAPD officer Mike Ruppert in his newsletter (From the Wilderness,
P. O. Box 6061-350, Sherman Oaks, CA 91413, http://www.copvcia.com).

"Orders for these missions came from the CIA's Ed Wilson and Tom
Clines," continues Ruppert. "Tyree had been a part of many secret
missions and was losing his taste for it. His wife was keeping a diary
[for which she was presumably murdered, and which later disappeared]."

"Five Special Forces Colonels -- Cutolo, Baker, Malvesti, Rower and
Bayard -- have died under mysterious circumstances since. The heart of
the Tyree documentation consists of an affidavit allegedly written by
Colonel Cutolo who was also Tyree's commanding officer at Fort Devens,
Mass. at the time of Tyree's arrest. Both were then with the 10th
Special Forces."

"That fifteen page document gives precise details of CIA drug operations
using Special Forces personnel. It also describes how Tyree was framed
for the murder of his wife and how Special Forces personnel were used to
intimidate and conduct illegal electronic and physical surveillance of
anyone who might expose CIA drug dealing."

According to the complaint in the lawsuit, "the Plaintiff [Tyree]
alleges that the Defendants CIA and George Bush were negligent and
failed at the conclusion of Operation Watchtower to monitor the
post-Watchtower events and seek legal congressional funding for the
origination of FEMA (Federal Emergency Managemnt Agency), and this
failure led to the concealment and coverup of Operation Watchtower,
written about in the diaries of Elaine Tyree, seized illegally and
turned over to Colonel Carone and then to the CIA, which ensured that
the Operation Watchtower drug trafficking operation would remain covert,
allowing the drug profits from this Operation to be used to circumvent
Congress and fund FEMA and continue the pattern of criminal activity."

Colonel Carone, who died in 1990, was a CIA paymaster and
Mafia-connected money launderer, who incidentally held the rank of full
colonel in Army Intelligence. As Oliver North's bagman, he also
couriered large amounts of cash in and out of the country.


Carone's Complex Relationships


According to former FAA investigator Rodney Stich, "Carone had complex
relationships." In his underground bestselling book Defrauding America:
Encyclopedia of Secret Operations by the CIA, DEA, and Other Covert
Agencies, Stich writes that Carone "was a member of the Gambino family
with connections to other crime groups in the eastern part of the United
States, a detective on the New York City vice squad, a member of the
military and a CIA operative."

Stich writes that "Dee [Ferdinand, Carone's daughter] said her father
was a detective and bagman in the New York City police department,

Media's subtle propaganda signals: discredit Linda Tripp. Here's some more
in case you haven't figured them out yet: Monica: good, victim, sympathetic
figure; Betty Currie, good, victim, honorable woman (HA!), Alan Greenspan:
good, wise, wiser than wise (incidentally, aligator skinned Alan Greenspan
makes John Wayne Gacey look like a Matinee star, chew on that one awhile

 BEIJING (AP) - China's government has called on tourist agencies to
 refrain from operating safaris in remote areas to search for a
 Chinese version of Bigfoot, local media reported today.

 The Shennongjia Nature Reserve in the mountains of central Hubei
 province planned to lure tourists with a $60,240 reward for the
 capture of Bigfoot, the elusive, man-like creature also known as
 the yeti, the China Daily reported.

 But at a symposium on eco-tourism this week, the State Forestry
 Administration announced it does not endorse the safaris because
 they mislead people and could harm the environment, the newspaper
 said.

 Chinese scientists have looked for Bigfoot in the wilds of
 Shennongjia in the past. Last month, the scientific community
 declared there was no evidence the creature exists.

 Nineteen ninety-eight was the year of the split screen -- the
 beginning of the Monica Lewinsky investigation on one screen, the
 State of the Union speech on the other; the president's grand jury
 testimony on one screen, the president's speech to the United
 Nations on the other; the House impeachment debate on one screen,
 the bombing of Iraq on the other.

 Similarly, 1999 began with the impeachment split screen still going
 on. But there is a much more profound split that went unnoticed
 last week. The day before the president hailed December's
 unemployment drop before the Economic Club of Detroit, wire reports
 announced the highest layoff numbers of the decade. In fact,
 December's steep cuts not only doubled November's, they broke a
 longstanding taboo of not laying workers off at Christmas. Yet the
 1998 total of almost 700,000 layoffs -- 56 percent higher than last
 year -- went completely unremarked in the president's
 self-congratulatory speech. Clearly, nothing is allowed to detract
 from his version of ``morning again in America.''

 ``Most things are going right for our country,'' the president said
 with a hubris that was chilling to anyone who had read the layoff
 reports, or the Labor Department's announcement of the biggest
 surge in six years in unemployment claims, or the new study of four
 Northwest states that revealed more than half of the available jobs
 do not pay a living wage. While the president quoted Henry Ford
 looking for Americans with ``an infinite capacity to not know what
 can't be done,'' 26 million Americans cannot get by without
 visiting a soup kitchen or a food bank. According to Second
 Harvest, the biggest national network of food banks, its clientele
 is growing by 10 percent a year -- a rate not yet rivaling
 Starbucks but clearly demonstrating that the two halves of our
 split nation are growing further apart with each passing year.

 At the end of November, ABC's ``Nightline'' profiled a community in
 Chelmsford, Mass., with 2.8 percent unemployment, 1.5 percent below
 the national average, but with many of its residents forced to use
 the local food bank while holding down ``not one but two jobs.'' As
 one of the men who had been laid off his computer job put it, he
 became ``marginally employed, which is really self-employed.'' He
 started calling himself a ``consultant,'' which included working at
 Radio Shack.

 In the meantime, his wife was juggling three jobs -- day care,
 peddling World Book Encyclopedias and selling Tupperware. And they
 still couldn't avoid the food bank.

 ``Wages are going up at all income levels,'' the president said
 during last week's radio address. ``And finally the rising tide of
 our economy is lifting all boats.'' Yes, he really did resurrect
 that hoary chestnut ridiculed during the Reagan years by every
 self-respecting liberal. And there was no trace of irony in his
 voice. ``Rising tides don't lift all boats,'' Jesse Jackson said
 once a long time ago. But now he's too busy holding rallies for the
 president on Capitol Hill to contradict him.

 While Reagan was criticized for his ``trickle-down'' economy,
 Clinton is given a free pass for his ``don't look down'' economy.
 Lapsed critics seem eager to hitch their wagons to the rising Dow
 Jones average and oblige by not commenting on the cracks in the
 foundation. It's not as if they don't know that the president's
 boosterism hides another reality. Former Rep. Joe Kennedy
 (D-Mass.), who has just left Congress to run Citizens Energy, said
 as much last November on ``Nightline'': ``While our newspapers and
 television and radios are filled with statistics about how the
 unemployment rate is down, and the inflation rate is down, and the
 stock market is up -- the fact is that there's another reality and
 there's another America.'' But he never moved beyond generalities
 to a criticism of the administration's domestic policies.

 The moratorium on dissent extends beyond elected officials to
 social critics like Michael Moore, whose book ``Downsize This!''
 targeted the corporate and political narcissism that allowed
 hundreds of thousands of jobs to vanish unnoticed. Was he still
 busy pursuing Ken Starr while the president was in Michigan, only
 60 miles from Moore's beloved Flint, tripping the truth fantastic?

 For that matter where were the Bush brothers and all the other
 ``compassionate conservatives'' while the president was in Detroit
 describing only one reality and only one America? After all,

As usual, dear G. Harp, you accidentally or on purpose miss the point. The
writer you are criticizing was making the point (by implication in this
case) that FDR was going to get the US into the war somehow, which we NEVER
would have been dragged into if FDR and Churchill weren't figuring ways to
provoke somebody to attack us. FDR cut off key natural resources that Japan
needed until their backs were against the wall and they attacked. This does
NOT mean that the leaders of Japan were good guys, just that they could be
provoked. Check it out, as soon as Japan attacked us, FDR sent 90% of the
soldiers and materials to Europe. Oops! no shortage of money now, like there
had been during all those Great Depression years. Yes, FDR and his bosses at
the FED were plenty tricky, and they duped an entire generations of America
on many fronts. If I were alive then, I don't know if I would have caught on
either. In my mind the US soldiers are still heros in the sense they gave
all for what they thought was a good cause. That leaves your buddy FDR as
triple despicable, super war criminal that he was. You might read Joseph
McCarthy's excellent, superbly and totally documented, and crytal clearly
understandable book (originally a speech on the Senate Floor), America's
Retreat from Victory, to get the details on how FDR and dead-eyed traitor
George Catlett Marshall pulled off the provocaton of Japan, and then kept
the intelligence from the Pearl Harbor Admirals to make sure the damage was
maximum. Then the diabolical (word chosen deliberately and not for
hyperbolly) FDR went on TV and spoke about a day that "will live in
infamy" -- yea, but before it's all over, it will be HE, a cold blooded
murderer of his own goy troops, that will live in infamy because of that

Maine, I thought I read on a TV program (caption under her) she was from
Oregon. But I'll stand corrected.

Prudy -- You've joined the "can't quite get on point" club on this list, a
growing segment whose members set up his or her own straw man rather than
respond point for point -- I didn't say Linda Tripp looked fabulous, I said
she looked awkward. Also, I'd take Tripp over Monica as a friend anyday --
Monica wanted Tripp to lie under oath, remember? Linda Tripp had been called
a liar by Blumenthal or one of Clinton's advisors. So Tripp defended
herself. Lucianne Goldberg, who coached Tripp, is always a straight shooter
who always mows down any opposition on any show she's on. There's no way in
Hades Clinton's boys will try to make Goldberg a witness. Monica says she
was raised to survive by telling lies. Probably says the Kol Nidre (our
oaths will not be oaths, our promises will not be promises) every year. What

P.S. If anyone can give a benign interpretation to the Jewish Kol Nidre
prayer, supposedly "absolving" all who say it from any oaths than made in
the past year or will make in the coming year --- if anyone can give a

Larry Flynt is a mushmouthed cripple who's entire life has been a farce. And
the sad thing is, the American people have BOUGHT INTO IT. Milos Forman's
1996 film did everything but depict Flynt on the cross in order to raise his
image to that of divinity. I'm waiting for the director's cut where Flynt is
showing rolling his gold-plated wheelchair through the streets of Calcutta,
doling out issues of "Barely Legal" to the lepers. Yes, the 1st amendment is
important and all that, but if you think for one moment that Flynt would
give a damn about the Constitution if it didn't serve his needs then you
have a seriously distorted view of the world. Flynt doesn't give a crap
about democracy, and he could care less about free speech. He just wants the
freedom to show beaver shots hassle-free. PLEASE, people. Stop kowtowing at
the foot of this slug! The only hypocrisy afoot is the one Flynt himself

WAS THIS OBSTRUCTION OF JUSTICE?

The President essentially admitted to making these statements when he
knew they were not true. Consequently, he had painted himself into a
legal corner. Understanding the seriousness of the President "coaching"
Ms. Currie, the argument has been made that those statements to her
could not constitute obstruction because she had not been subpoenaed,
and the President did not know that she was a potential witness at the
time. This argument is refuted by both the law and the facts.

The United States Court of Appeals rejected this argument, and stated,

"[A] person may be convicted of obstructing justice if he urges or
persuades a prospective witness to give false testimony. Neither must
the target be scheduled to testify at the time of the offense, nor must
he or she actually give testimony at a later time."

United States v. Shannon, 836 F.2d 1125, 1128 (8th Cir. 1988) (citing,
e.g., United States v. Friedland, 660 F.2d 919, 931 (3rd Cir. 1981)).

Of course Ms. Currie was a prospective witness, and the President
clearly wanted her to be deposed to corroborate him, as his testimony
demonstrates. The President claims that he called Ms. Currie into work
on a Sunday night only to find out what she knew. But the President knew
the truth about his relationship with Ms. Lewinsky, and if he had told
the truth during his deposition the day before, then he would have no
reason to worry about what Ms. Currie knew. More importantly, the
President's demeanor, Ms. Currie's reaction to his demeanor, and the
blatant lies that he suggested clearly prove that the President was not
merely interviewing Ms. Currie. Rather, he was looking for corroboration
for his false cover-up, and that is why he coached her.

JANUARY 18

THE SEARCH FOR MS. LEWINSKY

Very soon after his Sunday meeting with Ms. Currie, at 5:12 p.m., the
flurry of telephone calls in search of Monica Lewinsky began. (Chart S)
Between 5:12 p.m. and 8:28 p.m., Ms. Currie paged Ms. Lewinsky four
times. "Kay" is a reference to a code name Ms. Lewinsky and Ms. Currie
agreed to when contacting one another. (ML 8/6/98 GJ, p. 216; H.Doc.,
105-311, pg. 936) At 11:02 p.m., the President called Ms. Currie at home
to ask if she had reached Lewinsky. (BC 7/22/98 GJ, p. 160; H.Doc.
105-316, p. 702)

JANUARY 19

THE SEARCH CONTINUES

The following morning, January 19, Ms. Currie continued to work
diligently on behalf of the President. Between 7:02 a.m. and 8:41 a.m.,
she paged Ms. Lewinsky another five times. (Chart S)(Exhibit 8) After
the 8:41 page, Ms. Currie called the President at 8:43 a.m. and said
that she was unable to reach Ms. Lewinsky. (BC 7/22/98 GJ, pgs. 161-162;
H.Doc. 105-316, p. 703) One minute later, at 8:44 a.m., she again paged
Ms. Lewinsky. This time Ms. Currie's page stated "Family Emergency,"
apparently in an attempt to alarm Ms. Lewinsky into calling back. That
may have been the President's idea, since Ms. Currie had just spoken
with him. The President was obviously quite concerned because he called
Betty Currie only six minutes later, at 8:50 a.m. Immediately thereaft
er, at 8:51 a.m., Ms. Currie tried a different tact, sending the
message: "Good news." Again, perhaps at the President's suggestion. If
bad news does not get her to call, try good news. Ms. Currie said that
she was trying to encourage Ms. Lewinsky to call, but there was no sense
of "urgency." (BC 7/22/98 GJ, p. 165; H.Doc. 105-316, p. 704) Ms.
Currie's recollection of why she was calling was again fuzzy. She said
at one point that she believes the President asked her to call Ms.
Lewinsky, and she thought she was calling just to tell her that her name
came up in the deposition. (BC 7/22/98 GJ, p. 162; H.Doc. 105-316, p.
703) Monica Lewinsky had been subpoenaed; of course her name came up in
the deposition. There was obviously another and more important reason th
e President needed to get in touch with her.

MR. JORDAN AND MS. LEWINSKY'S LAWYERS JOIN THE SEARCH

At 8:56 a.m., the President telephoned Vernon Jordan, who then joined in
the activity. Over a course of twenty-four minutes, from 10:29 to 10:53
a.m., Mr. Jordan called the White House three times, paged Ms. Lewinsky,
and called Ms. Lewinsky's attorney, Frank Carter. Between 10:53 a.m. and
4:54 p.m., there are continued calls between Mr. Jordan, Ms. Lewinsky's
attorney and individuals at the White House.

MS. LEWINSKY REPLACES HER LAWYER

Later that afternoon, at 4:54 p.m., Mr. Jordan called Mr. Carter. Mr.
Carter relayed that he had been told he no longer represented Ms.

impeachment managers summarize their case and the evidence against
President Clinton. The document was delivered Jan. 11 to the secretary

UNITED STATES HOUSE OF REPRESENTATIVES

Now comes the United States House of Representatives, by and through its
duly authorized Managers, and respectfully submits to the United States
Senate its Brief in connection with the Impeachment Trial of William
Jefferson Clinton, President of the United States.

SUMMARY

The President is charged in two Articles with: 1) Perjury and false and
misleading testimony and statements under oath before a federal grand
jury (Article I), and 2) engaging in a course of conduct or scheme to
delay and obstruct justice (Article II).

The evidence contained in the record, when viewed as a unified whole,
overwhelmingly supports both charges.

Perjury and False Statements Under Oath

President Clinton deliberately and willfully testified falsely under
oath when he appeared before a federal grand jury on August 17, 1998.
Although what follows is not exhaustive, some of the more overt examples
will serve to illustrate.
•At the very outset, the President read a prepared statement, which
itself contained totally false assertions and other clearly misleading
information.
•The President relied on his statement nineteen times in his testimony
when questioned about his relationship with Ms. Lewinsky.
•President Clinton falsely testified that he was not paying attention
when his lawyer employed Ms. Lewinsky's false affidavit at the Jones
deposition.
•He falsely claimed that his actions with Ms. Lewinsky did not fall
within the definition of "sexual relations" that was given at his
deposition.
•He falsely testified that he answered questions truthfully at his
deposition concerning, among other subjects, whether he had been alone
with Ms. Lewinsky.
•He falsely testified that he instructed Ms. Lewinsky to turn over the
gifts if she were subpoenaed.
•He falsely denied trying to influence Ms. Currie after his deposition.
•He falsely testified that he was truthful to his aides when he gave
accounts of his relationship, which accounts were subsequently
disseminated to the media and the grand jury.

Obstruction of Justice

The President engaged in an ongoing scheme to obstruct both the Jones
civil case and the grand jury. Further, he undertook a continuing and
concerted plan to tamper with witnesses and prospective witnesses for
the purpose of causing those witnesses to provide false and misleading
testimony. Examples abound:
•The President and Ms. Lewinsky concocted a cover story to conceal their
relationship, and the President suggested that she employ that story if
subpoenaed in the Jones case.
•The President suggested that Ms. Lewinsky provide an affidavit to avoid
testifying in the Jones case, when he knew that the affidavit would need
to be false to accomplish its purpose.
•The President knowingly and willfully allowed his attorney to file Ms.
Lewinsky's false affidavit and to use it for the purpose of obstructing
justice in the Jones case.
•The President suggested to Ms. Lewinsky that she provide a false
account of how she received her job at the Pentagon.
•The President attempted to influence the expected testimony of his
secretary, Ms. Currie, by providing her with a false account of his
meetings with Ms. Lewinsky.
•The President provided several of his top aides with elaborate lies
about his relationship with Ms. Lewinsky, so that those aides would
convey the false information to the public and to the grand jury. When
he did this, he knew that those aides would likely be called to testify,
while he was declining several invitations to testify. By this action,
he obstructed and delayed the operation of the grand jury.
•The President conspired with Ms. Lewinsky and Ms. Currie to conceal
evidence that he had been subpoenaed in the Jones case, and thereby
delayed and obstructed justice.
•The President and his representatives orchestrated a campaign to
discredit Ms. Lewinsky in order to affect adversely her credibility as a
witness, and thereby attempted to obstruct justice both in the Jones
case and the grand jury.
•The President lied repeatedly under oath in his deposition in the Jones
case, and thereby obstructed justice in that case.
•The President's lies and misleading statements under

Update - December 1998

In December 1998, several uncensored copies of the Walsh Report were
found in public and university libraries in Australia. These are
believed to be deposit copies lodged by the Australian Government
Publishing Service (AGPS) after the report was printed but before the
decision by the Attorney-General's Department to withhold it from
commercial sale. The report is not listed by AGPS, which is the normal
channel for obtaining government publications.
The missing sections have now been incorporated in the online version
and are highlighted in red.


History of the Report and its release under FOI

In February 1997, the Australian Attorney-General's Department put a
hold on the public release of the Walsh Report, an important review of
Australian cryptography policy.
The report, entitled Review of policy relating to encryption
technologies, is the outcome of a study conducted in 1996 by Gerard
Walsh, a former deputy director-general of the Australian Security
Intelligence Organisation (ASIO). Publication of the report was eagerly
awaited by members of the law enforcement community, other government
departments, commerce, and the online community. It was expected that
the report would examine the the various issues in the crypotography
debate and encourage further comment and consultation.

The report was listed for sale by the Australian Government Publishing
Service in January 1997, but was hurriedly withdrawn from the list 3
weeks later, following an enquiry by Electronic Frontiers Australia
(EFA) as to the reasons why it was not actually available for sale. The
original intention had apparently been to allow for a 3-month
consultation period for public comment. EFA then released a Media
Statement calling for the release of the report.

In March 1997, EFA applied for release of the report under the Freedom
of Information Act. This request was denied, quoting various sections of
the Act relating to national security and law enforcement as
justification for the denial. EFA then submitted a request for review of
the decision, and this request was successful, resulting in the release
of an edited photocopy of the report in June 1997.

This is an important report and covers a number of issues of relevance
to the global cryptography debate.

A number of paragraphs were deleted from the copy supplied to EFA. These
have been identified in the report, together with an annotation
referring to the section of the report under which that paragraph was
claimed to be exempt from release.

However, in December 1998, the missing sections were obtained. The
originally deleted paragraphs have been highlighted in red.

Reproduced below are the 3 sections of the Act under which parts of the
report were deleted. The full text of the Freedom of Information Act
1982 is available online from the Australian Legal Information Institute
(AUSTLII).

33. (1) A document is an exempt document if disclosure of the document
under this Act:

would, or could reasonably be expected to, cause damage to:

MOTIVE FOR LIES TO STAFF

It is abundantly clear that the President's assertions to staff were
designed for dissemination to the American people. But it is more
important to understand that the President intended his aides to relate
that false story to investigators and grand jurors alike. We know that
this is true for the following reasons: the Special Division had
recently appointed the Office of Independent Counsel to investigate the
Monica Lewinsky matter; the President realized that Jones' attorneys and
investigators were investigating this matter; the Washington Post
journalists and investigators were exposing the details of the Lewinsky
affair; and, an investigation relating to perjury charges based on
Presidential activities in the Oval Office would certainly lead to
interviews with West Wing employees and high level staffers. Because the
President would not appear before the grand jury, his version of events
would be supplied by those staffers to whom he had lied. The President
actually acknowledged that he knew his aides might be called before the

In addition, Mr. Podesta testified that he knew that he was likely to be
a witness in the ongoing grand jury criminal investigation. He said that
he was "sensitive about not exchanging information because I knew I was
a potential witness." (Podesta 6/23/98 GJ, p. 79; H.Doc. 105-316, p.
3332) He also recalled that the President volunteered to provide
information about Ms. Lewinsky to him even though Mr. Podesta had not
asked for these details. (Podesta 6/23/98 GJ, p. 79; H.Doc. 105-316, p.
3332)

In other words, the President's lies and deceptions to his White House
aides, coupled with his steadfast refusal to testify had the effect of
presenting a false account of events to investigators and grand jurors.
The President's aides believed the President when he told them his
contrived account. The aides' eventual testimony provided the
President's calculated falsehoods to the grand jury which, in turn, gave
the jurors an inaccurate and misleading set of facts upon which to base
any decisions.

WIN, WIN, WIN

President Clinton also implemented a win-at-all-costs strategy
calculated to obstruct the administration of justice in the Jones case
and in the grand jury. This is demonstrated in testimony presented by
Richard "Dick" Morris to the federal grand jury.

Mr. Morris, a former presidential advisor, testified that on January 21,
1998, he met President Clinton and they discussed the turbulent events
of the day. The President again denied the accusations against him.
After further discussions, they decided to have an overnight poll taken
to determine if the American people would forgive the President for
adultery, perjury, and obstruction of justice. When Mr. Morris received
the results, he called the President:

And I said, "They're just too shocked by this. It's just too new, it's
too raw." And I said, "And the problem is they're willing to forgive you
for adultery, but not for perjury or obstruction of justice or the
various other things."

Morris recalls the following exchange:

Morris: And I said, "They're just not ready for it." meaning the voters.

WJC Well, we just have to win, then.

The President, of course, cannot recall this statement. (Presidential
Responses to Questions, Numbers 69, 70, and 71)

THE PLOT TO DISCREDIT MONICA LEWINSKY

In order to "win," it was necessary to convince the public, and
hopefully the grand jurors who read the newspapers, that Monica Lewinsky
was unworthy of belief. If the account given by Ms. Lewinsky to Linda
Tripp was believed, then there would emerge a tawdry affair in and near
the Oval Office. Moreover, the President's own perjury and that of
Monica Lewinsky would surface. To do this, the President employed the
full power and credibility of the White House and its press corps to
destroy the witness. Thus on January 29, 1998:

Inside the White House, the debate goes on about the best way to destroy
That Woman, as President Bill Clinton called Monica Lewinsky. Should
they paint her as a friendly fantasist or a malicious stalker? (The
Plain Dealer)

Again:

"That poor child has serious emotional problems," Rep. Charles Rangel,
Democrat of New York, said Tuesday night before the State of the Union.
"She's fantasizing. And I haven't heard that she played with a full deck
in her other experiences." (The Plain Dealer)

 Apparently these fellows had never been slaves, and said so.. They also
 apparently
 "missed the point," that Jesus wasn't talking about literal/physical
 slavery..

  will be strangers in a country not their own, and they will be enslaved and
  mistreated four hundred years.  But I will punish the nation they serve as
  slaves,' G*d said, 'and afterward they will come out of that country and
  worship me in this place.'  Then he gave Abraham the convenant of
  circumcision.  And Abraham became the father of Isaac and circumcised him
  eight days after his birth.  Later Isaac became the father of Jacob, and
  Jacob became the father of the twelve patriarchs."
 
  I stumbled onto the above after looking through my Strong's Exhaustive
  Concordance of the Bible.  There's not a bunch on "slave" or "slavery" but
  more on "bondage" which translates back to "slavery" in the NIV.  The
  Matthew part was what I originally intended to offer but the rest just came
  along.
 
 But, the passage you quoted said nothing about it being "evil" or "wrong" for
 the
 Hebrews to be held in bondage.  It merely said that they WOULD be, and that
 Egypt
 WOULD be punished, which it was... But the punishment was not because the
 Hebrews
 were slaves there, rather because Pharoah did not release them when God told
 him
 to... It was his (1) unreasonable harshness to the Hebrew slaves, and (2) his
 refusal to let them go when directed -- Read it in context and this becomes
 clear.  There was a time (read the part about Joseph) when God BLESSED Egypt
 because of Pharaoh's relationship (master over slave) with Joseph.
 
  I really lean more toward Celtic Buddhism so these forays into Xtian
  theological texts is rather illuminating.
 
 That's good... Since some of these folks are offended by biblical texts, I
 would
 be very glad to discuss the above passages, or any others, with you... Could
 be
 my
 "take" on them is 100% wrong... but maybe I am not wrong at all.  You be the
 judge, after having an opportunity to study the passages using proper
 hermaneutical procedures.  In looking through your concordance, don't look
 for
 "slave" but rather "servant" which IS a slave unless it says "hired" servant.

   B. NOT necessarily literal
   C. CAREFULLY note the response of the hearers ( do they understand or not )
 [ only go as far as you need to in the rules ]


2. TAKE THE WORDS IN THE SENSE THAT THE PHRASE INDICATES (short context)

  How is the phrase using this word? [in the Original language] ( verb, noun,
etc.) - "faith" could mean 'the act of believing' or 'the elements of believe'(as
in statement of faith) or 'the whole religion itself' (as in the Christian faith).
ex.- an (anarthrous noun); nn (noun); repro (relative pronoun)

3. TAKE THE WORDS IN CONTEXT ( long context )
   this is sometimes referred to as ' reading around the text' ( several verses
before and after the target text )

4. CONSIDER THE OBJECT OR DESIGN OF THE PASSAGE

   A. General purpose of the writer ( stated or un-stated )
   B. Specific purpose of the writer ( stated or un-stated )

5. CONSULT PARALLEL PASSAGES (P.P.) - direct quotes (of this or others)

   A. is it a parallel?
   B. is it an inexact parallel?

6. RECOGNIZE PARALLEL EXCLUSIONS

   A. note any absence of your target text in any other related passages
   B. note any absence of your target text in any parallel passages

 hermaneutical procedures" if the Bible says an action is 'evil' or 'wrong'.

The above is somewhat muddled, but presumably, anyone following the principles of
hermaneutics should be able to arrive at a reasonably accurate understanding of
written documents... Otherwise, why do automobiles come with "Owner's Manuals?"
On the other hand, it could be that the document's author was unable to clearly
state what he was trying to say, or that his ideas were inconsistent, and in such
cases, it is more difficult, or sometimes impossible to determine the meaning --
For instance, "How to program your VCR" written by some Korean guy who is
unfamiliar with English... In which case, you would probably have to resort to the
original language (the reason for having study tools such as "Vines Expository
Dictionary of Old and New Testament Words.")

Certainly... however I would not call it an "exhaustive list."  Some examples
are:  Do not steal, do not commit murder, do not commit adultary, etc.

  The United States has widened the rules of engagement for aircraft
  flying over Iraq, allowing them to fire on Iraqi air defence sites
  before they are targeted by them.

  The decision represents another escalation in the conflict, with signs
  growing that a fresh outbreak of violence is likely. Iraq continues to
  criticise its neighbours for the backing it says they have given to
  Washington and London, while American officials hint broadly that they
  believe the regime is on its last legs.

  The US Defense Department said yesterday that planes would be allowed
  to fire at radar sites even if they were not locking on to allied
  aircraft. To demonstrate the new tactics, a US aircraft fired a
  missile at an Iraqi radar site in the no-fly zone over northern Iraq
  yesterday, the fifth such episode in the past few weeks. The Pentagon
  said that, unlike previous such attacks, this was on an early-warning
  radar site, part of Iraq's integrated air defences. In the other
  cases, the US and Britain have said that their aircraft were targeted
  by surface-to-air missiles, and fired back.

  "The radar was seen as posing a threat to coalition forces in the
  area," said a Pentagon spokesman. Previously, early-warning radars
  were not attacked, though American and British pilots were allowed to
  fire at them if they felt they posed a threat.

  The war of words between Iraq and its neighbours spread yesterday as
  the Iraqi parliament accused Kuwait of backing insurgents against the
  regime.

  "The Iraqi National Assembly stressed that the governments of Kuwait
  and Saudi Arabia are influential partners to the United States and
  Britain through presenting facilities for aggression on Iraq," said
  the official Iraqi News Agency.

  In particular, Kuwait was accused of "financing and supporting acts of
  killing and terrorism against the Iraqi people and its institutions
  through receiving agents and betrayers and publishing leaflets that
  incite conspiracies on Iraq."

  The US Defense Secretary, William Cohen, said that Saddam "is lashing
  out verbally, rhetorically, against the Saudis, against the Egyptians,
  against the Kuwaitis". He said this "would seem to indicate that he is
  certainly more agitated and frantic".

  Chemical and biological plants not targeted in Iraq raids: Jane's

  LONDON, Jan 12 (AFP) - The US-British air strikes on Iraq were not
  targeted at biological and chemical weapons for fear of releasing
  toxic substances into the air, according to Jane's Defence Weekly
  Tuesday.

  The military analysts' magazine reported that the US Department of
  Defense was developing munitions intended to incinerate such targets,
  but field tests were still several months away.

  The magazine also said London and Washington had proposed a strike
  list of 250 targets for Operation Desert Fox, but this was reduced so
  the strikes would not continue far into the holy Moslem month of
  Ramadan.

  In the end, said Jane's, US and British aircraft attacked 93 targets,
  destroying 14 and severely damaging another 26.

  Jane's also said that the withdrawal of UN weapons inspectors just
  before the attacks gave sufficient warning to the elite Republican
  Guards and military and security personnel to evacuate barracks and
  disperse valuable equipment.

  This contrasted with US-British claims of heavy damage to Iraq's
  military machine.

  Conflicting also with official British claim of taking part in 20
  percent of all the strikes, Jane's said that of the 650 strike and
  support aircraft sorties flown, 622 were made by the Americans and
  just 28 by British Tornados.

  Regarding claims that hospitals and schools were hit and strike
  figures were inflated, Jane's declared: "Neither side offers solid
  proof. All that appears certain is that Operation Desert Fox shows a
  more concerted effort to make air strikes as surgically accurate as
  possible."

  The Iraqi response, said Jane's, was limited to short range
  surface-to-air missiles and heavy anti-aircraft artillery fire. No
  medium range missiles or fighters were launched.

  The magazine said that on December 28 and 30, Iraq fired Soviet-made
  SA-6 "Gainful" mobile surface-to-air missiles on American and British
  aircraft patrolling no-fly zones.

  It added that Baghdad appeared to have decided to conserve most of its
  surface-to-air missiles for after Desert Fox, knowing that each wave
  of strike aircraft would be protected by jammers, decoys and
  anti-radar missiles.

Turkey is in bad trouble with the new US attitude here.  They want to
strengthen the Kurdish factions which are right on Turkey's border.  Since the
Kurds want the land that is Eastern Turkey, they may well use their new
strength to attack that area.  Turkey already has intense problems with the
Kurds who live in East Turkey and who want to declare that part of Turkey as
their own Kurdistan.  Of course there are other Kurds who want their Kurdistan
to take part of the Soviet Union and part of Jordan and part of Iran and part
of Iraq.  So the Turks are very nervous.  They don't want to aid the US in
letting the Kurds take their part of Kurdistan out of Turkey.  When I was
living in Diyarbakir, Turkey, the Kurds could play their music, speak their
language and dance their dances.  That still did not stop their desire for a
sovereign nation of their own.   I don't think there ever was a Kurdistan
historically, but philosphically there certainly is.  Prudy

WASHINGTON (AP) -- Two decades ago, as a freshman member of the House, Gerald
B.H. Solomon tried to get his Republican colleagues to support Ronald Reagan
for president over GOP primary opponent George Bush.

Solomon, who recently retired from the House and is now a lobbyist, again is
getting involved in presidential politics -- this time for Bush's son, Texas
Gov. George W. Bush. While the governor has yet to disclose his presidential
intentions for 2000, Solomon is trying to enlist his former colleagues in a
Draft Bush movement.

``He is the most electable and one I think is almost guaranteed to be
elected,'' Solomon said. ``He is a conservative with compassion. That's what
Ronald Reagan was.''

Solomon said some lawmakers have already signed on, but he would not disclose
any names.

Bush is expected to make a decision on a presidential run in the spring.

[CTRL] Confirmed: Dollar Threatened

(CNNS,  01/14/99)  --  On  May  5,  1994,  Larry  Nichols, former
marketing  director  of  the  Arkansas  Development  and  Finance
Authority (ADFA), gave an interview to Tom Donahue, then the host
of a radio show called "America's Town Forum."

Nichols, at that time,  had  been  advocating  the  case  of  the
then-unknown  Paula  Corbin  Jones.   In  Nichols' interview with
Donahue, he discussed how his advocacy  of the Jones case had led
to worried calls from Wall Street:

  LARRY NICHOLS:  ...   I  got  5  calls  from  Wall  Street,
  whatever  you  call  'em, brokerage firm people, wanting to
  know  if  the  Paula  Jones suit was gonna be filed.  And I
  said, "Yes, I believe it  is."   They said, "Well you can't
  do that, basically,  because  the  dollar  versus the yen,"
  (whatever  that  means),  "is  like  at  100  and, one more
  scandal is going to destroy the dollar- yen whatever."  [CN
  1.42]

The Wall Street  callers  were  worried  that  the explosion of a
scandal connected with the Clinton presidency  might  weaken  the
Dollar.

Recently,   the  case  of  Danny  Williams,  rumored  to  be  the
illegitimate son of Bill  Clinton,  was  much  in the news.  When
results from DNA tests indicated that Bill Clinton  was  not  the
father  of Danny Williams, it is apparent that this was good news
for the strength of the Dollar.   Had the DNA tests shown Clinton
as the father of Danny Williams, the  resultant  public  distress
probably would have weakened the Dollar on world markets.

The question arises as to  whether,  to preserve the value of the
Dollar, the Danny Williams DNA tests were "fudged."

In a CNNS press release  dated  Jan.  6,  1999,  we  reported  on
information  received  by "Ru Mills" (pseudonym), in which one of
her sources had informed her  that,  with the inauguration of the
new European currency, the "Euro," Federal Reserve Notes  --  the
Dollar   --   were  in  trouble.   CNNS  in  that  press  release
contemplated a "dollar  crash."   ["'Euro'  Bound To Impact World
Economies," CNNS, 1/6/99]

A "dollar crash" would,  in  effect,  be a drastic devaluation of
the Dollar.  Such monetary devaluations have recently occurred in
Russia, Mexico, and now in Brazil.  With the monetary unit  worth
less, that translates into a major price increase for goods.  So,
for  example, were the U.S. Dollar to crash, a gallon of milk now
costing $2.50 might instead suddenly cost $5.00.

In a CNNS press release dated Jan. 9, 1999, we  again  warned  of
the  possibility  of  a  crash in the Dollar.  Treasury Secretary
Robert Rubin has pledged that  the  U.S. will support the Dollar,
but market forces are ultimately  more  powerful  than  even  the
mighty Treasury Secretary.

Now,   an   article   in   The   Nation   magazine   corroborates
earlier-stated fears  that  the  Dollar  could  be  forced into a
drastic decline.  In "The Dollar's Day Of Reckoning,"  Lester  C.
Thurow,  a  professor  of  management  and  economics  at  M.I.T.
(Massachusetts Institute of Technology), warns that the Euro will
have  "far-reaching consequences for American monetary and fiscal
policy."  [The Nation, Jan. 11/18, 1999.]

Citing the Dollar's plunge in  value which occurred circa 1994-95
(the time frame where  Nichols  had  been  contacted),  Professor
Thurow  notes  that  -- back then -- although the Dollar had been
"hammered," falling from 115 yen to nearly 80 yen, there was then
no "stampede" to "get out."  Back then, says Thurow, there was no
alternative currency seductive  enough  to  cause Capital to flee
the Dollar.

But  this  is  no  longer  the  case.   The  Euro now provides an
attractive alternative  haven  for  Capital.  Furthermore, Thurow
argues, the U.S. "runs a trade deficit in excess of $200  billion
and  is  a net debtor owing foreigners $1.5 trillion.  Europe, by
contrast, runs a trade surplus with the rest of the world, and is
owed about $1 trillion."  This,  says Thurow, helps make the Euro
"a more  appealing  choice.   And  with  that  choice  comes  the
possibility of a run on the dollar."

In  a delicate corollary, it must be broached that Bill Clinton's
current  impeachment  troubles  are  themselves  threatening  the
Dollar.  In  the  face  of  potential  disaster,  with the Dollar
seemingly hanging by a thread, why is it that Bill Clinton clings
so tenaciously to power?  The other side of the question  is,  of
course,  with  the  Dollar  threatened,  why  are  Republicans so
insistent on impeaching Bill Clinton?   Neither side is likely to
budge, but in the stand-off, Bill Clinton, as a lone  individual,
clearly has more of an ability to overcome inertia and yield than
does the U.S. Congress, a collective body.

In  a  breaking  development,  information  received by this news
service suggests that upper  class  black Americans have made the

  is either by direct witness, rumor, or out-of-the-way
  and alternative-news sources, this suggests a uniform
  news blackout is being conducted by the major media,
  and that media heads must be "authorized persons."

Having finally managed to get hold of a copy of the reading list for a
course in Secret societies and the revolutionary movement in Europe,
1776-1871, offered at a prominent University in the UK in the early
1990's (and possibly still going now, although this reading list dates
from the early '90's), I would appreciate any listees comments on it.
Primarily as a medievalist I am at a loss with this time period, and
feel it time for some self improvement - any comments on this reading
list, and recommendations from it, are most welcome.

Landmark Legal Foundation Files Complaint Against Flynt and His Private Eye

(Herndon, VA) Landmark Legal Foundation today formally asked the Criminal
Division of the Justice Department, the Public Integrity Section of the
Criminal Division, and the United States Attorney for the District Columbia,
to open immediately a federal criminal investigation into possible violations
of Title 18, Section 1505 of the United States Criminal Code.

18 U.S.C. Sec. 1505 states, in part:
Whoever corruptly, or by threats or force, or by any threatening letter or
communication influences, obstructs, or impedes or endeavors to influence,
obstruct, or impede the due and proper exercise of the power of inquiry under
which any inquiry or investigation is being had by either House, or any
committee of either House or any joint committee of the Congress - shall [be
fined not more than $250,000 and/or imprisoned not more than five years per
violation].

Landmark president, Mark R. Levin, said, "We believe Larry Flynt and his
private detective, Dan Moldea, are, and have been, attempting to corruptly
influence the congressional impeachment process. They are apparently
attempting to stop Republican members of Congress from criticizing during the
impeachment-trial proceedings by threatening to disclose embarrassing personal
information purchased by Flynt. This appears to violated federal law. The
Criminal Division of the Justice Department has the duty, and the
jurisdiction, to put an end to these coercive tactics."

Landmark is a public interest law firm and ethics watchdog group with offices

Anarchism is the anti-political philosophy that rejects the State as
evil. The State is defined by archeologists as a monopoly of force over
a geographic area(1). It has been shown to have been created only
through violence and coercion (2). But the State has only existed for a
few thousand years compared to the millions of years of human
evolution.Thus,the State is an unnecessary evil. Humanity has shown that

Given the violence and terror that is characteristic of governments and
ruling classes it is ironic that those who oppose the State, the
Anarchists, are falsely called terrorists. In fact, real anarchy cannot
be created through
violent revolution. Violence would merely re-create a monopoly of force,
i.e., a State and ruling class.
We have been brought to the brink of extinction by the nuclear terrorism
invented and nurtured by the State. Humanity has an ultimate safety net
against statist terror: anarchism.
Through nonviolent means we can scientifically and socially discredit
the State and save our species and the biosphere.

This is an interesting article from the Memphis Commercial Appeal, about
John Elrod.

As you read the article, notice that the Sheriff's office specifically
stated that, "Elrod was sober" when he came to them, and that they were
impressed enough with him to tell the FBI that he he had "information of
value".

In fact, the local Sheriff was impressed enough with Elrod to bypass the
local FBI office and write directly to Hoover.

Unfortunately, the FBI took a somewhat different attitude about Elrod's
story. They falsely claimed in their report, that Elrod wasn't even in the
Dallas jail on 11/22/63, and they tried to create the impression that
Elrod never mentioned Oswald's name, only referring to an "unnamed
cellmate".

Of course, the Sheriff's report, as well as a recently discovered internal
FBI memo confirmed that they were fully aware that Elrod was talking about
Oswald.


Memphis Commercial Appeal (Nov. 10, 1997)

On Aug. 11, 1964, just after midnight, a troubled man stumbled
into the Shelby County Sheriff's Department in downtown
Memphis, carrying a sawed-off shotgun. He had a story to tell
about Lee Harvey Oswald.

John Franklin Elrod gave his story to a sergeant on duty, A. C.
Gilless. Thirty-three years later, Gilless, now sheriff, can't
recall the incident but says that, under the circumstances,
he's surprised he can't remember.

"1964? Lord have mercy. That's 33 years ago," he said.

What Elrod told Gilless and then the FBI could go far in
debunking the official explanation of Oswald's televised murder
two days after President John F. Kennedy was killed, according
to a new book on the case, Oswald Talked: The New Evidence in
the Kennedy Assassination.

Among the revelations: Oswald knew his own killer, Jack Ruby.

According to the book and documents now available from the
National Archives and Records Administration in Washington,
Elrod was Oswald's Dallas cellmate between the time the accused
assassin was arrested and the time Oswald was shot to death by
strip-club owner Ruby while being taken down to the garage of
the Dallas County jail.

The book indicates Oswald was probably an FBI informant who'd
infiltrated a Cuban exile group that was buying stolen guns in
Texas. According to Elrod, Oswald said Ruby was part of the
gunrunning ring, as was another man paraded before the jail
cell bars for Oswald to identify, authors Mary and Ray
LaFontaine say in their book.

A Dallas police report released to The Commercial Appeal under
the Freedom of Information Act says Elrod was arrested Nov. 22,
1963 - the day Kennedy was killed - at 2:45 p.m. "on railroad
tracks a few minutes after a radio call was dispatched that [a]
man was walking along railroad carrying a rifle. This man was
not carrying a rifle at time of arrest." He was charged with
"Inv. murder and Co. Vag.," apparently investigation of murder
and violation of the county vagrancy law.

He was released days later and left town. What he heard Oswald
say in jail about Ruby and the gunrunners is the subject of the
book that stars Gilless in a cameo role.

Gilless's original reaction to hearing of his involvement in
the controversy was to say the Elrod incident never occurred.

"None of it's true," he said in a telephone interview Oct. 16.
"I've heard from several people who read that book and asked me
about it but I can assure you none of that happened."

But shown the documents from the National Archives last week,
Gilless acknowledged his signature on an urgent letter to J.
Edgar Hoover, then the FBI director.

"Apparently I had some contact with him (Elrod) because I wrote
this letter and signed it," he said. "But in those days I
processed many, many people through this jail."

Gilless's letter to Hoover was itself unusual, Gilless says.

"I wrote that letter apparently directly to Hoover, and I don't
know why I did that, rather than call the local office. I don't
know why I don't remember that."

Gilless's letter to Hoover reads in part: "This subject walked
into our office at approximately 12:30 a.m. this date and
stated he had information concerning the murder of Lee Oswalt
(sic). He had with him a travel bag which contained a sawed-off
shot gun. The local office of the FBI has been informed of this
subject and stated they would conduct an investigation. Please
wire reply collect. Yours truly, Alton C. Gilless Jr."

Hoover did reply, in a memo dated Aug. 12 and corrected by a
different typewriter to read Aug. 13. The director wrote simply
that Elrod had a rap sheet with the FBI but was not wanted.

The FBI's local office also was involved in talking to Elrod.

Libertarians blast Congress for spending
$23 million to develop anti-drug killer fungus

WASHINGTON, DC -- The United States government is spending $23 million
to develop a killer fungus to wipe out marijuana plants -- a dangerous plan
that could cause an environmental catastrophe, said the Libertarian Party
today.

"This project is the political equivalent of athlete's foot fungus:
It's nasty, it's dangerous, and it needs to be stopped before it spreads,"
said LP National Director Steve Dasbach. "The last thing we need is a
bio-engineered killer fungus turned loose on the world."

Late last year, Congress passed legislation that authorized $23
million for research into soil-borne fungi called "mycoherbicides," which will
attack and kill marijuana plants, poppy plants, and coca plants.

When developed, the fungus could be released in such South American
countries as Colombia, Peru, and Bolivia, said U.S. officials.

The legislation was guided through Congress by U.S. Representatives
Bill McCollum (R-FL) and Mike DeWine (R-OH), who said the killer fungus was
potentially a "silver bullet" in the War on Drugs.

But Libertarians say the tax-subsidized fungus is a "biohazard" that
could have a disastrous impact on the ecosystems of the target nations -- and,
potentially, the whole world.

"In the government's irresponsible search for a quick-fix in the War
on Drugs, politicians could cause terrifying long-term ecological problems,"
warned Dasbach. According to scientists, the killer fungus could...

* Attack other plants, wiping out valuable cash crops.

"For example, a chemical alkaloid similar to the one that produces
cocaine is present in many legal plants -- including tobacco and coffee
beans," said Dasbach. "In an effort to wipe out drugs, this killer fungus
could wipe out the livelihood of millions of farmers."

* Cause many plants to develop stronger chemical defenses against the
fungus, which could then mutate and spread to other, harmful plants.

"According to scientists, mutated plants could pass on these resistant
genes and create herbicide-resistant weeds, which could have a ruinous effect
on farm yields," he said. "With world hunger already a problem, why risk
making it worse?"

* Wipe out industrial hemp plants, which are legal in every major
industrialized country outside the United States.

"No fungus is smart enough to tell the difference between legal hemp
and illegal marijuana," noted Dasbach. "This fungus could be the biological

Executive Summary 

In 2025, US aerospace forces can own the weather by capitalizing 
on emerging technologies and focusing development of those technologies to 
war-fighting applications. Such a capability offers the war fighter tools to 
shape the battlespace in ways never before possible. It provides opportunities 
to impact operations across the full spectrum of conflict and is pertinent to 
all possible futures. The purpose of this paper is to outline a strategy for the 
use of a future weather-modification system to achieve military objectives 
rather than to provide a detailed technical road map. 
A high-risk, high-reward endeavor, weather-modification offers a dilemma not 
unlike the splitting of the atom. While some segments of society will always be 
reluctant to examine controversial issues such as weather-modification, the 
tremendous military capabilities that could result from this field are ignored 
at our own peril. From enhancing friendly operations or disrupting those of the 
enemy via small-scale tailoring of natural weather patterns to complete 
dominance of global communications and counterspace control, 
weather-modification offers the war fighter a wide-range of possible options to 
defeat or coerce an adversary. Some of the potential capabilities a 
weather-modification system could provide to a war-fighting commander in chief 
(CINC) are listed in table 1.

$90 million Filegate civil lawsuit brought against the Clinton White House

"Ms. Tripp once again has much to say on Filegate and related issues," noted

Financial Actions Task Force (FATF), the international organization that
is
forcing all U.S. banks to develop identification and monitoring systems
so
that the banking transactions of every American can be monitored. A link
to
the FATF web page is included below. (The term "member," when used in

documents, means any country that is a member of the Global-7
organization.)

In the U.S., the FDIC and the Federal Reserve Banking System are among
the
federal agencies currently in the process of instituting these "Know
Your
Customer" requirements in the form of regulations.

EVALUATION OF MEASURES TAKEN BY FATF MEMBERS DEALING WITH CUSTOMER
IDENTIFICATION

Introduction

1. This paper presents a synthesis of measures taken by FATF members in
relation to customer identification requirements and record-keeping
rules.
It deals with both the identification regime set up by members and the
practical problems which may have arisen.

2. The "know your customer" policy is probably the cornerstone of the
forty
FATF Recommendations. While all members have generally implemented the
Recommendations dealing with customer identification and record-keeping,
there is a need to examine the effectiveness of the identification
regimes
in place and to see whether some refinements are necessary in order to
solve
the problems encountered in the most difficult situations by financial
institutions.

3. The paper first describes the customer identification and
record-keeping
systems in FATF members. It then addresses specific issues such as
anonymous
accounts, identification of the beneficial owner, identification in
cases
where there is no face-to-face contact between the customer and the
financial institution, and future challenges linked to the development
of
new technologies in electronic payments such as stored value cards.
Finally,
the conclusion will endeavour to provide an overall assessment of the
effectiveness of identification regimes and their impact on money
laundering
activities.

(iv) Compliance

(a) Measures in case of failure of identification -

27. When the customer has not been adequately identified, various
measures
can be taken by the relevant institutions:

 * sever the relationship with the customer (including refusal
to open the account or refuse the transaction;

 * block the account from withdrawals;

 * make a suspicious transaction report;

 * possible forfeiture of the account after a certain period
of time;

 * keep the record of the data concerning the identification.

28. The above-mentioned measures can apply either separately or
together.
For instance, after an account has been opened, a financial institution
may
block the funds and simultaneously make a suspicious transaction report.
However, this position has been subject to criticism as incompatible
with
the principle of good faith in business relations.

29. For most members, in no circumstances should transactions be
permitted
on a account before the customer's identity has been established.
However,
financial institutions may discover later that the identification checks
were not satisfactorily completed. In this case, the institutions
should, as
a minimum, be required to disclose information to the relevant
authorities.
This issue of severing business relations at this stage is nevertheless
questionable. In fact, it is important to keep an audit trail in all
cases
and not to authorise withdrawals in cash.

(b) Sanctions for non compliance with identification requirements

30. The sanctions applicable to the institutions in cases of non
compliance
with respect to customer identification are as follows:

 * fines for individuals, companies and financial institutions;

 * the possibility of imprisonment for individuals (members
of the board, directors, managers, employees, representatives
or other persons who permanently or occasionally render services
to them);

 * disciplinary sanctions (warning, suspension of activity,
or withdrawal of agreement in most serious cases);

 * rectification of any weaknesses in customer identification
as identified in the banking supervisory process;

 * cease and desist, removal and prohibition and other such
actions.

31. Again, the above-mentioned sanctions can be applied either in
