It does not rise into the air as a balloon filled with helium will do. OK.so what? Soheavy CFC gas molecules do not rise high into the atmosphere and destroy the Ozone Layer which is 12 to 30 miles above the earth's surface. THERE ARE NO CFC GASSES 12 TO 30 MILES UP IN THE SKY! Even if some were intentionally released at high altitude, the CFC gas molecules would sink through the air back down to the earth's surface. Once there, they would find the lowest hole or crack they could sink into and stay there. This is basic laws of physics. CFC molecules are extremely stable. They do not readily break down. Then tend to remain intact. The last "C" in CFC stands for Carbon. Carbon is heavy. Carbon is the main reason that CFC molecules are much heavier than air. The following statement in this newspaper report is true but misleading: "Highly reactive chlorine can destroy ozone molecules on contact..." Correct. Chlorine does destroy ozone. However, the world's oceans naturally release millions of times more chlorine than all of the CFC gasses ever produced! Volcanoes also produce vast amounts of chlorine gas. One large volcano such as Mt. St. Helen's or Mt. Penitubo in the Phillipines, sprew vast amounts of chlorine gas into the air. But the ozone layer has existed for millions of years despite these large quantities of chlorine produced by the oceans and by volcanoes. SO WHY ARE WE BEING LIED TO ABOUT THIS?? Thank you for responding. I bought the book and read it a few years ago. It was shocking, yes, but also not entirely believable. I'd already done a fair amount of reading on satanic ritual abuse and mind control when I read this book. Some of the information was similar to what I'd learned and much was new. I couldn't bring myself to trust Mark's account or his motivation. That was the main problem I had with the book. I still don't understand why publishing the book himself was safer than going through a publishing house. It's the mechanics of the publishing process as it relates to the CIA that I do not understand. Its an exceptional article by a local Bay Area free lance reporter, Leslie Kean, entitled _UFO theorists gain support abroad, but repression at home_. I would strongly urge you to reprint this article in your paper due to the importance of the information presented. The article discusses a study by high-level military officials in France called the COMETA report. After a three year study, the authors conclude that 5 percent of sightings on which there is solid documentation cannot be easily attributed to earthly sources, such as secret military exercises. The group, which includes a four star general and the former head of the French equivalent of NASA, is urging international cooperation with the European Union, the United States and other countries to study the UFO matter. The Boston Globe and later the Minneapolis Star-Tribune which picked up the story for its May 28th Sunday Paper, both exhibited courage in publishing Leslie Kean's article. It is so important for information of this nature to be made available to the American people. Obviously, the information regarding possible extraterrestrial activity is available to citizens of other countries. It is a puzzle to me why a free nation like the United States would hesitate to publicly and openly discuss this matter on an official level. And, as Jimmy Connors, the tennis great once said: "I don't like winning as much as I simply hate losing." Elian's lawyers just sustained their third loss in court, and apparently they've grown to like it. O.J. Simpson had a "Dream Team" comprised of skilled lawyers who had one object in mind--winning. Elian's compilation of third-rate lawyers, many of whom have little trial experience and none of whom have any background in fighting the government, must forever be known as his "Nightmare Team." But they'll sleep well knowing they went through the motions at least. It's the boy who has a life of nightmares ahead of him. These were lawyers more interested in process than results. This is why Kendall Coffey, the head of the Nightmare Team, chose after the ruling to go on, of all shows, Rivera Live, to praise the three 11th Circuit judges "for their wonderfully thoughtful, well-reasoned opinion." At a press conference yesterdar Coffey spoke as if he had won the case because the judges, while rejecting Elian's asylum claim, had some criticism of the INS. Earth to Kendall: The judges rejected your client's claim. Do you get it? Kendall should have atken the three judges to task for the INS' claim that Juan Miguel, Elian's father, "is not under duress." That is a finding of fact for which there is a great deal of rebutting evidence. Where do you introduce such evidence? At an asylum hearing, that's where. Here is a court that never heard from Coffey or anyone else before it that the boy was taken by an illegal raid, unconstitutional on its face, and that there can be no hearing, not even a hearing on whether or not to have an asylum hearing, until the plaintiff in the case--the boy himself--gets to meet with his counsel. Even Alan Dershowitz said by seizing the boy the federal government had deprived him of his own lawyer. And dershowitz noted that Coffey could not be Elian's attorney. Indeed, Elian needed a counsel with some moxy and some skill. Here is a court that found there was a loophole in Congress's asylum laws, since they do not address the issue of whether a minor boy can apply for asylum over a surviving father's objection. If Coffey was honest he shouldn't have even argued this case as he has NO real experience in immigration law. The case should have been argued by the likes of Roger Pilon, a lawyer, a man interviewed twice by me for NewsMax, who was Ronald Reagan's head of the asylum division at Justice, who actually wrote the regulations closing that alleged loophole, delineating in detail how a child as young as six years old could and should apply for asylum over a parent's wishes. Report Says Finance Probe Caused Serious FBI-Justice Tensions By Larry Margasak Associated Press Writer WASHINGTON (AP) - Quarrels between the Justice Department and the FBI over appointment of an independent campaign finance investigator had a "devastating impact" on relations among those investigating fund-raising abuses, officials acknowledged in a report obtained Friday. The differences - Justice's determination that no special prosecutor was warranted and the FBI's support for one - have surfaced before. But the General Accounting Office report, based on interviews with several key players, described the disagreements and their impact in detail. Lee Radek, chief of the Justice Department's public integrity section, spoke to congressional investigators as did FBI officials about the bitterness that has enveloped the department's Campaign Finance Task Force, created in December 1996. Attorney General Janet Reno has kept the investigation under Justice Department control, unswayed by arguments by Republican lawmakers, FBI Director Louis Freeh and former task force chief Charles LaBella. The animosity became so severe that Freeh, seeking an expansive probe, ordered his agents to strike out on their own to interview White House and Democratic Party officials. Cautious prosecutors not only opposed the move but told the GAO that the agents virtually paralyzed the task force's operations for weeks. Eventually, the prosecutors and agents had to be separated on separate floors. "Mr. Radek said that he believed that the FBI was too anxious to recommend the need for an Independent Counsel and that in his opinion the information gathered did not justify seeking the appointment of an independent counsel," the report said. "He added that their disagreement over this issue had a devastating impact on the relationship between the FBI and PI (the Public Integrity section)." A Justice Department statement said Friday that "it is not news that there were fundamental disagreements in 1997 between prosecutors and FBI investigators" but contended that Reno and Freeh "moved decisively" to bring in new leadership and address the problems. "Nothing in the report suggests that the frictions continued beyond that time, and one only need look at the task force's success record to see that any personal disagreements that may have existed three years ago did not affect the task force's work product," the department said. Radek's comments referred to the period in 1997 when he was directly in control of the investigation, but even after he relinquished the direct role, he remained a key player in opposing an independent investigation. Neil Gallagher, an FBI assistant director, "believed that Mr. Radek's criteria for what information was needed to trigger the seeking of an independent counsel were too stringent," the report said. Freeh recommended to Reno in a November 1997 memo that she seek an independent investigation, and in July 1998, LaBella made the same recommendation. Reno refused on grounds evidence was insufficient to trigger the independent counsel law, which since has expired. The disagreements encompassed other matters, the report said. FBI officials also accused the attorneys of "excessive participation in traditional investigative functions, especially interviews of witnesses where agents felt they were being used mainly as note takers." There were severe differences in the investigative approach, with the Justice prosecutors seeking to build the investigation methodically, "from the ground up," and the FBI agents trying "to pursue several investigative tracks simultaneously." Justice officials wanted "to avoid prematurely tipping off potential witnesses and investigative targets," the report said. It added that Radek "did not believe specific predication existed ... to justify all the investigative tracks proposed by the investigators." He also "believed the press created expectations for a major scandal, rather than allowing the investigative process to make that determination." Gallagher said that on the basis of news reports about White House coffees for campaign contributors, "The FBI wanted to investigate ... whether the White House had violated campaign finance laws." In June 1997, Freeh directed investigators to interview more than 100 individuals including White House and Democratic National Committee employees who were not yet the focus of the task force efforts. The head of the task force at the time, Laura Ingersoll, said as a result of the interviews, 90 percent of the investigative resources were unavailable for two to three weeks. Some time ago there was a lot of controversy with regard to the US Patent Office; there were those who said secret information of a critical nature was being divulged to friends and foe alike. There was one story with regard to John F. Kennedy not providing a flight plan the night he crashed into the ocean. Flighs off schedule and the Alaska crash, everything from the Egyptian flight, this might have begun years ago in New Mexica area, etc. For it seems airplanes would suddenly lose power, for instance the crash of this Mike Todd, one of Elizabeth Taylor's husbands, at that time there were many reports of something draining the energy, and motors of automobiles suddenly cut off. Something seemingly consuming all energy. If it is true that this Neutron Bomb which Clinton arranged for Chinese to build is useless as we have a defense system which would send any hostile missiles back to point of origin, it would be ironic if Clinton did not have the last laugh. All these "allies" who are supposed to be friends, have stolen much information but it would seem to be, many traps were laid to permit stealing of same. It would seem to me that the best defense, is a good defense. Show me in our US Constitution any word that gives the USA the right to commit any action unless it is strictly defensive. So in this day and age, the wonders of HAARP, which is logically a defensive system built to protect American from nuclear attack, it would bee to me the best way to put the neutron bomb out of business is to share it with all "allies", that is if you call some of these countries allies. Well Mr. Spitzer - the FBI is purely an investigative group. FBI used to be lawyers and/or accountants/CRA's. The idea was for the government to have two forms of expertise. Look at Ken Starr. How much was down the drain here, $70 million dollars or so to investigate an affair between the President and an intern, when the FBI no doubt already had this information as did numerous publishing houses, tapes and all? So who was caught in the trap. The one setting same? We only know that millions of dollars spent to an independent counsel and his cronies, need not have been wasted in such a manner. Why do you think the FBI hires lawyers? To save the taxpayers money by hiring competent agents who are supposed to come loaded with the law, and not a gun. Why do you think they are called FBI.bureau of investigation? For they collect the evidence for the Justice Department and the FBI is supposed to be impartial. It's not going to happen because of a law Congress will pass, but because of an executive order President Clinton will soon issue - the action of one man. He will most likely issue the executive order just after the upcoming presidential election regardless of who wins. If you think my prediction is far-fetched, think again. President Clinton and his supporters desperately want all firearms and all owners of firearms in the U.S. to be registered with the federal government. They desperately need national registration because, as we all know, what they truly want is national confiscation of firearms. President Clinton and his supporters will continue to actively push Congress for so-called "reasonable, common sense" gun-control legislation. What are your store hours? Please give me directions to the store. Can you show me how this product works? If the group puts up signs answering the questions, ignore the signs and ask anyway. Don't you just hate to shop in a crowded store? Asking for detailed information is especially good while calling on a toll-free 800 number (you don't pay, but they do!) HIGH EMPLOYEE TURNOVER - While bad customers make the employees miserable these workers suddenly encounter better-paying job opportunities by chance. It is in human nature to take a better-paying job if your current job is lousy. Of course, people make an effort to find these employees better-paying job opportunities. HIGH COST OF HIRING AND TRAINING NEW EMPLOYEES - Masses of bad customers can also apply for a job just to consume time and waste money. Imagine how much money it takes to review 500 applications for every job opening! They dress in inappropriate clothing (wearing too little, too much or geeky clothes). They could be senior citizens always shopping at a store targetted at young people. They tell raunchy stories (an overheard conversation - "My spouse and I and the neighbor were taking a shower together last night ...") They bad mouth the store loudly. FORMING LONG LINES - Masses of bad customers form long lines during rush hour (like lunch or after work). Busy customers will walk out of the store to patronize another establishment. These bad customers may buy very little. They may just ask a common question like: Can you give me directions or what are your store hours? DiLorenzo Joel Klein, the third-rate lawyer/political hack who is in charge of the government's Microsoft persecution, recently tried to rationalize the lawsuit by saying that it was in keeping with the long history of consumer protection regulation, beginning with the Sherman Antitrust Act of 1890. In reality, the history of antitrust has been a history of politically-inspired witch hunts launched against America's most innovative and entrepreneurial businesses. In the June 1985 issue of the International Review of Law and Economics I showed that the industries accused of "monopolization" by Senator Sherman and his colleagues in 1890 were expanding production four times more rapidly than the economy as a whole for the decade prior to the Sherman Act (some as much as ten times faster) and were dropping their prices even faster than the general price level was falling during that deflationary period. The trusts "have made products cheaper, have reduced prices," admitted Congressman William Mason, who nevertheless was in favor of an anti-trust law. He was in favor of the law because he, and most of his congressional colleagues, wanted to protect less-efficient businesses in their districts from competition. Antitrust has always been a protectionist racket. Judge Thomas Penfield Jackson, the grossly biased judge in the Microsoft case, has frequently compared Bill Gates to John D. Rockefeller, thereby perpetuating another statist myth -- that Rockefeller's Standard Oil Company was a "monopoly." But Standard Oil caused the price of refined petroleum to fall from over 30 cents per gallon in 1869 to 5.9 cents by 1897 while stimulating an enormous amount of innovation in the industry, just as Microsoft has stimulated innovation in today's computer industry. For this great service to consumers, Rockefeller was prosecuted and forced to break up his company. In his masterpiece, Antitrust and Monopoly: Anatomy of a Policy Failure, Dominick Armentano carefully examined fifty-five of the most famous antitrust cases in U.S. history and concluded that in every single case, the accused firms were dropping prices, expanding production, innovating, and generally benefiting consumers. It was their less-efficient competitors who were "harmed," as they should have been. For example, the American Tobacco Company was found guilty of "monopolization" in 1911, even though the price of cigarettes (per thousand) had declined from $2.77 in 1895 to $2.20 in 1907, despite a 40 percent increase in raw material costs. In what is perhaps the best example of nonsensical double-talk in antitrust history, in 1944 Judge Learned Hand found Alcoa guilty of "monopolizing" the virgin ingot aluminum market by employing "superior skill and foresight" which the judge feared had "forestalled" competition by those businesses with less skill and foresight. He condemned Alcoa for being extremely adept at correctly anticipating market demand for its product and then supplying that demand, to the "exclusion" of its less efficient competitors. Alcoa "embraced every new opportunity" with a "great" organization, said the judge, and manned the organization with "elite business personnel." It was obvious to the confused and befuddled Judge Hand that gaining market share through entrepreneurial excellence should be illegal. In 1962 the government forbade the Brown Shoe Company, which had 1 percent of the shoe market, from acquiring Kinney Shoes, which also had a 1 percent market share. A company with 2 percent of the shoe market, according to the government, constituted a monopoly. In 1969 IBM, the Microsoft of the day, had a 65 percent market share in the computer market and was sued by the government for allegedly monopolizing the industry. IBM was mired in a court battle for thirteen years before the government finally gave up on the case. In the meantime, the company was eclipsed by Intel and other competitors while Microsoft had just produced, in 1981, its first copy of MS-DOS. The government's assault on IBM undoubtedly weakened the company and weakened the level of competition in the industry as well. This has happened time and again as a result of Quixotic antitrust prosecutions. In 1962 the government forced the Schwinn Bicycle Company to divorce itself from its network of dealers; foreign competition eventually drove Schwinn into bankruptcy. General Motors was never prosecuted, but because of the company's fear of antitrust it was official company policy from 1937 until 1956 to never let its market share top 45 percent, for any reason. This fear of antitrust prosecution contributed to the industry's dramatic losses in market share to the Japanese and German automakers during the 1970s and '80s. RCA was prohibited by antitrust regulators from charging royalties to American licensees, so the company licensed its products to Japanese companies. The entire Japanese

Thanks A, This is an excellent article. Turkey is the linchpin state for three regions. The Balkans, Central Asia, and the Mid East. It's no accident that Turkey and Israel, an unlikely pair, have come together as strong allies under the auspices of US foreign policy. If you look at a map, you can see why this suits the US. Between them, Turkey and Israel, but mostly Turkey, control the waters of Syria, Iraq, Jordan, and Lebanon. This control, through its client states, gives the US a strangle hold on two of the world's most important oil producing regions. Capitalism burns oil. Having treaties with Turkey in the north, prevents a Pan Arab war against Israel because the Arab states north of Israel would have to fight on two fronts. Turkey in the north, and Israel in the south. This plays into the NWO's plans for the Mid East by apparently guaranteeing a no war situation. But this is a typical example of NWO/CFR wishful thinking. It might be true that there won't be an outright war as long as the status remains qou, but it is highly unlikely to remain so. NWO policies are only functionable as long as approved elites remain in control. Turkey's elites are trying to make Turkey a modern European state. It simply is not. Islam is the religion of the people, not Christianity or Judaism. If push came to shove, the Turks would not be likely to support a Jewish State at war with their coreligionists. And, they have been at war with Christianity for over a thousand years. When things go bad for people, they fall back on their preferred superstition for relief. The Turkish people are not doing so great economically that they can bear the brunt of international capitalism for long. It is only a matter of time before they overthrow their secular elites and reestablish some form of Islamic theocracy. The same goes for Saudi and even more so for Egypt. It is only US taxpayer money, in the form of military aid to Egypt and Turkey which is keeping things under control. This is not a problem at the moment ( except for America's poor and working class ), but what will happen when the US economy hits the down cycle, and we'll be less able to afford world empire? The New World Order is based on wishful thinking and a fierce stupidity based on opportunism. The more they succeed in implementing now, the worse it will be when it falls apart. The United States and Europe are setting up the conditions for the first world war of the twenty first century. If history is any indicator of what will be, we ordinary folks will pay dearly. The war in Kurdistan has been going on for almost three decades, and has claimed some thirty thousand mostly civilian lives, but Turkeys status as a bona fide member of NATO was never in doubt. With the onset of the McCarthy era 50 years ago, any perceived threat to
U.S. sovereignty from the British Round Table and its American branch
shifted to an obsession with the Soviet Union. Roy Cohn, who was legal
counsel to Sen. Joseph McCarthy during the anti-Communist Senate
investigations of the 1950s, would later become a member of the John Birch
Society and a principle figure in the JBS intelligence gathering operation,
the Western Goals Foundation. Out of the latter emerged the core group
which, in 1981, formed the present Council for National Policy -- a
consortium of high level political, corporate and evangelical leaders which
is the primary coordinating body and funding conduit for Christian Right
projects.
Sara Diamond's book, Roads to Dominion: Right-Wing Movements and Political
Power in the United States, notes:"Before and after the formation of the
John Birch Society, corporations played a major role in rallying the public
to the anticommunist cause." 1. In 1947, the Taft-Hartley Act granted
corporations the right to distribute literature to counter labor union
organizing -- a movement they blamed on the communists. To reduce the cost
of producing and distributing anti-Communist materials, corporations turned
to non-profit organizations such as the JBS.
By 1963, corporations were spending an estimated $25 million per year on
anticommunist literature... Some corporations circulated print and
audio-visual materials produced by the John Birch Society; other
corporations produced their own in-house literature...By the early 1960s,
the Nation magazine reported that there was a minimum of 6,600
corporate-financed anticommunist broadcasts, carried by more than 1,300
radio and television stations at a total annual budget of about $20
million...Leading sponsors included Texas oil billionaire H.L. Hunt and
Howard J. Pew of Sun Oil. The corporate sector's massive anticommunist
propaganda campaigns created a favorable climate for the mobilization of

super-capitalists such as John D. Rockefeller would come to understand the
potential of using labor unions to corporate advantage -- as a means of
controlling the opposition.
The Rockefeller interests have not overlooked and have made good use of the
monopoly of labor that is afforded to unions, to effect monopolies of
industry that would be recognized as illegal if they had been effected by a
monopoly of machinery. Labor unions have proved to be a powerful weapon for
the Rockefeller Empire in extending its world conquest; and subsidized
unioneers are always in the forefront of the emissaries that they send out
into newly conquered territories. With Marxism as a shibboleth, they are
rapidly accomplishing a world-wide subjugation of the "peasantry". This has

In the long march toward a new social order, ultra-right and left-wing
agitation propaganda serve not only to polarize and destabilize society,
they create a diversionary conflict to prevent recognition of the true

On April 25, President Clinton signed the Hyde bill into law. By its terms, the procedural reforms take effect 120 days after enactment. By our count, that means they take effect August 23. (The only provisions that take effect earlier are the reinstitution of the fugitive disentitlement doctrine -- a judicially created mechanism by which courts refused to let claimants defend their forfeiture cases if they were fugitives from justices in a pending criminal case. The Supreme Court declared the fugitive disentitlement doctrine unauthorized by statute in the 1996 case Degen v. United States, 517 U.S. 820 (1996). This statute resurrects that doctrine (in one of the compromises that Reno insisted on.) For a little recent history -- the original version of HR 1658 passed overwhelmingly - 375 to 48 - in the House of Representatives in June, 1999. The momentum from that surprising landslide in our favor (thanks to the overwhelming public support from people like you who wrote and called their Congressmen) propelled this bill past the outraged, self-interested lobbyists from the police unions, who almost stalled our reforms out in the Senate. The Senate passed a watered down version of HR 1658 on March 27, 2000, and on April 11, Rep. Hyde presented the amended version of HR 1658, to the House of Representatives where it was adopted as amended. The compromise bill waters down the original Hyde bill's provisions somewhat, but it is still a strong positive change. The best features are: (1) the cost bond is abolished, (2) there will now be court appointed counsel for indigents (with exceptions), (3) property can be returned to the property owner pending trial on a showing of hardship, and (4) there is a strengthened innocent owner defense that applies across the board to virtually all civil forfeiture statutes. Even with the compromise the new law will go a long way to level the playing field for poor and middle class forfeiture victims -- particularly innocent owners -- and will force the U.S. Attorney's Office to take a look at the merits of the case, instead of having the seizing agency win most cases by default when the claimant fails to file a claim and cost bond on time. The "Constitutional defense mechanism" that was to keep this body strong and healthy and nourished was first weakened by constantly deceiving the mechanism into the delusion that it had no reason for existance within the body, that the body could remain healthy and vital while hosting the disease. And all the while the disease would create false diseases for the protection system to further weaken itself upon. There were those "anti-bodies" that were ever vigilant, not fooled by either the precursors to the disease or by the disease itself but they were few, too few, in number and were tremendously impeded in the last, terminal days of the disease by the rest of the defense mechanism that had, for years, been kept ignorant, made lethargic and in some cases actually aided the disease in its spread. It is sad to realize that our friend could have been saved, even in the last days, by an old, miracle remedy put in place many centuries previous.. but alas, most of the parts that made the whole of our friend had turned from the only salvation capable of saving its dying existence, the Creator! One little known fact about Turkey ~ When the United States refused to admit Jews into our country during WWII, the Turks were giving them refuge and did so throughout WWII. I know because there were several Jewish families living in the same apartment building I lived in Izmir. The Jews are accepted there by their supposed enemies (Moslems) and they get along quite well. One lady had visited Israel, but said she liked Turkey much better and felt safe there. I have read some stuff about this object. I think it is more indicative of past advanced HUMAN civilization rather than extraterrestrial. By the same standards I judge the ETH in UFO cases I judge this, according to the Occam's razor tenet it stands to reason that a human origin is the most likely explanation. Part of the paradigm for control, IMO, is to suppress the idea of past ADVANCED human cultures, and to advance the idea of extraterrestrial influence (but AT THE SAME TIME, debunk it because it is ludicrous, which by the way is MY OPINION for what is being done with the "alien" origin theory for UFO's, that it is advanced with sly innuendo by the governments and intelligence agencies of the world, and with the cryptic release of ambiguous information, only to then be LAUGHED at as ridiculous by the very people spreading it in the first place) in the development of civilization. This artifact seems to me (much like the antikathera (sp?) device found in the Aegean sea (Mediterranean perhaps?) to be the product of pre-modern technologica advancement of HUMAN BEINGS, no aliens required. This is very interesting stuff, but how does one come to the conclusion that there is any relationship between the two things, ie; abduction and the presence of "glassy particles"? If all abductees had a book of matches on their night stand would that imply a connection between the matches and the abduction? What about my home? Do I have "glassy spheres" in my dust? The research team proposes that sand in the Gulf was both a cause of immune system depletion and a vehicle for low-intensity exposure to chemical warfare agents. When such agents were released by the destruction of ammunition stockpiles and by the Iraqi military, they speculate, they were "microimpregnated" into sand particles, wind-blown throughout the region and inhaled by troops. Once in the lungs, the "dirty sand" damaged the alveoli, causing immune defenses to be compromised. The chemical warfare agents were thus able to "penetrate the alveolocapillary barrier, entering the bloodstream, to be disseminated via the lymphatic and blood vessels." Dr. Korenyi-Both and colleagues report that the military collected sand samples in the Gulf to be analyzed for the presence of chemical warfare agents, but the research team has been unable to obtain the results of that analysis from the US Army. Russia's suggestion to negotiate a global ban on missile technology is much more sensible, would preserve the ABM Treaty, and would make our world more secure. Instead, the US has advised the Russians to keep 2,500 warheads on launch-on-warning hair-trigger alert, which is a much greater threat to our world security that any missile North Korea might be able to build some day. We could easily handle the North Korean threat by welcoming them into the family of nations and establishing relations with them. Please urge President Clinton to cancel any decisions to violate the Anti-Ballistic Missile Treaty to build a "national missile defense". Ask him to take up the Russian offer to cut to 1,000 warheads, and then invite the other nuclear weapons states to negotiations for a ban on nuclear weapons, just as we have banned chemical and biological weapons. sacbee: Cal ReportDefense attorneys say man charged in supremacist shootings wrote 'psychotic' note By LINDA DEUTSCH AP Special Correspondent LOS ANGELES (AP) -- White supremacist Buford Furrow wrote "a psychotic note" to himself repeating 129 times that he should kill another prison inmate, his lawyers disclosed in a legal document filed late Wednesday afternoon. The attorneys, who are attempting to block the government from seeking the death penalty for Furrow in the murder of a Filipino postman, discounted the idea that the note uncovered by jailers was a true threat on the life of the Latino inmate, Raul Lopez. "On the note, defendant had written 129 times, 'You must kill Lopez and all of his protecting angels,"' the lawyers said. "Apparently, the number 129 was arrived at by ascribing a numerical value, one through 26, to each letter of the alphabet ... and adding up the values of the words, 'Lopez' and "Satan,"' the document said. Furrow is charged with killing letter carrier Joseph Ileto on Aug 10, just hours after he allegedly wounded three boys, a teen-age girl and a woman at the North Valley Jewish Community Center in the San Fernando Valley. The public defenders representing Furrow said it is unclear from government filings whether the note was ever delivered to anyone. "If this obviously delusional note, which defendant wrote to himself, is what the government considers a threat, it should make that clear," the attorneys said. "But frankly, defendant cannot believe that the notice truly meant to imply that a psychotic note written to oneself is a threat against another." Furrow has pleaded innocent and his team of public defenders has launched an effort to save him from the death penalty. They have argued that the federal death penalty statute is unconstitutional and that the factors presented to justify it in Furrow's case are too vague. In its latest papers, the defense repeated the theme of vagueness and said prosecutors have never been specific enough in outlining "aggravating factors" that might support the death penalty. They cited a government claim that Furrow once threatened the woman he calls his wife and her son and said there was no indication of the names of those threatened or when and where the alleged threat occurred. The attorneys also took issue with a government claim that Furrow failed to show remorse for the killing. They said this suggests that Furrow must violate his right to remain silent under the Fifth Amendment if he is to show remorse. This claim, they said, "forces a defendant to choose between testifying to show remorse, on one hand, and invoking his right to remain silent so as not to waive his privilege and to maintain his right to appeal, on the other hand." As for Furrow's alleged statement after his arrest that, "He is not sorry for his crimes," the defense said such a statement is inadmissible unless the government can show "pervading and continuing lack of remorse." In the last document to be filed before a hearing on the death penalty issue June 5, the attorneys also argued to exclude mention of Furrow's anti-Semitic motivations in the Jewish center shootings, saying they are irrelevant to the shooting of Ileto. The Internet was buzzing this week after two reports were published by airline personnel discussing the recent mysterious chemtrails seen over the USA. The first report came from a mechanic with a USA-based airline, who said he had gone out "to service another airline's plane which had a malfunction in its waste disposal system." "When I got into the bay, I realized that something was not right," he wrote. "There were more tanks, pumps and pipes than should have been there. I finally realized that the extra piping and tanks were not connected to the waste disposal system." The mechanic checked the schematic blueprints for that model jetliner "and to my amazement, the manuals did not show any of the extra equipment I had seen with my own eyes." A week later, the mechanic entered the service bay of one of his own company's jetliners and "found a similar system controlled by a standard-looking avionics box with no markings of any kind." He traced the unusual piping to "a network of small pipes that ended in the trailing edges of the wings and horizontal stabilizers, disguised as static discharge wires." Soon after his unauthorized exploration of the jet, the mechanic was called on the carpet and given a suspension by management. He then "received an anonymous phone call that warned, 'Now you know what happens to mechanics who poke around in things they shouldn't.'" Still curious about the system he'd seen, the mechanic began exploring Internet sites in search of answers. The next day, when he reported to work at the airport, he found a note taped to his locker. It read, 'Curiosity killed the cat. Don't be looking at Internet sites that are no concern of yours.'" On Monday, May 22, 2000, another man, describing himself as a mid-level manager with a USA-based airline, added his comments to the controversy. Airlines, he wrote, "have been participating in something called Project Cloverleaf for a few years now. I was briefed on it in 1999. The few airliner employees who were briefed on Project Cloverleaf were all made to undergo (FBI) background checks, and before we were briefed on it, we were made to sign non-disclosure agreements which basically state that if we told anyone what we know we could be imprisoned." About 20 employees in our office were briefed, along with me, by two officials from some government agency. They didn't tell us which one. They told us that the government was going to pay our airline along with others to release special chemicals from commercial aircraft." "When asked what they were, and why we were going to spray them, they told us that information was given on a need-to-know basis and we weren't cleared for it. They then went on to state that the chemicals were harmless, but the program was of such importance that it needed to be done at all costs." "When asked why they don't just rig military aircraft to spray those chemicals, they stated that there weren't enough military aircraft available to release chemicals on such a large basis as needed to be done. That's why Project Cloverleaf was instituted." "Then someone asked why all the secrecy was needed. The government representatives then stated that if the general public knew the aircraft they were flying on were releasing chemicals into the air, the environmentalist groups would raise hell and demand the spraying stop." "Someone asked one of the G-men that if the chemicals were harmless, why not tell the public what the chemicals were and why we were spraying them?" "He seemed perturbed by this question and told us in a tone of authority that the public doesn't need to know what's going on, but the program is in their best interests. Researcher Kim Weber defines chemtrails as a vapor trail that "spreads into cloud cover and secretes the following--cobalt-blue filaments, red-yellow powders, milky white fluids." "IN early April 2000," she added, U.S. Air Force "KC-135s were grounded, and during the period immediately following, spraying reports across the U.S. significantly dropped." An interesting chemtrails case took place near Santa Fe, New Mexico during the summer of 1999. "There was a 21-day period of continuous cloud cover where humidity/dew point levels were no higher than 30 percent," Kim wrote, "Clouds can only form when humidity/dew point levels are 60 percent or higher. How did the clouds form?" Researchers have obtained samples of the filaments that precipitated out of the chemtrail. Under flourescent light, the "filaments glow blue, red and orange. They contain barium titanate, a dielectric needed to keep electricity flowing." Chileans Believe Chupacabras Is A US Black Ops Creation "The gringoes had at least three genetic experiments run away from them and they've only been able to capture two of them," states Dagoberto Corante, a Chilean architect. Residents of the city of Calama and nearby communities are blaming NASA, the U.S. space agency for the apparitions and attacks of the mysterious Chupacabras, which has caused ruin among farm animals in the region and in other parts of Chile. Several dozen goats, pigs, chickens, rabbits and other animals turned up dead in northern Calama and its environs last April--their bodies completely drained of blood and left undevoured by the mysterious predator. Among the Chupacabras' alleged characteristics are the ability of leaping over three meter tall walls and walking unmolested among dogs, while police and volunteer patrols who have set out after it only find some scattered footprints which are nearly impossible to identify in the areas desert terrain, some 1500 km from Santiago. An investigation ordered by the authorities concluded that the slaying's were the product of attacks by packs of wild dogs, but no one believed this version while claims of new Chupacabras attacks developed in different parts of central and southern Chile. According to Dagoberto Corante, one such creature was captured by elements of a local regiment in an operation that resulted in the death of a soldier, but the military have allegedly refused to discuss the matter. "It is said that the captured animal was kept all day at the regiment's [barracks] until NASA experts arrived to take it away." observed Corante, who is well known and respected in the area in which the Chupacabras has feasted on blood and spread fear among the population. "The day that the events transpired, the military even closed the airport for several hours to enable the landing of a helicopter conveying American scientists." he added, "although no one is quite sure why they had to close an airport in order for a helicopter to function--these are devices able to land anywhere, and the fact has given rise to much speculation and rumor." Mario Ramos, a respected resident of San Pedro de Atacama, where he owns a butcher shop, largely agrees with the Corante's story and concerns, and while he doesn't care to discuss the subject, agreed that a soldier had indeed perished during the Chupacabras' capture. Science and Technology Review, May 2000 http://www.llnl.gov/str/Weinstein.html Uncovering Bioterrorism Bert Weinstein, Biology and Biotechnology Research Program, Lawrence Livermore WITH the end of the Cold War, the threat of nuclear holocaust faded but another threat emerged-attack by terrorists or even nations using biological agents such as bacteria, viruses, biological toxins, and genetically altered organisms. The former Soviet Union once had a formidable biological weapons program. Now, several countries and extremist groups are believed to possess or to be developing biological weapons that could threaten urban populations, destroy livestock, and wipe out crops. Even terrorists with limited skills and resources could make biological weapons without much difficulty, says Tony Carrano, Lawrence Livermore's associate director for Biology and Biotechnology Research. "It's not complex, it's not expensive, and you don't need a large facility." For these reasons, biological weapons have been dubbed the poor man's atomic bomb. Contributing to the ease of making and concealing biological weapons is the dual-use nature of materials to produce such weapons, because they are found in many legitimate medical research and agricultural activities as well. CIA Director George Tenet touched on this topic in Congressional testimony in February when he noted the overlap between manufacturing vaccines and producing biological weapons. The agents used in biological weapons are difficult to detect and to identify quickly and reliably. Yet, early detection and identification are crucial for minimizing their potentially catastrophic human and economic cost. Lawrence Livermore scientists are participating in the Department of Energy's program to improve response capability to biological (as well as chemical) attacks on the civilian population. A major part of DOE's program is developing better equipment, both fixed and portable, to detect biological agents (see STR, June 1998, Reducing the Threat of Biological Weapons). However, any detection system is dependent on knowing the signatures of organisms likely to be used in biological weapons. These signatures are telltale bits of DNA unique to pathogens (disease-causing microbes). "Without proper signatures, medical authorities could lose hours or days trying to determine the cause of an outbreak, or they could be treating victims with ineffective antibiotics," says Lawrence Livermore's Bert Weinstein, deputy associate director of Biology and Biotechnology Research. Because of the importance of biological signatures, DOE has launched a biological foundations program as a key thrust of its effort to improve response to terrorist attacks. The program involves experts at the Lawrence Livermore, Brookhaven, Los Alamos, and Sandia national laboratories, as well as colleges and universities. Researchers from the four national laboratories get together at least quarterly to share information and yearly for a formal review of their work. Weinstein reports that important progress has been made since the program began in early 1997, and new signature sets are being transferred to the Centers for Disease Control and Prevention and the DOE. Over the next several years, DOE scientific teams expect to produce species-level signatures for all of the most likely biological warfare pathogens. The teams also expect to have an initial set of species-level signatures for likely agricultural pathogens, because an attack on a nation's food supply could be just as disruptive as an attack on the civilian population. Several Levels of Signatures The teams also aim to develop strain-level signatures for the top suspected agents. Strains are a subset of a species, and their DNA may differ by about 0.1 percent within the species. A species, in turn, is a member of a larger related group (genus), and its DNA may differ by a percent or so from that of other members of the genus. Characterizing pathogens at the strain level requires significantly more work than recognizing a species. But strain-level signatures are essential for determining the native origin of a pathogen associated with an outbreak; such information could help law enforcement identify the group or groups behind the attack. The biological foundations work aims to provide validated signatures useful to public health and law enforcement agencies as well as classified signatures for the national security community. In developing these signatures, biological foundation researchers are also shedding light on poorly understood aspects of biology, microbiology, and genetics, such as immunology, evolution, and virulence. Increased knowledge in these fields holds the promise of better medical treatments, including new kinds of vaccines. The biological foundations work is one element in DOE's Chemical and Biological Nonproliferation Program. Livermore's component of this work is managed by its Nonproliferation, Arms Control, and

Based on preliminary results from a just-completed two-week cruise to the area funded by the National Science Foundation (NSF), the scientists say the suspected cracks are a system of large depressions along the shelf edge that appear to have been excavated by gas erupting through the seafloor. "We don't know the source of the gas," team leader Neal Driscoll of the Woods Hole Oceanographic Institution (WHOI) said. "But it is clear that gas has played an important role in the formation of these features. The gas is trapped under layers of sediment on the shelf edge until some circumstance causes it to escape, blowing holes in the seafloor to form these large pockmark features we thought were cracks." In a paper published in the journal Geology days before their May 7 departure for the Mid-Atlantic coast, Driscoll and colleagues Jeffrey Weissel of the Lamont-Doherty Earth Observatory of Columbia University and John Goff of the University of Texas Institute for Geophysics, speculated that rising gas might play a part in triggering shelf-edge collapse. Even so, they were surprised at the quantity of gas and the apparent vigor of the "blowout" process. "Our seismic data show that gas is pervasive in and around the blow-outs," Goff said. "Gas has a characteristic signal, which commonly shows up as a bright, high-amplitude reflection that obscures any deeper signals." "These are exciting findings," said Mike Purdy, director of NSF's division of ocean sciences. "We now know that biological, chemical and physical processes, like those that created the gas reservoirs and gas expulsions described by these investigators, are going on every day in the depths of the sea. Driscoll, Goff and Weissel have reaffirmed that exciting and significant discoveries are waiting to be made on the ocean floor. The importance of exploring our own planet is again made very clear." "We were a bit taken aback, to be sure," Weissel said. "A great deal more work is needed before any definitive statements can be made. Regardless of the source, it is apparent that gas charging plays a critical role in the area, and that the ongoing process of blowouts could conceivably weaken the shelf edge and contribute to a submarine landslide/tsunami scenario." Oh, the Marxists talked a good game - working in the morning, fishing in the afternoon, lounging around to watch the sunset; 20-hour workweeks; month-long vacations; etc. But when you get down to it, they are still drawing from the same poisoned well that has parched Western civilization for the last 500 years: the Protestant Ethic, which freed Europe from Catholic voodoo only to feed its heads with doodoo, such as "work is the outward sign of moral perfection." While Luther was telling people that what counted was faith and the Holy Spirit, not work and deeds, Calvin helped spread silly ideas, like the one that people had to be at constant physical labor or idleness would tempt them to sin. Deep down, this is the root of the Puritan Ethic: why even today the neo-Puritans hate Hollywood with such passion: they feel that if we are not kept busy with mindless, rote work, then we will be seized by the carnal passions and led to sin. Marxists claim that workers are overexploited. So what is their solution? Have the workers take over the factory to "restore the dignity of work." Make everybody do manual labor, like the Pol Pot regime did in Cambodia and the Incas did in Peru - as Mao said, "let there be no separation between the work of the hands and the work of the mind." Our goal should be to increase production. Deep down Marxists, while despising capitalism, only want to hijack what they see as its main notable achievement, accomplished through the Industrial Revolution: mass production. They do not want to abolish the assembly line, only bring more of us to its trough. Let the elite fat cats sweat with the so-called "working class." Rather than wanting us to all enjoy the life of leisure led by the fat cats, the Marxists' main goal is motivated by envy - they want to force the fat cats to suffer as the "working class" has suffered. I finally saw through the Marxist illusion when I realized the deep-set opposition to automation of mass production. Marx could not have predicted the development of robots, and yet his so-called followers oppose them with tooth and nail. Why should we force people to do machine-like rote work? Why not have machines do the work of machines? Marxists fight automation because they claim it threatens jobs. You remember what "jobs" are, right? They are the things that society tells us we have to work 9 to 5 at and be "productive," right? Marxists deep down view people as units of production. They hate people who refuse to be productive, who will not work, the so-called "lumpenproletariat" who refuse to be a part of anybody's 'productive forces.' Marxists do not have a true liberatory vision. They want to "liberate" the working class from its exploitation by the finance class. But they do not want to liberate everyone. They want to turn us all into "workers." Bakunin, Kropotkin, Proudhon, and other anarcho-syndicalists, libertarian-socialists, and anti-technocrats at the International realized that this was the fatal flaw of Marxism. "Work" as we know it should be abolished - that is, the requirement that all of us "mass produce" things that other people need - and taken over by robot labor. This is the promise of post-industrial society, and yet some Marxists greet it with horror. After all, even capitalist industrialism raised the standard of living of the working class to an incredible degree. Yet, things like nanotechnology and the miniaturization revolution have abolished the fundamental assumptions of Marxism and of economics in general. There will be no more scarcity. More and more can be produced with less and less - of energy, capital, resources, and, yes, human labor as well. People can and always will produce the things they or those they know want with their own hands, or, if they are skilled artisans, the things that others want, but with time, precision, and care. But there will be no more mass production. If you understand Black, Bookchin, Fuller, Henderson, or others, then you know that the industrial revolution is at an end. The Modernist assumption, that the way our lives could improve was through industrialization and urbanization, is at an end.

The CIA said back in 1950 that "there are definite limitations, especially since we are so greatly handicapped by popular and official prejudice against some of our methods." Yet the cold warriors went ahead anyway, paying leading psychiatrists and psychologists to use unwitting human beings without regard for their health or future well-being. If what Chavoustie and other allegedly targeted individuals say is true, that MK- ULTRA-like use of unwitting experimental subjects has never really ended, the question has to be asked: Why is this going on in the post-cold-war era? Psychiatrist Colin Ross believes he has found the answer. As he sought creative ways to help his patients recover from childhood trauma and dissociative identity disorder (DID), Ross discovered a military secret he says is guarded as closely as the atomic bomb. He found evidence in the unclassified papers of master hypnotist George Estabrooks that the CIA and U.S. armed services have had offensive operative Manchurian candidate program since the late 1930s. Estabrooks, head of the psychology department at Colgate Unversity in Hamilton, New York, had been a military consultant since the late 1930s. In an October 7, 1940 letter to the Royal Canadian Mounted Police (RCMP), Estabrooks offered to set up a "counter-espionage service based on the use of hypnotism," where subjects would engage in criminal acts with complete amnesia of any wrongdoing. "I am quite convinced that I can have a good hypnotic subject enter your office and assassinate you," he wrote, bragging how easy this would be, provided "the experimenter did not suddenly find himself in jail accused of high treason or attempted murder." He proposed a demonstration to "deliberately set up a state of artifically induced dual personality .. in a private room of any hospital under the guise of medical treatment." He assured the RCMP that "we could show the extreme rapidity with which hypnosis can be induced in a good subject, his ignorance of ever having been hypnotized, his inability to be hypnotized by anyone else, and the extremely high grade cooperation which a good hypnotic subject will give when handled by an expert. In a retrospective on his career, Estabroooks wrote in a 1971 Science Digest article, "One of the most fascinating but dangerous applications of hypnosis is its use in military intelligence. This is a field with which I am familiar through formulating guidelines for the technique used by the U.S. in two world wars." He then related how he hypnotized intelligence officers to carry information to and from Japan during World War II. The father of intentionally induced MPD, Estabrooks heartlessly experimented with hypnosis and drugs on orphaned children in two New York State institutions."' Although she can't prove it, Chavoustie suspects he was involved in experiments in which she was a subject. Her foot was implanted while she was at Oswego, New York, not far from his home base. Estabrooks was deeply tied into U.S. intelligence networks; he communicated regularly with J. Edgar Hoover for three decades." Both Estabrooks and Delgado were funded by the Office of Naval Research at the same time. Estabrooks also mentored Martin Orne, handing him the torch taken on when Morton Prince died. Orne's paper on "Anti-social Behavior and Hypnosis" is published in a 1962 book edited by Estabrooks, _Hypnosis: Current Problems_. Some of the more controversial of their literature they have burned and destroyed but copies have survived and are available and have been used in exposing them. I would be very grateful for any information from any source that would make this study more complete and more accurate. THE EARLY DAYS. I met the group in Berkley, California in 1969. One of my first experiences as a member was when a large number of us marched into a church and disturbed the service that was in progress. Many of us marched in holding long rods in our hands, dressed in red sackcloth robes, wearing yokes around our necks and ash smeared on our foreheads as a sign of mourning for the impending doom of the nation. Two members got around the back of the church platform and unfolded a big sign that said "Destruction Soon. - You can¹t do you own thing." Another group member walked up to the preacher who was on the platform speaking and said something like: "Can I ask you a question? Why are you lying to these people?" Everybody was startled. In fact it was so shocking that a man in the congregation actually died! The police came and arrested some of us and few spent months in jail. For pictures of this event see "Book of Remembrance" II, (hereinafter BOR II), pp. 255, 245. We had the nerve to picket outside Sacramento City Hall to protest their arrest. The group had earlier staged similar events elsewhere in the US and also in Canada. In Montreal seven members were taken to jail for attempting to burn a coffin outside a Cathedral there. The people went berserk and started pushing and beating the intruders, who run to their trucks and drove their vehicles through the crowds like in a crazy movie. When they got out of town, thinking they are safe, they stopped to get a hamburger and as they were eating the police arrived and arrested them. They were put in jail for about a month and mistreated and their long hair was shaven. When group members prophesied destruction over Rex Humbard¹s Cathedral of Tomorrow in Akron, Ohio, four or five people from the congregation grabbed a group member by the throat while he was still shouting, hitting and punching him and ripped his shirt and jacket off. One physically picked him up, carried him out and threw him into traffic on the highway and a semi track barely stopped, almost hitting the cult member. Again the police came and some of the group¹s members were taken to jail. For a while they started wearing sackcloth at all times. Berg¹s older son, Aaron, dressed in sackcloth, walked into a store and picked up some of the store¹s merchandise and just walked out without paying! As the allies closed in, retreating SS officers dumped dozens of containers into Lake Toplitz, high in the Alps, with the intention of recovering them later. Tomorrow the Simon Wiesenthal Nazi-hunting centre in Los Angeles and the Maryland-based Oceaneering company - the team that located the wreck of the Titanic - will plumb Toplitz in a 10-week dive. The haul is believed to contain top-secret Nazi documents detailing how assets from the Third Reich were deposited in Swiss bank accounts, as well as art objects, gold and the records of the Sachsenhausen concentration camp near Berlin. Documents detailing the assistance of the Vatican in transferring funds to South America, and some gold, are also believed to be concealed there. Because of Lake Toplitz's high salt content and low temperature, they stand a good chance of still being preserved even after 55 years. Toplitz should also yield up the secrets of Operation Bernhard, the huge counterfeiting operation started by the SS and backed by Hitler, which aimed to produce billions in fake pounds and then use the Luftwaffe to drop the currency over Britain. Heinz Riegel, now 80 and living in Oldenburg, northern Germany, is the only living member of the Lake Toplitz Research Group, which included SS men such Otto Skorzeny, a top Hitler aide who rescued Benito Mussolini from captivity in 1943; Wilhelm Hoettl, the Third Reich intelligence officer; and Friedrich Schwend, considered the unofficial finance minister of the so-called Fourth Reich - the shortlived attempt by former Nazis to re- establish themselves at the end of the war. Schwend was in charge of Operation Bernhard. For 45 years Riegel, a retired pharmaceutical dealer, has spearheaded attempts to retrieve the treasure. Asked last week about what he thinks is in the remaining boxes, he was guarded. "Who knows? Perhaps more material on German industry, including the chemical company, I G Farben. It is my view that among the material at the bottom of the lake is some of that Vatican gold," he said. "The Austrian authorities did everything possible to prevent the truth coming out. They even threatened to torture a former soldier who knew exactly where the treasures had been dumped. With the present diving, the truth will come out." Although Riegel is unforthcoming about his war record, he later became Schwend's representative in Europe while the financier tried to avoid extradition to Italy from Peru on a murder charge. In South America - home to other Nazi exiles including Adolf Eichmann, Josef Mengele and Klaus Barbie, the Butcher of Lyons - Schwend had dealt in arms. Riegel's job was apparently to locate and recover Nazi assets left around Europe. The Germans did not manage, however, to reclaim the treasures of Toplitz. In the summer of 1959, the German magazine Stern mounted its own diving operation and retrieved boxes stuffed with forged pounds. It then found material of a different nature: SS documents containing orders for agents all over the world and those describing the Odessa system - which was to provide an escape route for Nazis to South America. The boxes were immediately confiscated by the Austrian police and Stern's investigation was shelved. In 1963 the Austrian government organised a dive at Lake Toplitz. It said it had recovered a further 38 boxes, but refused to provide any information on the contents. Ten years later Riegel was expelled from Austria after being caught trying to mount an illegal diving operation - and the lake's waters have been undisturbed since. According to witnesses, 130 boxes were sunk, meaning about 55 should still be in the lake. Maximillian Gruber, an SS officer who was in contact with Riegel, told him that after receiving orders to dump the boxes he detonated a massive rockfall into the 100-metre- deep lake to reduce depth at that spot to about 94 metres. Gruber gave him a map indicating where the boxes lie, details of which are reproduced here. http://psychiatry.medscape.com/22245.rhtml Most Children Who Die in Drunk-Driving Accidents Were Riding With The Drinking Driver WESTPORT, May 30 (Reuters Health) - In the May 3rd issue of The Journal of the American Medical Association, two articles highlight the continuing need for education and policy interventions to reduce the number of alcohol-related deaths and injuries of children. Dr. Lewis H. Margolis and colleagues from the University of North Carolina at Chapel Hill analyzed data from the 1991 to 1996 Fatality Analysis Reporting System, a nationwide registry of motor vehicle deaths. The researchers looked at a cohort of 16,676 children younger than 16 whose death resulted from a motor vehicle accident. The subjects were passengers, cyclists or pedestrians. The results indicated that 3,310 deaths (19.9%) were linked to alcohol use by the driver of the motor vehicle. "Of the alcohol-related deaths, 79.5% involved children as passengers, and the remainder involved pedestrians or bicyclists struck by drivers who had been drinking alcohol." Drivers under the legal age to purchase alcohol accounted for 30.3% of the fatalities. Dr. Margolis and his team say that in light of the latter finding, "laws governing availability of alcohol to this age group should be more rigorously enforced." In addition, the researchers recommend increasing the tax on alcoholic beverages to discourage teenagers from purchasing them. In the second study, Dr. Kyran P. Quinlan and associates from the Centers for Disease Control and Prevention, Atlanta, Georgia reviewed 1985 to 1996 data from the same database that Dr. Margolis' group used, as well as 1988 to 1996 data from the General Estimates System on nonfatal injuries. They found that between 1985 and 1996, a total of 5,555 children died in car accidents in which the driver had been drinking. Of these, 3,556 (64%) were passengers riding with a "drinking" driver. The researchers note that "child restraint use decreased as both the child's age and the blood alcohol concentration of the child's driver increased." Dr. Quinlan's group reports that between 1988 and 1996, a total of 149,000 children sustained nonfatal injuries in automobile accidents involving drunk drivers. "Of these, 58,000 (38.9%) were riding with a drinking driver when injured in the crash." Dr. Quinlan and his colleagues recommend stricter laws and punishment for drunk driving, including license suspension, mandatory substance abuse assessment and treatment, and "zero tolerance for alcohol use by drivers younger than 21 years." They also call for counseling by healthcare providers on the dangers of drunk driving and "stricter enforcement of child safety seat laws." In an editorial in the same issue, Dr. Guohua Li calls for the adoption of a federal zero-tolerance policy for drunk driving. Dr. Guohua says, "Tolerance of drinking and driving implies tolerance of more than 15,000 alcohol-related deaths in the United States this year, next year and as long as drivers and passengers share the road with others who drink and drive." The squadron employs the AC-130U Spooky gunship for close air support, armed reconnaissance, and interdiction missions in support of conventional and joint special operations forces. The AC-130U is the very latest in a distinguished line of gunships. The gunship adopted its Spooky nickname from the AC-47, the original, first-generation gunship.The U-model gunship is one of the most complex aircraft weapon systems in the world today, containing more than 609,000 lines of software in its mission computers and avionics systems. Although it still uses the venerable Lockheed C-130 airframe, the AC-130U incorporates the latest sensor technology, along with an entirely new fire-control system, to substantially increase the gunship's combat effectiveness. The fire control system offers a dual-target attack capability, whereby two targets up to one kilometer apart can be simultaneousl y engaged by two different sensors, using two different guns. All light-level television, infrared sensors, and the Hughes APQ-180 radar (also found on the F-15E Strike Eagle) provide night and adverse weather capability. To enhance survivability, emphasis has been placed on increasing the stand-off range of the gunship's weapons system and improving first-shot accuracy. In addition, a set of electronic countermeasures has been installed to help defend the AC-130U against modern threats. The AC-130U is armed with a 25mm Gatling-gun cannon (capable of firing 1800 rounds per minute), a single-barrel, rapid-fire 40mm Bofors cannon and a 105mm Howitzer. The squadron traces its lineage back to the 4th Air Corps Ferrying Squadron, which was activated in April 1942 and was subsequently redesignated the 4th Ferrying Squadron in May 1943. It ferried a variety of fighter, bomber, and non-combat aircraft to locations in Alaska, Africa and Europe. The squadron was disbanded in March 1944. The 4th Liaison Flight was activated in October 1949 and was redesignated the 4th Liaison Squadron in July 1952. Its mission included transport, air evacuation, courier duty and reconnaissance. The squadron flew the L-13, C-45 and L-20 aircraft. The unit inactivated in March 1954. The 4th Air Commando Squadron (Fire Support) was activated in August 1965 and was redesignated the 4th Special Operations Squadron in August 1969. The squadron's primary mission was to fly strikes against enemy forces in Southeast Asia. The 4th also flew reconnaissance, forward air control, search and rescue and equipment test missions. The squadron flew C/AC/FC and HC-47s. In December of 1969, the squadron was inactivated. The 4th Airborne Command and Control Squadron was activated in April 1970. It provided an airborne and auxiliary command post and a communications link for Fifteenth Air Force and Strategic Air Command. It occasionally flew "Looking Glass" missions to back up the SAC airborne command post. The squadron flew the EC-135A/C and G models and was inactivated in September 1992. The 4th entered its latest incarnation in 1995, with the activation of the 4th SOS at Hurlburt Field, Fla. Following an extensive flight test program at Edwards Air Force Base, Calif., AC-130U operations were transferred to Hurlburt Field in late 1994. At that time, the aircraft were delivered to the 16th Special Operations Squadron, which operates the AC-130H, the U-model's immediate predecessor. The squadron was officially activated May 4, 1995. The 4th SOS airmen participated in their first deployment soon after in October during Exercise Foal Eagle in the Republic of Korea. In September 1996, the squadron made its first operational deployment to Brindisi, Italy, supporting Operation Joint Endeavor in the skies over Bosnia-Herzegovina. The 4th SOS currently operates 13 all-weather AC-130U gunships. The AC-130U represents a major advancement over previous gunships and incorporates features to enhance maintainability and supportability making certain its crews, nicknamed the Ghostriders, are available any time, any place. However, in a move that has raised fresh doubts over the determination of the authorities to fight organised crime, De Caprio, previously known only by his codename of Major Ultimo (Last), has resigned, attacking his bosses for failing to back his methods and putting less experienced colleagues in danger. Carla del Ponte, chief justice at the International Criminal Tribunal in the Hague, has proposed that De Caprio, 36, should put his talents to helping Nato track down Balkan war criminals such as Radovan Karadzic, the former Bosnian Serb warlord. However, the carabinieri have blocked him from moving and De Caprio is feeling vulnerable. His accusations have touched a nerve in the hierarchy of the paramilitary police force - which took the unprecedented step of naming him in its reply to the resignation letter that he leaked to newspaper editors. "I have felt scared. But now I feel alone," De Caprio said in a rare interview last week as he broke his cover among joggers in a Rome park, with armed colleagues in plain clothes tailing him. "If I'm given a desk job in Rome, I'll be more in danger there than I was hiding in Palermo." For security reasons, no picture of him has appeared in an Italian newspaper since he took up his job; this time he again refused to be photographed. De Caprio's exploits are the stuff of legend: in Sicily, he once crept into the bedroom of a mafioso to place a bug under the bed as the mobster snored above. Only one Sicilian magistrate has backed him, while an ominous silence has descended over the rest of a judiciary still haunted by the death of his mentor, Judge Giovanni Falcone, whose car was blown to pieces in May 1992. De Caprio has one regret: "I wasn't given the means to find the new mafia overlord, Bernardo Provenzano. I know just how he thinks." The Real IRA, which was also responsible for the Omagh bombing in 1998, used just 2lb of the Semtex in the device that exploded in London in the early hours of Thursday morning. The explosive was part of a 1,000lb cache of Semtex that the republican splinter group took with them when they split from the Provisional IRA in 1997 and which has been added to by recent republican defectors. MI5 has intelligence reports that the Real IRA will attempt to disrupt major events in London this summer. Six members of the Real IRA are said to be active on the British mainland - young recruits guided by an experienced terrorist. Special security precautions are being put in place for the celebrations surrounding the Queen Mother's 100th birthday. The Real IRA is headed by the former quartermaster general of the Provisionals, who took a substantial supply of weapons and explosives with him when he defected. He was behind the Omagh bomb in 1998 which killed 28 people with a crude device composed of fertiliser and explosives with a Semtex "booster" charger. Yesterday, Martin McGuinness, the Sinn Fein education minister in Northern Ireland, condemned the Hammersmith bombers and called on dissident republicans not to launch a new wave of attacks on the mainland. Security forces say Real IRA membership is believed to be about 100 and that they work closely with fellow dissidents in the Continuity IRA. There have been a number of defections from leading figures in the Provos to the Real IRA and another republican splinter group, the Continuity IRA, in recent months. In February, police in the Irish Republic discovered 1.3 pounds of Semtex, an explosive manufactured in eastern Europe, at a Real IRA hideaway in Dublin. In the explosion in London Docklands, carried out by the IRA in February 1996, a bomb weighing more than a ton was used. It was a mixture of Semtex, commercial quarrying explosives and fertiliser. In Manchester later that year, a one-ton bomb, which devastated the city centre, again contained Semtex mixed with other explosives. The security services have also discovered that the Real IRA has developed a new, 120mm mortar - called the "Mark 19" - to add to its arsenal. The device, which fires rockets, was tested by the terrorists in Co Fermanagh last month. Yesterday, Sir Ronnie Flanagan, the RUC Chief Constable, announced another reduction in troop levels in Northern Ireland. He confirmed that a battalion based in Dungannon, Co Tyrone, would not be replaced when its tour ends in the middle of the month, as a further step towards normalisation. The move, being taken "notwithstanding the continued threat from dissidents in some areas", was announced after the start of demolition work on three military posts in the province. The combination of booming Western demand and criminal involvement had pushed up prices and led to serious "over-collection". Some 200 medicinal plants in Europe - and many more in poorer countries - were now endangered species and the list was growing all the time, said Prof Bellamy. He said: "It's good that more and more people in Britain and other Western countries are turning to herbal medicines. But the downside is that the plants are being over-collected, often on the orders of mafia gangs, and many of them are now in serious danger of being wiped out. "We must find a way of balancing global need with a responsible approach to growing and harvesting the plants."He added that more criminals were moving into the trade. In Russia they were reported to be illegally harvesting wild ginseng from protected areas of Siberia. Prof Bellamy, whose father was a pharmacist who made up herbal remedies, said: "Russia used to have the tightest conservation laws in the world but since the collapse of Communism it's become a lot more lax and the criminal elements have been able to exploit that." Fifteen million people in Britain are regular users of herbal medicines and one in four of all prescription drugs dispensed by Western pharmacists are likely to contain herbal ingredients, according to recent research. There are now 3,000 herbal medicines - excluding Chinese remedies - available in shops and pharmacies in the United Kingdom. Prof Bellamy said: "These God-given plants are vital to the health of everyone, especially the world's poor. The issue is now at crisis point. Time is not on our side and we need to act now." One of the plants under threat is the Arnica which has been used by Britons to treat shock and heal wounds for about 200 years. Another, Golden Seal (Hydrastus canadenis), has been gathered almost to extinction and is now the fifth most endangered species in the world. Some of the endangered species are household names such as liquorice, used for cough medicines, and thyme and oregano, which have a medicinal as well as a gastronomic use. Others on the danger list are pheasant's eye (Adonis vernalis) used for heart problems; yellow gentian, for the digestive system; bearberry, for urinary tract disorders; and round-leaved sundew, for respiratory problems, bronchitis and asthma. The Conservation Foundation and Planet Herbs, Britain's biggest supplier to medical herbalists, will this month launch a campaign urging governments to take the lead in tackling the crisis. Far from being the willing forefather of today's multicultural America, President Lincoln advocated reserving the west of the country for whites, supported a law forbidding black people to settle in his home state of Illinois and was fond of racist jokes. He used two State of the Union addresses to call for the deportation of black people and shortly before his assassination in 1865 said of the thousands of slaves to be freed at the end of the Civil War: "I believe it would be better to export them all to some fertile country with a good climate which they could have to themselves." He also habitually used the word "nigger" to describe black people, something which would have shocked and dismayed the hundreds of thousands of civil rights activists in the Sixties who made the Lincoln Memorial in Washington DC the focus of some of the biggest demonstrations the city has seen. The assault on President Lincoln's character and record in a book called Forced Into Glory: Abraham Lincoln's White Dream, was produced over seven years by Lerone Bennett Jr, the executive editor of Ebony, a magazine aimed at black Americans. Mr Bennett regards what he calls the "Massa Lincoln myth" as a 135-year-old problem, "one of the most extraordinary efforts I know to hide a whole man and a whole history, particularly when that man is one of the most celebrated men in American history". The evidence of Lincoln's true racial beliefs is easily found, he says, in his writing and speeches. Lincoln blamed black people for the Civil War, declaring: "But for your race among us there could not be a war, although many men on either side do not care for you one way or another." Although in popular history he is given the credit for the Emancipation Proclamation - which itself did not directly call for the elimination of slavery - he only issued it under pressure from other Republicans in Congress, Mr Bennett said. However, Lincoln was seized upon by progressive Americans following his assassination, which came soon after the Confederate surrender. There was "an explosion of emotion" in the North and Lincoln was "appropriated, he was used", Mr Bennett said. By the late Sixties Lincoln's death was put in the same bracket by civil rights campaigners as the assassinations of President Kennedy and Martin Luther King, the black Church leader. The book has prompted controversy among academics with one black professor calling it "a compelling critique" of the revered president's life. But Lincoln's defenders are infuriated by the attack. Brocki, Editorial Coordinator for the Office of Instruction of the Los Angeles Unified School District. Mr. Brocki taught Advanced Placement English for several years at Van Nuys High School, as well as having been a senior editor for Houghton Mifflin. I was referred to Mr. Brocki by Sherryl Broyles of the Office of Instruction of the LA Unified School District, who described Mr. Brocki as the foremost expert in grammar in the Los Angeles Unified School District -- the person she and others go to when they need a definitive answer on English grammar. I gave Mr. Brocki my name, told him Sherryl Broyles referred me, then asked him to parse the following sentence: "A well-schooled electorate, being necessary to the security of a free State, the right of the people to keep and read Books, shall not be infringed." Mr. Brocki informed me that the sentence was overpunctuated, but that the meaning could be extracted anyway. "A well-schooled electorate" is a nominative absolute. "being necessary to the security of a free State" is a participial phrase modifying "electorate" The subject (a compound subject) of the sentence is "the right of the people" "shall not be infringed" is a verb phrase, with "not" as an adverb modifying the verb phrase "shall be infringed" "to keep and read books" is an infinitive phrase modifying "right" I then asked him if he could rephrase the sentence to make it clearer. Mr. Brocki said, "Because a well-schooled electorate is necessary to the security of a free state, the right of the people to keep and read books shall not be infringed." I asked: can the sentence be interpreted to restrict the right to keep and read books to a well-schooled electorate -- say, registered voters with a high-school diploma?" He said, "No." I then identified my purpose in calling him, and read him the Second Amendment in full: "A well-regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." He said he thought the sentence had sounded familiar, but that he hadn't recognized it. I asked, "Is the structure and meaning of this sentence the same as the sentence I first quoted you?" He said, "yes." I asked him to rephrase this sentence to make it clearer. He transformed it the same way as the first sentence: "Because a well-regulated militia is necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed." I asked him whether the meaning could have changed in two hundred years. He said, "No." I asked him whether this sentence could be interpreted to restrict the right to keep and bear arms to "a well-regulated militia." He said, "no." According to Mr. Brocki, the sentence means that the people \are\ the militia, and that the people have the right which is mentioned. I asked him again to make sure: Schulman: "Can the sentence be interpreted to mean that the right can be restricted to "a well-regulated militia?" Brocki: "No, I can't see that." Schulman: "Could another, professional in English grammar or linguistics interpret the sentence to mean otherwise?" Brocki: "I can't see any grounds for another interpretation." I asked Mr. Brocki if he would be willing to stake his professional reputation on this opinion, and be quoted on this. He said, "Yes." At no point in the conversation did I ask Mr. Brocki his opinion on the Second Amendment, gun control, or the right to keep and bear arms.
